Background

UN Women, grounded in the vision of equality enshrined in the Charter of the United Nations, works for the elimination of discrimination against women and girls; the empowerment of women; and the achievement of equality between women and men as partners and beneficiaries of development, human rights, humanitarian action and peace and security. UN Women Ethiopia Country Office (ECO) works with key partners ranging from government, civil society and UN organizations in development and humanitarian settings to enhance gender equality and empowerment of women in Ethiopia. In its work, UN Women ECO is focusing on four main development result areas: 1) Women supported to lead and participate in decision-making at all levels; 2) Women, especially the poorest and most excluded, are economically empowered and benefit from development; 3) Women and girls live a life free from violence; and 4) Governance and national planning fully reflect accountability for gender equality commitments and priorities. All result areas are aligned with SDGs, the United Nations Sustainable Development Cooperation Framework (UNSCDF) 2020-2025 for Ethiopia as well as the national development plans and priorities, articulating UN Women’s contribution to achieving national priorities, goals and results as set out in the UNSDCF.

UN Women ECO has been working closely with partner agencies in promoting humanitarian assistance Programme aimed at addressing critical gender gaps in humanitarian response and enhancing resilience and wellbeing among women and girls in refugees, Internally Displaced People (IDPs) and their host communities. The Humanitarian unit leads the inter-agency Ethiopia Prevention of Sexual Exploitation and Abuse (PSEA) Network in-country, working closely with Ethiopia Humanitarian Country Team (EHCT) to prevent and to respond to SEA in humanitarian settings.

Recently, UN Women and UNFPA in partnership with UN Central Emergency Response Fund (CERF) started a multi-country Programme that aims to mitigate, prevent, and respond to GBV amongst crisis affected communities, mainly through women-led organizations. In Ethiopia, the project focuses on changing perceptions and attitudes towards social norms and practices that perpetuate gender-based violence and gender inequalities, empowering Women Led Organizations (WLOs) and Women Rights Originations (WROs) to engage in decision making and leadership in GBV response, mitigation and prevention and  provision of a quality multi-sectoral services including legal aid and livelihood opportunities for survivors and at risk groups. It strives to institutionalize gender in humanitarian action, which will pave the way for advancing the resilience and rights of women and girls in crisis contexts. It directly benefits IDPs and host communities in Afar and Amhara regions who have been affected by the Tigray and other crisis, especially women and girls who will be supported by an on-going coordination between UN-Women ECO and the humanitarian community, government and civil society organizations.

To implement its Programme, UN Women Ethiopia is seeking an EVAWG and Humanitarian Expert.  While the position is based in the UN Women office in Addis Ababa, the role requires frequent travels and missions to the field. Under the supervision of the EVAWG and Gender & Humanitarian Specialist, the Expert is responsible for managing the implementation, monitoring, reporting, budget management and partnership building efforts of the Humanitarian Programme of UN Women Ethiopia.

Duties and Responsibilities

Under the direct supervision of the EVAWG Programme and Gender & Humanitarian Specialist, the EVAWG and Humanitarian Expert Program Officer will undertake the following tasks:

Project management and implementation

  • Provide technical support to and technically oversee the implementation of program activities with partners.
  • Coordinate and facilitate the development, implementation, and monitoring of the project work plan, including budget and results framework.
  • Support and coordinate delivery of the day-to-day project activities to ensure prompt and adequate delivery of results.
  • Identify opportunities for capacity building of partners and coordinate and facilitate technical/ programming support and trainings to partners as needed.
  • Support monitoring of budget implementation and Programme activity expenditures and perform budget revisions when required and provide inputs to financial reports.
  • Ensure UN Women's strategic and technical support to government counterparts, non-state actors and UN agencies in the humanitarian context through direct involvement and provision of advanced technical assistance and advisory services
  • Support the development of knowledge products that serve for the prevention and response to GBV and SEA work of UN Women ECO and other humanitarian actors.
  • Aid in mapping (interagency) service providers for SEA, CBCMs and CFMs
  • Facilitate capacity buildings opportunities for implementing partners, WRO/WLO and stakeholders on GBV and SEA-related survivor support and services through risk assessments, service mapping, Community Based Complaint Mechanism (CBCM) establishment, community engagement and information campaigns.
  • Provide technical inputs for CBCM focal points and community members on the functionality and process of SEA and GBV referral and reporting.
  • Ensure UN Women’s meaningful participation in the various cluster and inter-cluster groups and enhance close collaborations
  • Work with implementing partners and responsible parties to ensure reports and assigned resources are used in accordance with quality and transparent standards
  • Lead the coordination for submission and verification of FACE forms and timely report submission to acquit for cash advances provided to implementing partners
  • Take a lead in developing ToRs for research and procurement of services in support of the humanitarian program
  • Any other duties as directed by UN Women management and Programme supervisor

