Background

UNDP India CO has a huge portfolio for Health System & Governance and the Country Office is currently supporting the Government on COVID response. There is high expectation from UNDP to procure goods and services to accelerate programme delivery.

Under the guidance and direct supervision of Operations Manager the Procurement Specialist will be  a team member of the CO Procurement Unit, responsible for effective delivery of procurement services in order to obtain the best value for money in an emergency Country Office. He/she analyzes and interprets the financial rules and regulations and provides solutions to a wide spectrum of complex issues related to procurement.

The Contract and Procurement Specialist works in close collaboration with the Management Support and Business Development, Operations, Programme and project teams in the CO, UNDP HQs staff and Government officials to successfully deliver procurement services.

Duties and Responsibilities

Scope of work

 Ensures elaboration and implementation of operational strategies focusing on achievement of the following results: 

  • Full compliance of procurement activities with UN/UNDP rules, regulations, policies and strategies; implementation of the effective internal control, proper design and functioning of a client-oriented procurement management system.
  • CO Procurement business processes mapping and elaboration/establishment of internal Standard Operating Procedures (SOPs) in Procurement, control of the workflows in the Procurement Unit.
  • Analysis of requirements and synthesis of proposals for cost saving and reduction strategies.
  • Synthesis of proposals and implementation of contract strategy in the CO including tendering processes and evaluation, contractor appraisal, managing the contract and contractor, legal considerations and payment conditions, risk assessment.
  • Implementation of the strategic procurement in the CO including sourcing strategy, supplier selection and evaluation, quality management, customer relationship management, e-procurement introduction and promotion, performance measurement.
  • Review and certification of submissions to the Regional Procurement Committee and Advisory Committee on Procurement (ACP).

  • Presentation to the review committee

Reporting Lines

  • The consultant will be reporting to the Operations Manager

 

Required Skills and Experience

Qualifications

  • Masters or bachelors Business Administration or related field

Experience

  • At least 10-15 years of experience in the field of Procurement for UN/ International Organisations
  • Experience of handling high value procurement cases
  • Experience on working in UN Projects is preferable

Payment Modality

Payments will be made on the successful completion of the below deliverables:

  1. Completion of 2 high value procurement cases by September 2021
  2.  Completion of 2 high vale procurement cases by December 2021

Evaluation Criteria

The award of the contract shall be made to the individual consultant whose offer has been evaluated and determined as Responsive to the requirement. Having received the highest score out of a pre-determined set of weighted technical and financial criteria specific to the solicitation.

Only candidates obtaining a minimum of 49 points (70% of the total technical points) would be considered for the Financial Evaluation;

•             Technical Criteria weight - 70%;

•             Financial Criteria weight – 30 %

 

 Technical Criteria (70% of the total evaluation)

  1. At least 10-15 years of experience in the field of Procurement for UN/ International Organisations -40 Marks
  2. Education qualification – 10 Marks
  3. Experience of handling high value procurement cases . 20 Marks

 

Financial Criteria: (30% of the total evaluation) based on the total all-inclusive lump sum amount for the professional fee for tasks specified in this announcement

Financial Proposal:

Technically qualified consultants will be requested to submit their Lumpsum rate  rate i.e. consultants who score more than 70% i.e. 49 marks with respect to the above-mentioned evaluation criteria. Consultant should not specify their consultancy fee on their CV or with the submission. The CV will not be evaluated further in case the consultant submits the same.
