Antecedentes

UN Women grounded in the vision of equality, enshrined in the Charter of the United Nations, works for the elimination of discrimination against women and girls; the empowerment of women; and the achievement of equality between women and men as partners and beneficiaries of development, human rights, humanitarian action and peace and security. Placing women’s rights at the center of all of its efforts, UN Women leads and coordinates United Nations systems efforts to ensure that commitments on gender equality and gender mainstreaming translate into action throughout the world. It provides strong and coherent leadership in support of Member States’ priorities and efforts, building effective partnerships with civil society and other relevant actors. Over the past years, and in response to the need for increased accountability for implementation of gender equality commitments policies and financing decisions related to aid and domestic resources, UN Women played an active role with all its partners, to ensure that gender equality is mainstreamed in strategies, programmes and action plans. Moreover, UN Women is leading the global efforts related to women, peace and security (WPS) agenda.

One of the key areas of work for UN Women country office for Jordan is supporting Jordanian National Commission for Women (JNCW) and other government stakeholders in the implementation of WPS agenda including the Jordanian National Action Plan on UNSCR 1325 (JONAP). First phase of the JONAP was endorsed by the Prime Minister and the Cabinet in December 2017 and formally launched it in a ceremony in March 2018 for 2018-2021. Significant and strategic results were achieved within the JONAP I and the Government of Jordan (GoJ) plans to continue its implementation through JONAP II for 2022-2025.

As part of supporting WPS holistic implementation in Jordan, UN Women intends to provide technical support and policy advise to the GoJ and JNCW to draft the JONAP II including costed M&E framework. The proposed four-year JONAP Phase II (2022-2025) will support and strengthen Jordanian government and stakeholders to implement the country’s WPS commitments and contribute to Jordan’s stability and security through the increased and meaningful participation of youth and women to maintain peace and security and address gender-specific needs in the context of the COVID-19 pandemic including widely spread Gender-Based Violence and Domestic Violence.  The JONAP II will be based on the key findings of the national consultations led by JNCW with support of UN Women. The objective of the national consultations is to reach Jordanian national consensus for the Women, Peace and Security Agenda for JONAP Phase II (2022-2025) through the participatory and inclusive processes, fully owned by the stakeholders at the national and local levels and led by the JNCW with the support from UN Women.

UN Women seeks to contract the WPS international consultant to draft the JONAP II framework including costed M&E plan with baseline and smart indictors based on the inputs and consultation reports provided by JNCW and UN Women. The WPS consultant will work closely with the JNCW team and UN Women staff in order to draft the JONAP II incorporating the findings of the consultations and feedback received from both agencies

Objective of the Assignment:

The main objective of this assignment is to provide technical support and policy advise to JNCW and other national stakeholders and support drafting the JONAP II including costed M&E with smart indicators and baseline based on the results of the national consultations conducted by JNCW.

The consultancy will include conducting the technical meetings and focus group discussions with the key national stakeholders, desk review of the reports of JONAP I, evaluation report and findings of the national consultations. It will also include conducting the M&E workshop to draft the indicators and validation meetings with the stakeholders and incorporating the findings into the final outcome document. 

Deberes y responsabilidades

Under the overall guidance of UN Women’s Country Representative, and the direct supervision of the Programme Management Specialist, the Consultant will be responsible for the following duties and responsibilities:

  • Develop and submit the work plan, including the proposed methodology and approach designed for drafting the JONAP II and M&E framework (3 working days).
  • Conduct online initial consultations and strategic meetings with UN Women staff, JNCW, Coalition 1325, Jordan National Forum and other relevant technical working groups to discuss the findings of the national consultations and key pillars for JONAP II (15 working day).
  • Conduct desk review of the JONAP implementation and evaluation reports and outcome document of the national consultations shared by JNCW and UN Women (7 working day).
  • Conduct online M&E workshops to feed the JONAP II M&E framework and draft the indicator and baseline (15 working days)
  • Draft and submit the initial JONAP II with the M&E framework including baseline, indicators and estimate budget per output (20 working days). 

Develop and submit a final comprehensive JONAP II framework with costed M&E including baseline and indicators based on the feedback received from UN Women and JNCW (10 working days).

Timelines

Monthly Time Sheets and Brief Progress Reports about implemented activities and achieved results with sup-porting documents (work plan, draft report, M&E framework  other materials) submitted.

By 5th of each month.

Final Comprehensive Report (English) Developed and Submitted, including JONAP II and costed M&E framework with indicators and baseline.

By 25th December  2021.

Habilidades y experiencia requeridas

Education

Master’s degree in Law, political science, social sciences, international relations, gender issues, WPS or other development-related fields.

Experience

  • A minimum of 7 years of hands-on relevant experience on developing and implementing similar strategic planning and policy papers.
  • Sound experience in developing similar policy papers including 1325 NAPs, M&E framework, NAP evaluations in close cooperation the national partners and stakeholders including government, international organizations and civil society organization specialized in gender equality, women’s rights and WPS.

Good knowledge of specifics and trends on WPS implementation within the Arab region, and specifically in Jordan.

Language Requirements

  • Fluent spoken and written English. 
  • Knowledge of Arabic is an asset.
