Background

United Nations Entity for Gender Equality and the Empowerment of Women (UN Women) supports UN Member States to achieve gender equality and works with governments and civil society to develop laws, policies, programs and services needed to ensure the effective application of international standards and their benefits for women and girls around the world. For a long time, UN Women has provided technical and financial support to gender mainstreaming of budgeting initiatives.

UN Women Country Office in Kazakhstan is actively involved in the initiative on gender-responsive budgeting integration in Kazakhstan, together with the Ministry of National Economy of the Republic of Kazakhstan (MNE RK). The result of such cooperation was the development of an Action Plan for the Implementation of Gender Budgeting in Kazakhstan for the period 2020–2025, which identified specific measures to improve planning and budgeting procedures taking into account gender factors. As a result of the agreement of the Ministry of National Economy with the National Commission for Women and Family and Demographic Policy, it was decided to integrate the activities of this Plan into the general Action plan for the implementation of the Concept of family and gender policy in the Republic of Kazakhstan until 2030 (the second stage).

The ongoing UN Women project in Kazakhstan, entitled “Assistance to achieve Sustainable Development Goals and enforce commitments on gender equality promotion in Kazakhstan”, is working to improve processes related to national planning and budgeting through gender mainstreaming in national policies, programs and strategies and to increase the capacity of national government, key ministries in gender mainstreaming in planning and budgeting system in the context of nationalization of Sustainable Development Goals (SDGs).

Within this initiative, it is planned to conduct online trainings for public officials and representatives of Parliament on gender responsive budgeting and analysis in national planning and budgeting system. Capacity building interventions implemented within the framework of the joint project is mainly focused on training of analytical skills and planning capabilities for the target group of civil servants who are duty bearers in public administration contributing to the strategic planning and budget system. This initiative also will support the Government of Kazakhstan and Parliament in clear prioritization, planning, budgeting and implementation of its strategic plans, programmes and policy documents with principles of gender equality and the empowerment of women. 

UN Women therefore seeks to obtain services of an individual consultant who can conduct high professional interactive trainings (in Russian) for civil servants and representatives of Parliament.

Duties and Responsibilities

The national consultant will be responsible for the following tasks:

1) Develop and submit a detailed work plan indicating the timing of each stage;

2) Conduct a desk review and consolidate capacity development / training materials developed in the area of ??ending violence against women and girls (VAWG);

3) Develop an online questionnaire and conduct an online survey in five Central Asian countries to identify the needs of civil society organizations, government agencies, local authorities and other actors in the field of women's rights protection, promoting gender equality and empowering women in learning, and also provide a report on the results of the online survey;

4) Based on existing training modules, tools and materials, develop a standardized training module on gender equality, including the concepts of gender equality, gender mainstreaming and gender-sensitive monitoring tools, as well as the needs identified by the regional program "Ray of Light" to provide different target audiences ... It is expected that the training module will consist of a concept, a program, training materials, a set of exercises and an assessment tool such as a pre / post training test;

5) Organize the announcement and registration process for both government and non-government partners, ensuring coverage of grass-roots CSOs with fewer resources and representing the interests of vulnerable groups;

6) Conduct up to five online gender trainings for target audiences, including CSOs, municipalities, youth groups, and report on the results of the trainings. Trainings must be organized online in Russian. Recordings of the trainings are uploaded to the platform provided by the Ray of Light initiative for further dissemination and training;

7) Submit the final report with supporting documents as attachments. The report should include the results of the needs assessment, the results of the training assessment, the training concept, agenda, methodology, methodological documents / training tools, a list of participants (disaggregated by gender and individually for each country).

Required Skills and Experience

The consultant selection process will be carried out according to the following criteria:

Education:

- A master's degree or equivalent is required in social sciences, human rights, gender / women's studies, international development, or a related field.

Experience:

- At least three years of professional experience in promoting gender equality and women's empowerment and eliminating sexual and gender-based violence / CSO capacity development, gender equality / women's empowerment and gender mainstreaming in policies (support material or website link where the document is posted to get acquainted with the experience of the candidate);

- At least two years of experience in preparation and / or support in capacity development or training targeted at women's organizations, human rights CSOs or government agencies on gender issues (supporting materials or link to the website where the document is posted to familiarize with the candidate's experience);

- Experience in working with women's organizations is an advantage;

- Experience in working with UN agencies and other international organizations, as well as with government agencies to promote gender equality is an advantage; - Previous work experience in Central Asia and Afghanistan (preferably).

Languages: - Excellent writing and speaking skills in Russian. Knowledge of English is an advantage.

 EVALUATION PROCESS

Applicants must meet the above minimum qualification requirements which will be included in the technical evaluation process in the future. The next stage of the assessment process will be maintained by cumulative analysis methodology of technical proposal (70%) and the financial proposal (30%) of the candidate.

APPLICATION PROCESS

 

Only candidates, who will accumulate at least 245 points of the maximum 350 points during the technical evaluation process, will be qualified for financial proposal*.

All documents should be sent including:

  • Technical proposal describing how the expected assignment will be performed. The technical proposal should also include:

-- supporting materials or link to the site where the document is available to learn about the candidate’s experience in gender equality/women empowerment and gender mainstreaming into policies, legal regulations and programs;

-- a link to the resources developed by the candidate on gender analysis, budget planning and conducting research in the GRB, RBM and other gender related analysis, monitoring, evaluation

  • Financial proposal, including total amount in USD needed for the fulfillment of all tasks within the framework of ToRs.

Only candidates who have passed the preliminary selection will be informed.
