Background
A. Project Title: Development for Renewable Energy Applications Mainstreaming and Market Sustainability (DREAMS)
B. Project Description
The DREAMS project aims to lower GHG emissions from the power sector to promote and facilitate the commercialization of renewable energy (RE) markets by removing barriers to enhance investments in RE-based power generation projects. This target will result in direct emissions reductions of 205,181 tons of CO2eq. Twenty thousand (20,000) sitio-based homes will have access to renewable energy sources.
The DREAMS contain four components that will increase RE investments and a more significant proportion of RE in the energy mix. The following are the components:

The Department of Energy (DOE) implements the project and is ultimately responsible for the project's success. The GEF contributes to the project's funding, and the UNDP serves as the GEF Executing Agency. The Renewable Energy Management Bureau is in charge of carrying out all aspects of the project (REMB).
A Project Support Group (PSG) of technical staff/specialists from other DOE Bureaus and divisions has been formed to provide technical advice in implementing the activities, including monitoring and evaluation. A Project Steering Committee has been created to act as a policy and decision-making body for project implementation.
A Project Management Unit can be found on-site in the DOE Compound. As well as serving as REMB Director, PMU is led by a National Project Director (NPD). The DREAMS Project Management Office is run by a Project Manager and a team of support personnel. The DOE's PMO is in Taguig, Metro Manila, inside the DOE's office.
Duties and Responsibilities
C. Scope of Work of the Required Services
The Renewable Energy (RE) Expert will assist project proponents in preparing project proposals to be submitted to potential funders and investors. Depending on the source or local partner, these investors could be Local Government Units, Banks, Electric Cooperatives, other government agencies, or the DREAMS Project. The service is aligned with Outcome 2 and Outcome 4.
D. Expected Outputs and Deliverables
In general, the RE Technical Expert is expected to conduct and complete the following tasks:
1. Technical assistance to Proponents in developing and submitting complete proposals for the installation, procurement, and other specialized services required for the proposed RE Facility.
2. Coordination with other local organizations involved in the installation of the RE facility and potential investors. Consultations and discussions with project proponents, the Local Government Units of Tapaz in Capiz and San Remigio in Antique and with the Iloilo Electric Cooperative III and Antique Electric Cooperative, and the DOE's REMB will provide input for the project proposals.
3. Collect secondary data from official sources and conduct site assessments in the municipalities of Tapaz in Capiz, San Remigio in Antique, Carles in Iloilo, and the 3 micro-hydro facilities in Antique Province.
4. Participate in the bid review as required and approved by the Procurement Unit, and prepare the Inception Plan by winning bidders.

E. Institutional Arrangement
The DREAMS Project Manager will oversee the IC's activities under the supervision of the National Project Director (NPD). When reviewing specific RE Project Proposals, the IC will work with the PMU Focal staff assigned to the proposal.
F. Duration of the Work
The contract period is from 22 November 2021 to 30 May 2022. A total of 150 person-days will be needed to deliver the output.
The DREAMS PMU will have a maximum of seven (7) calendar days to review and respond to a document/output submitted by the Contractor. A maximum of two (2) drafts will be allowed in the process of finalizing the outcomes.
G. Duty Station
The IC's duty station is on Panay Island. Heavy fieldwork for site inspections and stakeholder consultations is expected.
As needed, the IC may be required to report weekly to the DREAMS Project Management Unit's office via teleconference during the workweek. Each of the deliverables will necessitate at least twelve (12) workdays of fieldwork in the identified sites.
The project will not provide any work processing tools, communication equipment, or other tools needed for the conduct of this contract

H. Qualifications of the Successful Individual Contractor
To evaluate the CV and technical qualification, the selection of the successful consultant will be based on the following qualifications. Only those who will obtain a minimum of 49 out of 70 obtainable points will be shortlisted and qualified for the financial evaluation.

I. Scope of Price Proposal and Schedule of Payments
The proposed contract price is based on an all-inclusive lump-sum payment for the actual professional services (indicate daily fee X number of working days), communications, supplies, and so on. Payment will be made in installments based on UNDP's acceptance of the milestones/outputs listed below.
The contract price is fixed regardless of cost component changes.

J. Recommended Presentation of Offer
The following documents are requested:
- Duly accomplished Letter of Confirmation of Interest and Availability using the template provided by UNDP;
- Personal CV or P11, indicating all experience from similar projects, as well as the contact details (email and telephone number) of the Candidate and at least three (3) professional references;
- Brief description of why the individual considers themselves as the most suitable for the assignment.
- Financial proposal that indicates the all-inclusive fixed total contract price, supported by a breakdown of costs, as per template provided. Suppose an organization/company/institution employs an Offeror, and he/she expects his/her employer to charge a management fee in the process of releasing him/her to UNDP under Reimbursable Loan Agreement (RLA). In that case, the Offeror must indicate at this point and ensure that all such costs are duly incorporated in the financial proposal submitted to UNDP.
K. Criteria for Selection of the Best Offer
The combination scoring method will be used to pick the best offer for this position, with the technical qualifications weighted 70% or 70 points and combined with the price offer weighted 30%.or 30 points
