Background
UN Women, grounded in the vision of equality enshrined in the Charter of the United Nations, works for the elimination of discrimination against women and girls; the empowerment of women; and the achievement of equality between women and men as partners and beneficiaries of development, human rights, humanitarian action and peace and security.
To promote the leadership and participation of women in all levels of decision-making processes, UN Women works with a range of stakeholders including women leaders and aspiring leaders, candidates, the National Legislature, political parties, media, civil society organizations, and electoral management bodies, in coordination with UN partner Entities, through a wide range of interventions which include: i) support gender responsive legal reforms, and institutional processes to advance women’s participation and representation (including initiatives to address violence against women in politics); ii) build capacities of women leaders and aspiring candidates; iii) promote change of gender norms through advocacy and outreach initiatives targeting communities, political leaders and the media; iv) and support women leaders in gender responsive political institutions.
Liberia’s record of having the first elected female President in 2005 in Africa and electing the first female Vice-President in 2018 has given the country a special recognition on the continent. This follows the outstanding role Liberian women have played during the civil crisis, which ended in 2003. Although Liberia has ratified the Convention on the Elimination of All Forms of Discrimination Against Women (CEDAW) and its Optional Protocol; is a signatory to the Beijing Declaration and Platform for Action; has ratified the Protocol to the African Charter on Human and Peoples’ Rights on the Rights of Women in Africa (Maputo Protocol), and has its own National Action Plan on Women Peace and Security in accordance with UN Security Council Resolution 1325, the country ranks 162 out of 187 placements on the IPU Parline ranking of women in national parliaments. Women occupy just 9.7% (10) of the 103 seats in the Legislature and 21% (4) of the 19 ministerial posts that comprise the Cabinet. In local government, from general town chiefs to county superintendents, women account for under 6% of leadership positions. Women’s representation and participation is also low in peacebuilding architecture and other decision-making for a.
Reporting to the WPPL Programme Specialist, the Programme Analyst provides programme support to the effective management of UN Women programmes in the CO by contributing in the programme design, formulation, implementation and evaluation. The Programme Analyst supports the delivery of UN Women programmes by analyzing results achieved during implementation and supporting appropriate application of systems and procedures. The Programme Analyst works in close collaboration with the programme and operations team, UN Women HQ staff, Government officials, multi and bi-lateral donors and civil society ensuring successful UN Women programme implementation under portfolio
Duties and Responsibilities
Contribute technically to the development of programme strategies in the area of Women Political Participation
- Coordinate the project, “Promoting Inclusive Political Participation and Elimination of Violence Against Women in Politics,” and “Supporting Community Engagement on Women’s Political Participation”.
- Provide technical inputs to the design and formulation of programme/ project proposals and initiatives related to Women Political Participation
- Gather inputs and coordinate the preparation of periodic narrative progress reports and financial reports for the donors and
- Establish systems for project planning, implementation and monitoring, in collaboration with partners;
- Record and maintain documents on relevant project activities, issues, and risks.
Provide technical support to the implementation and management of the Women Political Participation programme
- Provide inputs to the annual workplan and budget as required;
- Coordinate and monitor the implementation of programme activities;
- Coordinate the call/request for proposals, including the organization of technical review committees, and capacity assessment of partners;
- Review and coordinate the submission of implementing partner financial and narrative reports;
Provide technical assistance and capacity development support to project/programme partners
- Coordinate and strengthen relationships with national partners to support implementation and expansion of the WPP/Portfolio, raise potential problems and suggest solutions
- Provide technical support to and technically oversee the implementation of programme activities with partners;
- Identify opportunities for capacity building of partners and coordinate and facilitate technical/ programming support and trainings to partners as needed.
Provide technical inputs to the monitoring and reporting of the programme/ project
- Monitor progress on programme activity, results and indicators;
- Monitor the implementation of activities and the expenditure of funds; conduct quarterly and ad hoc monitoring visits with the M&E Assistant;
- Monitor the implementation of proposals by responsible partners;
- Provide inputs to quarterly reports, donor reports and other reports on outputs, results outputs and outcomes.
Provide technical inputs to the management of people and finances of Women Political Participation programme
- Monitor budget implementation and programme activity expenditures and perform budget revisions when required;
- Coordinate development and preparation of financial resources for the including budgeting and budget revisions, and expenditure tracking and reporting;
- Monitor the allocation and disbursement of funds to participating partners
- Provide inputs to financial reports;
- Oversee the work of Programme Associates and Assistants as needed.
Contribute to building partnerships and resource mobilization strategies
- Provide inputs to resource mobilization strategies; analyze and maintain information and databases;
- Provide inputs to relevant documentation such as project summaries, conference papers, briefing notes, speeches, and donor profiles.
Provide technical inputs to inter-agency coordination on Women Political Participation to achieve coherence and alignment of UN Women programmes with other partners in the Liberia
- Provide technical support to the Programme Specialist on inter-agency coordination related activities by providing inputs to background reports and briefs.
Provide inputs to advocacy, knowledge building and communication efforts
- Provide technical inputs to background documents, briefs and presentations related to Women Political Participation.
- Coordinate and support the organization of advocacy activities and campaigns events, trainings, workshops and knowledge products;
- Provide inputs to the development of knowledge management products on Women Political Participation
