Background

Within the framework of the Project ‘Procurement Support Services to the Ministry of Health of Ukraine’ UNDP provides support to the MoH with the cost-efficient, transparent and timely procurement of medicines. The medicines that UNDP procures cover disease areas like tuberculosis, hepatitis, haemophilia and orphan diseases. UNDP supports the MoH with their structural and human resource capacity for supply, planning, forecasting, and monitoring and evaluation for transparent and cost-effective procurement and the progressive handover of health procurement activities to the national institutions. UNDP is instrumental in furthering the reform of the national procurement quality assurance system and capacity development processes.

One component of the Project Procurement Support Services to the Ministry of Health of Ukraine focuses on strengthening public procurement in Ukraine's healthcare system, in order to ensure all citizens’ access to essential medicines and other medical products in the country.

Electronic system for monitoring the availability of medical supplies at medical institutions "E-Liky" was launched in 2016 by the civil society organizations. The web-platform became an innovative and efficient tool to ensure the rights of all citizens to quality medical care. Now people can receive timely information about what medicines are purchased with the budget and are available in specific hospitals in real time. As of today, almost 2000 medical institutions are providing information to the resource eliky.in.ua on medicines available in their stocks, and over 25 000 users are visiting resource monthly to track drug stocks in the hospitals of Ukraine.  

However, many Ukrainians still have limited access to online tools, while access  to information on the remaining stocks of the medicines in hospitals of Ukraine for all concerned citizens remains crucial. The well-known hotline for patients’ running by UNDP partners’ organization CF “Patients of Ukraine” is a solution which improve access of information on the remaining stocks of the medicines in hospitals of Ukraine for patients who have no access to eliky.in.ua or who face challenges while addressing eliky.in.ua.

In order to improve access to information on the remaining stocks of the medicines in the oblast for all concerned citizens who have no access to the eliky.in.ua platform, UNDP is seeking the services of the National consultant, who will  ensure maintenance and expansion of the Hotline for patients.

Duties and Responsibilities

MAIN OBJECTIVES OF THE ASSIGNMENT

The main purpose of this task is to ensure maintenance and expansion of the Hotline for patients in order to improve access to information on the remaining stocks of the medicines in the oblast for all concerned citizens who have no access to the eliky.in.ua platform.

DESCRIPTION OF RESPONSIBILITIES / SCOPE OF WORK

The Consultant will:

  1. Ensure smooth running of the Hotline for patients focusing on information on the remaining stocks of the medicines in the oblast healthcare facilities, which received medications procured at the state budget costs
  2. Provide citizens with technical assistance in terms of using eliky.in.ua platform as a tool to receive information on the remaining stocks of the medicines in the oblast healthcare facilities, which received medications procured at the state budget costs
  3. Document number of request and key challenges citizens are faced with on their way to receive free medicines at the healthcare facilities throughout the Ukraine in order to improve overall performance of the Hotline for patients

The progress reports must be presented in Ukrainian. Ownership, copyright and all other rights of any nature to any material created in accordance with the provisions of this TOR will be the sole responsibility of UNDP.

MONITORING/REPORTING REQUIREMENTS

Work-progress reporting/monitoring meetings will be held with the Consultant on a regular basis. UNDP will be the final authority to control the quality and evaluate the work. No reports or documents should be published or distributed to the third parties without prior approval of the UNDP.  The consultant will work under the overall supervision of the Programme Specialist. The consultant will interact with Project Associate and CO staff to receive any clarifications and guidance that may be needed. He/she will also receive all necessary informational and logistical support from UNDP Country Office and the Project. On a day-to-day basis, consultant’s work will be supervised by the Chief Technical Advisor.

The satisfactory completion of each of the deliverables shall be subject to endorsement of the chief Technical Advisor and Programme Specialist.

The Consultant will duly inform UNDP of any problems, issues or delays arising in the course of implementation of assignment and take necessary steps to address them.

All reports and results are to be submitted to the UNDP in electronic form (*.docx, *.xlsx, *.pptx, and *.pdf or other formats accepted by UNDP).

PROPOSED PAYMENT METHOD

Payments will be made in 6 tranches according to the following payment schedule:

  • upon satisfactory submission of progress report #1 – 33%
  • upon satisfactory submission of progress report #2 – 33%
  • upon satisfactory submission of progress report #3 – 33%

MANAGEMENT ARRANGEMENTS

The consultant shall be responsible for managing the process of the work implementation, its resources, logistics and expenditures related to the tasks in a timely and accurate manner. The consultant will be reporting to Health Programme Specialist with cross-functional reporting responsibilities to Chief Technical Advisor.

Required Skills and Experience

  • University degree in social science, psychology etc (bachelors degree - 10 pts, Masters degree - 15 pts)  
  • Experience  of work at the Hotline in the healthcare area (2 years - 15 pts, 3-4 years - 17 pts, 5 years and more - 21 pts)
  • Experience of communication with patients’ community in Ukraine and deep understanding of key concerns and challenges of this community (1-2 years of experience - 10 pts, 3 years and more - 15 ptS)
  • Experience of psychological counseling  (9 pts)
  • Proficiency in Ukrainian and / or Russian, working knowledge of English - 5 pts, proficiency in Ukrainian, Russian and English – 10  pts

 

Cumulative analysis

?The award of the contract must be made to the incumbent operator whose proposal has been evaluated and defined as:

a) sensitive / appropriate / acceptable, and

b) scored the highest cumulative score from a predetermined set of weighted technical and financial criteria specific to the request.

* Weight of technical criteria: 70%

* Weight of financial criteria: 30%

Only candidates who have scored at least 70% of the maximum available technical score (49 points) will be considered for financial evaluation.

The maximum number of points assigned to the financial offer is assigned to the offer with the lowest price and is equal to 30. All other price offers will be evaluated, and points will be assigned to them according to the following formula:

30 points [maximum number of points available for the financial part] x [lowest of all estimated offered prices among the respective offers] / [estimated price].

The proposal that received the total cumulative highest score after adding the points of the technical proposal and the financial proposal will be considered the most suitable proposal and will receive a contract.

Travel

In the event of an unforeseen trip, the payment of travel expenses, including tickets, accommodation and terminal expenses, must be agreed between the relevant business unit and the Consultant prior to the trip and will be reimbursed. As a general rule, UNDP should not accept travel expenses in excess of the cost of an economy class ticket. If an independent consultant wants to travel to a higher class, he must use his own resources.
