Background

UN Women, grounded in the vision of equality enshrined in the Charter of the United Nations, works for the elimination of discrimination against women and girls; the empowerment of women; and the achievement of equality between women and men as partners and beneficiaries of development, human rights, humanitarian action and peace and security.

UN Women assists UN member states in setting international norms and standards for achieving gender equality and works with governments and civil society to develop laws, policies, programs, and services needed to implement these standards.

The Generation Equality Forum is a civil society-centered, global gathering for gender equality, convened by UN Women and co-hosted by the governments of Mexico and France. This global gathering, started in Mexico City in March 2021 and to be continued in Paris in June 2021), has
two objectives: firstly, it will bring actors together, especially young people, to chart forward a fresh and bold agenda to foster intergenerational, intersectional and multi-stakeholder movement for gender equality. Secondly, it will launch the Action Coalitions (AC): set of innovative multistakeholder programmes to achieve tangible results on gender equality across six key thematic areas, to support the UN Decade of Action (2020-2030) and accelerate results towards delivery of the Sustainable Development Goals.

The Generation Equality AC are mobilizing governments, women’s, feminist and youth-led organizations, international organizations, and the private sector to: catalyze collective action; spark global and local conversations among generations; drive increased public and private investment; and deliver concrete progress on gender equality across generations for girls and women. The Action Coalitions will deliver concrete and transformative change for women and girls around the world in the coming five years 2021-2025

Six specific themes are being addressed by the AC: i) Gender Based Violence; ii) Economic Justice and Rights; iii) Bodily autonomy and sexual and reproductive health and rights (SRHR); iv) Feminist action for climate justice; v) Technology and innovation for Gender Equality; vi) Feminist
movements and leadership.

Each Action Coalition is led by a group of partners or leaders who have been working together to co-design Blueprints for action. Each blueprint articulates an ambitious agenda that will accelerate progress towards gender equality in this UN Decade of Action. Additional stakeholders are joining the AC as Commitment Makers.

Each of the action coalitions address issues that are among the most intractable barriers to equality—from violence to climate change, and economic systems that leave women and girls behind. They also identify actions that, if implemented and fully funded, can lead to lasting and
transformative change and help to ensure that women, girls and gender diverse people everywhere can fully enjoy their human rights.
The Forum in Mexico City, 29-31 March, established a path towards a lasting legacy of equality as the Forum now embarks on the path to Paris, where the culminating event will take place from 30 June to 2 July. Efforts in Paris will advance and solidify commitments towards creating genderequal societies as the world begins to recover from the Covid-19 pandemic.

Action Coalitions leaders and Commitment Makers are expected to make bold commitments to realize the transformative vision of the AC. A platform has been opened for interested stakeholders to submit their intention to join this effort. A Catalogue of Commitments will be released during the Mexico Forum to support stakeholders in designing strong commitments, ideally in partnership with others. Commitments showcased at the Paris Forum, 30 June – 02 July 2021
 

Duties and Responsibilities

Under the supervision of Action Coalitions National Coordinator, the AC Coordination Specialist (hereinafter – Coordination Specialist) will provide an overall coordination and documentation support and ensure delivery of results according to the work plan across all workstreams. In addition, Coordination Specialist will coordinate the participation of the AC working group and other stakeholders and ensure their engagement.

The Coordination Specialist will provide expert support to the design and implementation of the Work Plans, which will be developed in the framework of these two Action Coalitions.

Coordination Specialist will work closely with National Coordinator and UN Women Country Office Kazakhstan, Ministry of Foreign Affairs of the Republic of Kazakhstan, the National Commission for Women and Family Affairs and Demographic Policy under the President of Kazakhstan
(National Commission) and other relevant national and international partners to ensure coordination and collaboration in delivery of results across all workstreams.

Duties and Responsibilities
The Coordination Specialist will be responsible for the following tasks: 

1) Support on conducting existing best practices in the area of gender-based violence and economic justice and rights for women and consultations with involved partners for joint development and implementation of the Strategy and Work Plan on joint work on AC
on Gender-Based Violence and Economic Justice and Rights.

2) Provide coordination and documentation support to National Consultant in negotiating and networking with partners the vision, strategy and comprehensive Work Plan with timeframe and budget on county’s work in the framework of the AC on Gender-Based Violence and Economic Justice and Rights in close consultations with the National Commission, the Ministry of Foreign Affairs, national government and civil society
partners.

3) Manage the development, maintenance and sharing of relevant information on implementation of the work plan of AC in Kazakhstan to involved partners, the AC leaders, the Generation Equality Forum Secretariat and other on regular basis;

4) Coordinate and facilitate the engagement of national partners in global AC activities, working groups. Draft relevant materials, briefs, minutes, reports and follow up actions and disseminate information about events,;

5) Provide coordination and documentation support to establishment and functioning of the Interagency Governmental Working Group, which is planned to be established with support of the Ministry of Foreign Affairs and the National Commission, including civil society, media, academia and international organizations (coordination and collection of inputs to ACs documents, liaison with relevant stakeholders, organization of meetings, drafting relevant materials, minutes, reports and follow up actions, etc.)

6) Strategic Communications:
A. Provide advice and oversee the design of communications strategy to raise public awareness and promote Kazakhstan’s work in the framework of these two AC, using inter alia, traditional and social media; monitor design and maintenance of digital platforms;
B. Provide inputs for speeches, talking points and other relevant documents for various ACs related events, including for Generation Equality Forum in Paris and for launching in Paris AC event.
C. Provide coordination and documentation support for translation and dissemination of relevant documents

7) Provide other support to the National Coordinator, including administrative, logistical support and other.
The Coordination Specialist is expected to work from home during the pandemic, but to be located in Nur Sultan, because AC National Coordinator is located in Nur-Sultan. All deliverables should be submitted and approved by the UN Women Country Office in Kazakhstan.

Required Skills and Experience

The selection process of Coordination Specialist will be by following criteria:
Education: 
- Advanced degree in Social and Political Science, International Law, International Affairs, Research methods, Gender studies, Development studies, Public Policy and Administration, and other related fields.
Experience:
- At least 3 years of relevant experience at the national or/and international levels, including in roles that pertain to coordination of interagency and multilateral cooperation, as well as conferences, online, offline events organization and team leading. 
- Experience in gender equality and women’s empowerment, at least on two of the thematic areas (Gender-Based Violence and Economic Justice and Rights) pertinent to the AC, is an asset;

- Experience with UN agencies and other international organizations, as well as with government agencies for promoting gender equality and women’s empowerment is an asset;
- At least 3 years of previous experience in organizing multi-stakeholder high level initiatives or partnership development.
- At least 3 years of experience of supporting the coordination and liaising work with state officials from the government, managing multi-stakeholders’ meetings.
Languages:
- Excellent writing and speaking skills in Russian and English. Kazakh is an asset.

Evaluation process:

Applicants must meet the above minimum qualification requirements which will be included in the technical evaluation process in the future. The next stage of the assessment process will be maintained by cumulative analysis methodology of technical proposal (70%) and the financial
