Background

The rapidly shifting political and security landscape in Afghanistan has produced significant impacts for both immediate and long-term development and peace in the country. Over 550,000 people have fled their homes due to the conflict between 1 January and 9 August 2021, bringing the total number of internally displaced persons (IDPs) to 3.5 million (9% of the total population). In addition, at least 30,000 people are estimated to be leaving the country each week. The country is experiencing fragility and faces challenges on multiple fronts including COVID-19, poverty, food insecurity, climate disruption, and impacts on the economy. These developments have both dramatically altered the landscape in which the United Nations operates, producing challenges to ongoing projects, operations as well as the ability to progress towards sustainable development goals articulated in Agenda 2030.

To better respond to the current crisis, UNDP has adopted a highly integrated yet decentralized approach to programming known as the ABADEI Community Resilience Programme for Afghanistan. This is a tailored approach for integrated socio-economic recovery and community resilience and aims to support the Humanitarian-Development-Peace nexus using UNDP’s six signature solutions. The programme will provide emergency support for community livelihoods and contribute to greater resilience to future shocks in the most cost effective and sustainable manner as possible. The ABADEI prorgamme will be implemented at the regional (sub-national) level. At the same time, in light of the developments on the ground, UNDP needs to restructure its existing projects. Thus, it is envisaged that some of the projects will be fully absorbed into the ABADEI programme; others will continue running in parallel contributing nevertheless to the ABADEI Integrated Results; while a third category of projects which can no longer function in current context will be closed.

As articulated in the UNDP Strategic Plan 2022-2025,[1] accelerating and scaling development impact, building resilience and human security includes preventive / early action and effective response to crisis. Within the UNDP Global Policy Network, the Crisis Bureau (CB) guides UNDP’s corporate crisis and fragility related strategies and vision for crisis prevention, response and recovery. The Bureau has the responsibility for support to prevention, crisis response, resilience, recovery and peacebuilding work under the auspices of UNDP’s Strategic Plan. At the country-level, UNDP works with international partners, the UN Country Team and national implementing partners to launch and deliver a comprehensive, risk-informed crisis response programme composed of interventions, inter alia, in the areas of socioeconomic resilience and recovery as well as maintenance of key health services.

The Position:

Under the direct supervision of the Trust Fund Manager, the National Consultant will provide support on the development of a branded website for the STFA, which will showcase the participants’ social media campaigns as well in the context of the ABADEI Strategy and perform strategic liaisons for implementation of the ABADEI strategy with other Participating United Nation Organizations (PUNO).

The incumbent is expected to display initiative, a positive approach, and strong client orientation. As such, s/he might be required to undertake other emerging tasks and additional duties as required by the direct supervisor or senior management.

DURATION AND DELIVERABLES

The assignment is expected to start on 15 January 2022 and be completed by 15 April 2022. The table below outlines the number of working days allocated to the consultant to carry out the assignment. The estimated number of days to be invested is also provided to fulfil required tasks for the development of deliverables as defined and listed in the table below. The number of days presented as ‘estimated number of working days to be invested’ is indicative. The IC may invest less/more than the estimated number of working days and finalize the respective deliverable. The payment for each deliverable will be made based on the actual number of days invested for that deliverable; however, the overall number of days to be invested for all deliverables cannot exceed 44 working days throughout the contract validity.   1. Technical support related with the needs of STFA website and graphic design

 

  • Design the STFA website, generate web pages, and coordinate responses to user comments.
  • Make necessary adjustments to the STFA website to ensure optimal functioning in accordance to the area of programic interest, design, and user experience as well as user-friendly back-end functionality.
  • Prepare and develop branding of STFA communications material including publications, newsletter, data collection formats etc.

  1. Network administration

 

  • Provide full administrative support in updating and managing the contents of the STFA public and SharePoint websites.
  • Maintain installation, configuration and support the maintenance of used softwares, security processes and procedures to ensure the webisite smooth functionality and security.
  • Upgrade the website with latest software to server the STFA and ABADEI programmes purpose and to avoid virus of various kinds.
  • Ensure that the web servers, hardware and software are functioning effectively.
  • Other tasks as requested by the Project Management Specialist and TFMU Manager.

