The UNDP Barbados and Eastern Caribbean Multi-Country Office (MCO) covers 10 countries and territories including Anguilla, Antigua and Barbuda, the British Virgin Islands, Barbados, the Commonwealth of Dominica, Grenada, Montserrat, Saint Kitts and Nevis, Saint Lucia and Saint Vincent and the Grenadines. Within the Eastern Caribbean, UNDP aims to create an enabling environment to support national governments’ capacities for inclusive and sustainable human development; to meet their regional commitments and internationally agreed goals including the Sustainable Development Goals (SDGs).

As part of UNDP Barbados MCO support to the Commonwealth of Dominica, a Project Office was established in 2017 to assist government with immediate response, recovery, and reconstruction post Hurricane Maria. This included strengthening national recovery frameworks, disaster preparedness, climate, and community resilience, as well as empowering women to take a more proactive role in emergencies. Since 2017, the Dominica Project Office has evolved and expanded its portfolio to include economic recovery and sustainable development initiatives.

The Kalinago People of the Commonwealth of Dominica

The Kalinago people of the Commonwealth of Dominica are the oldest remaining members of indigenous Caribbean civilisation. Due to climate change impacts, they now face an existential threat to their centuries-old society and sustainable way of life. The passage of Hurricane Maria in September 2017 is a recent case in point. It devasted the entire island, and in so doing generated further social and economic impact on an already vulnerable indigenous Kalinago population. The Kalinago must now adapt to the new reality of climate extremes.

The project ‘Strengthening Sustainable Livelihoods and Resilience in the Kalinago Territory (SSLR)’ is being implemented by UNDP in collaboration with the Ministry of the Environment, Rural Modernisation and Kalinago Upliftment, the Kalinago Council and other key ministries. The aim is to deliver an integrated package of support to meet the following objectives:

Output 1: Boost agricultural production and sustainable agricultural practices.

Output 2: Design and implement community reforestation programmes to augment livelihoods and protect critical water catchment areas.

Output 3: Develop a comprehensive Kalinago tourism strategy and brand that generates new income opportunities for the territory.

Output 4: Boost institutional capacities of the Kalinago Council for improved decision making and planning, standardising registration processes.

The purpose and objectives are aligned with SDG goal numbers 1, 2, 3, 5, 8, 10, 11, 12, 13, 15 and 17, respectively, as part of the overall sustainable development priorities of the Government of Dominica. The project is further embedded within Government priorities for the Kalinago Territory and complementing the strategic results of the participating ministries,

Output 4 above will specifically support the integration and participation of members of the Kalinago Council in international and regional seminars and forums on Indigenous Peoples, including the UN Permanent Forum of Indigenous Peoples. In addition, it will allow deploying experts and technical assistance to support the Kalinago Council with strengthening participative and gender inclusive decision-making processes, while providing advice on policy documents and planning instruments (such as the Kalinago Development Strategy). A final activity will be the digitisation and conservation of Kalinago Council archives, which is currently available through physical means given that some of these were lost during Hurricane Maria. This consultancy pertains to output 4, specifically the digitization and conservation of Kalinago Council archives.
