The consultancy will take place within the third phase of the Integrated Local Development Project (ILDP), a joint project of the Government of Switzerland and UNDP. For nearly 10 years, the Project has been working in Bosnia and Herzegovina (BiH) to systematize strategic planning and development management at sub-national levels in the country. Since its launch in 2008, the ILDP has been progressively growing, both in terms of scope of work, as well as conceptual approaches applied to advance strategic planning in the BiH.

As part of its activities at the local level, the ILDP supports development and implementation of roaming dogs’ management plans in a number of local communities in BiH which have been faced with the problem of oversized roaming dogs’ population in the past 10 years. 

Oversized roaming dogs’ population has an impact on human security in many terms, such as zoonosis, bites and traffic accidents and thus this issue requires a systemic approach. The issue with high numbers of roaming dogs particularly escalated upon adoption of BIH Law on Protection and Animal Welfare in February 2009. The Law prevents unselected catching and euthanasia of roaming cats and dogs, placing responsibility for establishment and running the shelters and hygienic services to local communities. Unfortunately, just a small number of local communities have established the above-mentioned shelters for abandoned animals and latest reviews conducted by the BIH Veterinary Office indicate that there is a need for improvement of shelters’ functioning.

The BIH Veterinary Office is responsible for monitoring the work of shelters and issuing certificates for commercial transport of dogs to EU counties. This requires ensuring that animals are properly and on time vaccinated against rabies, healthy and well socialized so that they can be safely adopted in EU countries. Transfer and adoption abroad, together with other measures in BIH local communities such as promotion of responsible ownership, promotion of local adoption of roaming dogs and free sterilization should result in reduction in the number of dogs in the streets and consequently reduce risk for human health and property and improved animal welfare.

Considering the above, this ToR aim at assessing relevant regulations and conditions in the BiH shelters, which should then result in in recommendation for improvement that need to be undertaken. Such assessment, followed by development and delivery of training for shelters staff, will enable the staff to better use available but limited resources and manage shelter in line with international standards and protocols.

Duties and Responsibilities

The Consultant is expected to support the BIH Veterinary Office in improving the level of animal welfare in the shelters for abandoned dogs in the country and increasing the number of adopted dogs from these shelters. Specific tasks include:

Task 1 – Prepare a report on conditions in BIH shelters and recommendations for improvement

• Review of regular field reports conducted by the BIH Veterinary Office, as well as existing regulations related to animal welfare and establishment of animal shelters in BIH.
• In cooperation with the BIH Veterinary Office, establish criteria for assessing conditions in at least two (2) shelters for abandoned dogs that got permission for commercial transport of animals from BIH to EU countries. These criteria should help the Consultant to assess training needs, human capacities, operational and technical shortcomings in the shelter.
• Conduct the assessment and prepare a draft report containing findings and recommendations for improvement in terms of all above mentioned areas and training needs in particular. In terms of trainings needs, the report needs to define training areas, target groups, duration of training and number of trainings.
• Submit final report to the BIH Veterinary Office and the ILDP.

The number of days allocated for this Task will not exceed six (6) days.

Task 2 – Develop a training module aimed at improvement of knowledge and skills of the shelter staff in BIH.

• Based on findings and recommendations from the above-mentioned report, and in consultations with BIH Veterinary Office and ILDP, prepare draft training module covering two most urgent priority areas. The draft module should identify target groups and include trainer’s notes, agenda, training material (exercise, video clips, promo material, entry/exit test of knowledge and other relevant material).
• Prepare and submit final training module to the BIH Veterinary Office of BiH and ILDP.

The number of days allocated for this Task will not exceed five (5).

Task 3 – Delivery of pilot  training

• Conduct one pilot training for up to 25 participants.
• Submit report upon completion of the training containing: the scope and purpose of the training, list of participants and an analysis of entry/exit test.
• Propose finetuning of the training module based on observed shortcomings and submit its final version to BIH Veterinary Office and ILDP.
• Selected consultant should be in regular contact with delegated Stater Veterinarian Office employee.

Depending on the situation with the COVID-19 pandemic in the country, training will be delivered either in the form of a webinar or will be organized in an on-site location (that will be later determined). The Consultant will be responsible for his/her travel arrangements, while the ILDP will be responsible for overall training logistics.

The number of days allocated for this Task will not exceed four days (4).

All planned activities for should be completed within maximum of 15 days in the period November to December 2021.

Required Skills and Experience

Academic Qualifications/Education:

• University degree in social science, preferable animal welfare area;

Experience:

• Minimum of 5 years of experience in the field of animal/human interaction
• Proven record on experience in overseeing/assessing animal shelter management
• Proven record on experience in conducting training on human/animal interaction
• Experience in conducting training for animal shelter staff
• Proven record on developing training material on human/animal interaction and training material for animal shelter staff

Languages Requirements:

• Fluency in English language. Fluency in languages of peoples of BiH will be an asset.

When using this weighted scoring method, the award of the contract should be made to the candidate whose offer has been evaluated and determined as:
a) responsive/compliant/acceptable, and
b) Having received the highest score out of a pre-determined set of weighted technical and financial criteria specific to the solicitation.