Deliverable-1 (60%)

  • Developing and designing of the STFA website, generate web pages, and coordinate responses to user comments; ensure visual look of the website its functionalities provide a better/easy understanding of the Trust Fund and ABADEI programme.

 

  • Prepare and develop branding of STFA communications material including content upload, system maintenance, publications, newsletter, data collection formats etc. (in layout, texts, images, titles, headers, icons, colours, data visualization, audio and video).

 

  • Provide support and suggestions on the content management of website within the scope of the STFA and the joint UN programmes.

2.

  1. Knowledge building, sharing and management

 

  • Maintain an effective stakeholder engagement approach, using inputs from the Communication and Visibility Plan.

 

  • Based on need, support relevant Communication focal points from PUNOs to identify new opportunities or platforms to make use of existing data to support decision making, advocacy, and programme management.

 

  • Support STFA website management to ensure optimal functioning, design, and user experience as well as user-friendly back-end functionality.
  • Working closely with Communications Specialists and Focal Points as well as the Data Management Specialist promote knowledge management and knowledge sharing through the TFMU communications site (ensure easy access to STFA publications and resources).

 

  • Other tasks as requested by the Project Management Specialist and TFMU Manager.

Deliverable-2 (40%)

  • Provide ad hoc support to Communications Specialist and Data Management Specialist as well as the PUNOs in the STFA related to data visualization, dashboards, information management tools, optimal functioning or other types of web-based platforms, on request.
  • Monitor, analyze and synthesize significant amounts of information of relevance to joint programming on conflict sensitive programme implementation, including from open sources for populating into the STFA website.

Required Skills and Experience

Academic Qualifications:

  • Master’s or Bachelor’s degree in ICT, Information Systems, Computer Science, Web Design- backend and front end, or equivalent, or any other relevant field.

  • Experience:

  • With Master’s five years or Bachelor’s seven years of experience in database, system and web development and design.

  • Experience in developing a website using a modern static website generator such as WordPress, Jekyll, Hugo, GatsbyJS or equivalent.

  • Experience in managing a website for uploading and formatting of website content that is easy to navigate.

  • Promotes ethics and integrity and creates organizational precedents.

  • Proficient in use of programming/development languages such as HTML, CSS, HTML5, CMS and related web publishing tools and software.

  • Experience with developing multimedia materials and hands-on experience with InDesign, Illustrator, Flash and Photoshop.

  • Experience creating tools for data visualization, mapping, and interactive digital platforms for knowledge management.

  • Experience working with open-source CMS and database-driven websites and developing new site features.

  • Builds staff competence and creates an environment of creativity and innovation.

Language:

  • Fluency in written and spoken English, Dari and Pashto is a requirement.

Another requirement:

  • Must be a citizen of Afghanistan.

PRICE PROPOSAL AND SCHEDULE OF PAYMENTS

Shortlisted candidates (ONLY) will be requested to submit a Financial Proposal.  The consultant shall then submit a price proposal when requested by UNDP, in accordance with the below

  • Daily Fee – The National Consultant shall propose an all-inclusive daily fee for the contract period. The term "all-inclusive” implies that all costs (professional fees, communications, and transportation costs) that could be incurred by the consultant in completing the assignment are already factored into the daily fee submitted in the proposal.

  • The number of working days for which the daily fee shall be payable under the contract is 44 working days;

UNDP reserves the right to withhold all or a portion of payment if performance is unsatisfactory if work/outputs are incomplete, not delivered, or for failure to meet deadlines.

Evaluation Method and Criteria:

The National Consultant ICT/ Web developer will be evaluated based on the following methodology:

The award of the contract shall be made to the individual consultant whose offer has been evaluated and determined as:

  • Responsive/compliant/acceptable, and

  • Having received the highest score out of a pre-determined set of weighted technical and financial criteria specific to the solicitation.

* Technical Criteria weight 60%

* Financial Criteria weight 40%

Only candidates obtaining a minimum of 49 points (70% of the total technical points) would be considered for the Financial Evaluation.
