  1. BACKGROUND

 

UN Women is the UN organization dedicated to gender equality and the empowerment of women.  A global champion for women and girls, UN Women was established to accelerate progress on meeting their needs worldwide. UN Women, among other issues, works for the elimination of discriminations against women and girls; empowerment of women and achievement of equality between women and men as partners and beneficiaries of development, human rights, humanitarian action and peace and security.

 

The UN Women Office in Myanmar focusses on Governance, Peace and Security with a significant component of its work on the current peace process and on post conflict governance reform. This includes research, policy advocacy and capacity building on a spectrum of issues from a gender equality and women’s rights perspective, such as: the international human rights architecture on women, peace and security; the national architecture and process on the same; mediation, ceasefire monitoring; federalism; a women’s agenda for peace; inclusion of women and their priorities in all aspects of the peace process; governance, security and justice sector reform.

Duties and Responsibilities

II. SCOPE OF WORK AND SPECIFIC TASKS

The consultant will work under direct supervision of Programme Specialist, UN Women Myanmar to ensure following tasks and deliverables are submitted:

  • Simultaneous/ Consecutive Interpretation from English into Myanmar vice versa (costed per half day)
  • Simultaneous/ Consecutive Interpretation from English into Myanmar vice versa (costed per full day)
  • Translation of documents from English into Myanmar vice versa (costed per number of words)
  • Proof-reading of documents from English into Myanmar vice versa (costed per number of words)
  • Consecutive/Simultaneous Interpretation including translation in chat box from English into Myanmar vice versa for Virtual/ face to face or online (Zoom) Workshops/ Meetings (costed per hour)

III. DURATION OF ASSIGNMENT AND DUTY STATION

The time required for the consultancy is estimated at 50 working days for interpretation service, 140,000 words for translation and 50,000 for proof-reading, and 90 hours for interpretation/translation online meetings within the period indicated. The consultant will be engaged under a retainer contract, which facilitates direct engagement of the consultant depending on need and availability within the contract period for a pre-agreed fee.

Required Skills and Experience

IV. THE QUALIFICATIONS EXPECTED ARE AS FOLLOWS:

  • Bachelor’s degree in social science, gender studies, development or any related fields is required. Master’s degree is preferred.
  • At least 4 years’ professional experience in English-Myanmar-English interpretation and or/translation services for UN agencies or other development organizations is preferable.
  • Familiarity with Programme management/Results Based Management, CEDAW, Gender and Development, Women, Peace and Security, Migration terminology is required.
  • Fluency in both English and Myanmar language is required.

V. SCHEDULE OF PAYMENTS

Payment in full upon satisfactory services and deliverables in accordance with specified requirements. Any mission travels will be covered by UN Women.

Financial proposal

The financial proposal shall specify professional fee for:

  • Simultaneous/ Consecutive Interpretation from English into Myanmar vice versa (costed per half day/10 days)
  • Simultaneous/ Consecutive Interpretation from English into Myanmar vice versa (costed per full day/40 days)
  • Translation of documents from English into Myanmar vice versa (costed per number of words/140,000)
  • Proof-reading of documents from English into Myanmar vice versa (costed per number of words/50,000)
  • Consecutive/Simultaneous Interpretation including translation in chat box from English into Myanmar vice versa for Virtual/ face to face or online (Zoom) Workshops/ Meetings (costed per hour/90 hours)

The financial proposal will be in Myanmar Kyats ONLY. The proposal shall also specify availability during the contracting period and any charges related to other expenses, i.e. logistic, travel and communications expenses.

IX. Evaluation

Applications will be evaluated based on the Cumulative analysis.

  • Technical Qualification (100 points) weight: 70%
  • Financial Proposal (100 points) weight: 30%

A two-stage procedure is utilised in evaluating the proposals, with evaluation of the technical proposal being completed prior to any financial proposal being compared. Only the financial proposals of the candidates who passed the minimum technical score of 70% of the obtainable score of 100 points in the technical qualification evaluation will be evaluated.
