Background

Under direct supervision of the UN Designated Official for Security (DO) in Belarus, the Local Security Assistant assists the UN Designated Official for Security (DO) and the UN Security Management Team (SMT) in implementation of the UN Security Plan for Belarus and staff safety and security aspects of Contingency Plans and Business Continuity Plans.  He/she is coordinating closely with the UN Country Security Focal Point and with agency security focal points on all matters relating to safety and security on UN operations and management in Belarus.  The LSA works closely with the UN Department of Security and Safety’s (UNDSS) Regional Security Advisor (RSA) and Department of Operational Support and other UN departments to assist the DO in proper coordination between all functional security matters.

Duties and Responsibilities

Scope of Work

  1. UN Security Plan for Belarus;
  2. Minimum Operating Security Standards (MOSS) and Residential Security (MORSS);
  3. Reporting and liaison;
  4. Emergency Communication Systems (ECC);
  5. Office Security;
  6. Other Tasks and Training.

(1) UN Security Plan for Belarus

  • preparing, maintaining and updating the country-specific Security Plan, Contingency Plans and the UN Security Framework in accordance with the UN Policy Security Manual;
  • preparing a comprehensive Security Risks Assessment of the country to include all locations in the country where UN staff and dependents are present;
  • maintaining updated staff lists, including details of visiting missions and consultants;
  • establishing and managing separate warden systems for both international and national staff;
  • preparing meetings of the Security Management Team;
  • serving as a member and as the Secretary of the country-level SMT;
  • documenting the work of the Security management Team and Designated Official (keeping meeting minutes, decisions, documents, reports and other physical and electronic files in good order);
  • preparing travel and security advisories;
  • managing an external and internal security clearance system TRIPS;
  • coordinating emergency medical evacuation.

(2) Minimum Operating Security Standards (MOSS) and Residential Security (MORSS)

  • assisting the DO and SMT in developing and implementing MOSS;
  • ensuring all agencies are MOSS compliant;
  • conducting residential security surveys of UN international staff and recommending physical security measures to the staff member (on request provide this assistance to national staff);
  • preparing justification for residential security measures, as required;
  • advising staff on obtaining domestic drivers/servants/assistants.

(3) Reporting and liaison

  • Reporting immediately all security incidents to the DO and through DO to DSS and liaising with agency security focal points
  • Regularly updating the responsible UNDSS desk officer and the UNDSS Regional Security Adviser on security developments;
  • Establishing and maintaining contact with:

(a) national security agencies to obtain the best information and protection for UN staff, and operations;

(b) security officials of diplomatic missions and international organisations to share information pertaining to staff safety and security.

(4) Emergency Communications System (ECS)

  • ensuring that all security and communications equipment is functioning and in good repair;
  • establishing and maintaining communication links with DO, SMT, UNDSS Regional Security Adviser, other CSFPs in the region and “safe havens”.

(5) Office Security

  • assisting UN agencies in developing and implementing office security requirements;
  • assist establishing and implementing an access control mechanism (visitor/vehicle screening) for UN premises;
  • assist conducting office security surveys and recommending physical security measures to the DO and concerned agency head;
  • assisting in the selection/supervision of office guards;
  • ensuring that fire safety arrangements (fire extinguishers, smoke detectors etc.) are in UN premises;
  • preparing fire/building evacuation plans and coordinating (assisting) periodical drills.

(6) Other Tasks and Training:

  • coordinating 24-hour response to all security related incidents involving UN staff and eligible dependents;
  • In close cooperation with UNDSS, providing support in organizing and conducting training briefings and courses on security issues/awareness and preparedness and giving orientation to newly assigned staff members;
  • other security related tasks assigned by the DO.

Institutional Arrangement:

The Local Security Assistant performs under direct supervision of the DO in Belarus in coordination with SMT and Country Security Focal Point and is  administered by UNDP through UNDP NPSA contract modality.

Required Skills and Experience

  • Secondary Education; University Degree in Political Science, Military Studies, Security Management, Management or any other relevant field is desired but not a requirement;
  • 6 years (with secondary education) and 3 years (with Bachelor’s degree) of relevant experience in security, preferably in the military or police context or related field of work.
  • Prior experience with the UN system or an international NGO is desirable.
  • Knowledge of host country safety codes, solid computer skills (MS word, Excel, and PowerPoint, valid driver’s license, ability to travel,physically fit)
  • Fluency in English and Russian; Belarusian is an asset.