Partnership building and coordination

  • Create and maintain partnerships with the relevant implementing partners, UN Agencies, government institutions, private sector, civil society etc.
  • Identify opportunities for capacity building of partners and facilitate technical/ programming support and trainings to partners, as needed
  • Actively participate in national and regional Protection Cluster, GBV/CP AoR, PSEA Network, and Gender Technical Working Group meetings
  • Ensure regular updates are shared within UN Women as well as with relevant government, UN, and NGO counterparts in Ethiopia
  • Provide substantive inputs to resource mobilization strategies; analyze and maintain information and databases
  • Prepare relevant documentation such as project summaries, conference papers, briefing notes, speeches, and donor profiles
  • Participate in donor meetings and public information events, as delegated.

Monitoring, Evaluation and Reporting

  • Provide technical inputs to the monitoring and reporting system as well as evaluation of the Programme/ project.
  • Monitor the implementation progress on Programme activity, results and indicators using results -based management tools
  • Coordinate, Review and monitor the submission of implementing partner and responsible parties financial and narrative report
  • Assist with project appraisal and evaluation according to results-based management requirements and core humanitarian standards
  • Conduct frequent field visits to supervise, coordinate and monitor field level activities of Programme
  • Monitor budget implementation and make budget re-alignments/ revisions, as necessary
  • In close collaboration with the country office Monitoring and Reporting focal person, maintain and update UN Women Corporate monitoring and evaluation and reporting platforms
  • Produce reports on monitoring missions, Programme results, outputs, and outcomes
  • Participate in all relevant Results Groups meetings as delegated by the immediate supervisor
  • Provide substantive inputs to the preparation of donor and UN Women reports
  • Support in the development of reports, proposals, case studies and other relevant documentation.

Advocacy, Knowledge, and communication

  • Develop background documents, briefs and presentations related to the thematic areas under her/his responsibilities
  • Provide substantive inputs to knowledge management strategies, activities, and products.
  • Coordinate and support the organization of advocacy activities and campaigns events, trainings, workshops, and knowledge products.
  • Identify sources and gather and compile data and information for the preparation of documents, guidelines, speeches, and position papers
  • Work with UN Women Communication team to ensure results, success stories and best practices from the Programme are captured and widely shared

Required Skills and Experience

Education

  • Master’s degree (or equivalent) in gender studies, Development Studies, Law, international development, human rights, or in other related fields

Experience

  • At least 7-8 years of relevant experience in gender and EVAWG in humanitarian related work, Programme development, project management, coordination, monitoring and evaluation, partners’ capacity building and donor reporting of field-based projects
  • Proven Experience in EVAWG programming in various emergency settings, international experience is an advantage
  • Proven experience on cross-cutting issues, including field experience on gender equality, women empowerment, and VAWG as well as women’s rights issues
  • Experience in developing SOPs, guidelines, tools for GBViE prevention, response, and protection interventions
  • Experience in developing and facilitating training courses on VAWG, PSEA or related subjects
  • Good understanding of the Humanitarian Situation of the country and international GBV/PSEA practices, tools, and guidelines.
  • Experience in coordinating and liaising with government agencies and/or donors, and participation in Protection Cluster, GBV/CP AoR, PSEA Network meetings is an asset
  • Experience in Grant management and monitoring
  • Experience in handling web-based monitoring and reporting platforms is an added advantage
