Iran is heavily affected by the problem of drug use, with one of the highest rates of opiate use in the world and a significant prevalence of Amphetamine -Type Stimulants (ATS) use. A household epidemiological survey in the country conducted in 2015 estimates the life-time prevalence of drug use among the women aged 15-64 years at about 1.5% and the Iranian Drug Control Headquarters (DCHQ) has estimated that women comprise about 10% of people who use drugs in the country.
Drug use and addiction ensue from bio-psycho-social factors and in a social, political, economic, and cultural context. For every person different risk and resiliency factors underly her/his drug use and its sequela drug use disorder which is a chronic, relapsing disorder characterized by compulsive drug seeking and enduring use in spite of harmful after-effects. It is considered both a complex brain disorder and a mental illness. Addiction is considered the most severe form in the spectrum of substance use disorders typically rooted in use of substances.
Usually, the context of lives of women are very different from men. Similarly, push and pull factors in drug use disorders among women could differ from men. The global literature shows extensive evidence of the differences between women and men regarding substance use. Studies show that women who start using drugs are more susceptible to develop an addiction. Women often encounter various personal, social, cultural, and structural barriers to entering treatment, such as a lack of treatment for pregnant women, low level of education, psychiatric disorders, history of trauma, stigma, discrimination, shame, poverty, childcare duties, low social support, lack of services in accordance with women’s needs, high treatment cost, and rigid treatment schedules.
Under the guidance and the support of the Centre of Treatment and Transplant Management of the Iranian Ministry of Health and Medical Education (MoHME), a drug use disorders treatment unit is to be established in the Obstetrics and Gynaecology Akbarabadi Hospital affiliated to the Iran University of Medical Sciences (IUMS). The unit is nominated by the national counterpart for testing a motivational enhancement model for women referring to this hospital especially pregnant women.

It is expected that the contracted consultant:

1. Develops jobs descriptions and a training plan for the unit staff for service provision based on existing guides and modalities and utilising gender-responsive motivational enhancement techniques

2. Coordinates and organises training, together with booster and troubleshooting sessions based on the developed training plan; the costs of which shall be borne separately by UNODC.

3. Convenes supervision and mentoring sessions to the trained staff for service provision

4. Develops a comprehensive report on conducted training, findings and practical results

Required Skills and Experience

Education

• Having Master degree in the fields of medicine, psychology, midwifery, social work, public health or other related fields .

Experience

• A minimum of 5 years of relevant professional experience in the field of health, psychology, social work.

• Proven experience of working with women who use drugs.

• Knowledge on reproductive health issues,

• Knowledge on drug use disorders

• Knowledge on HIV prevention among women

• Proven experience in planning and providing harm reduction, treatment or rehabilitation services to women who use drugs.

Languages

• Is in full command of spoken and written Farsi.

Desirable experience

• Close acquaintance with Iran University of Medical Sciences and/or Akbarabadi hospital is desirable .
