Background
The Accelerating Digitization in the Justice System of Bangladesh is an innovative project to be implemented by UNDP. The project will be led by UNDP in close collaboration with Ministry of Law, Justice and Parliamentary Affairs, Supreme Court of Bangladesh, National Legal Aid Services Organizations. The project will provide technical and programme support in developing digital justice service system in the Higher and Lower Courts in Bangladesh. Through the scope of this project, innovation in justice and legal aid services will also be introduced to put in place towards facilitating effective, timely, low cost digitalized justice service more effectively mobilize required resources from public and private sources for attaining SDGs by 2030.
The project focuses on reducing the existing case backlog and delivering the low cost, easily accessible automated justice services during and beyond C19. The objective is fully aligned with the Government’s vision and development needs as well as forward-looking and future-oriented in supporting national recovery and development efforts. The major activities of this programme will create synergies between key justice sector duty bearers on strengthening access to justice for the justice seekers from left behind community.
Duties and Responsibilities
Scope of works: the scope of work would be focused on relevant legal research, work level coordination with the contractors, contractual service companies working on digitalized justice and legal aid services, data collection and analysis of the concerned justice and legal aid stakeholders, programme reporting, support to implement the advocacy and communication plans and provide technical input to organize Access to Justice Hackathon and activity based programme support concerning the ongoing justice sector reform initiatives including the planned actions of the Accelerating Digitalized Justice System in Bangladesh project.
Specific objectives:
- Conduct legal research, and qualitative reporting on digital justice reform initiatives and concerned justice initiatives of UNDP.
- Prepare a coordination plan and regularly report the progress of work with the contractors, contractual service companies working on digitalized justice and legal aid services.
- Provide support to develop advocacy tools and communication materials including success stories, fact sheets and developing content for mainstream and virtual media platforms on digital justice and legal aid services and for the overall justice-oriented initiatives;
- Develop case data management tool for the concerned justice and legal aid stakeholders and record the progress
- Provide programme management support to organize Access to Justice Hackathon
- Any other activities guided by the supervisor

Required Skills and Experience
Academic Qualifications:
Minimum Master’s Degree in Law or any other social science/Business administration or related field for the assignment.
Experiences:
- Minimum 2 year of working experience of reporting/research/documentation/and advocacy in the area of justice reform initiatives.
- At least two years of experience in working with key justice stakeholders including judges/lawyers/legal aid officials on justice reform initiatives and court practicing experience.
- At least one year of working experience in community and district level legal aid training and referral mechanism/justice and human rights advocacy for youth and women.
- Experience in working with UN agencies or other international development organizations/local NGO’s.
Duration of the Work and Duty Station:
The assignment is for a total of 80 working days from its commencement, between February 2022 and June 2022(Tentative). Workstation will be based at UNDP, Country Office in Dhaka, Bangladesh.
Supervision and Performnce Evaluation:
The Consultant will closely work with Justice and Rule of Law Team of UNDP. UNDP will assist to get relevant justice reform focused information from the concerned stakeholders. UNDP will also provide necessary logistic supports if required. The Consultant will report to the Programme Analyst of Democratic Governance cluster of UNDP Bangladesh.

The consultant should produce all deliverables by the dates. Human Rights and Justice Programme of UNDP will take 2-3 working days to review the draft document and share feedback with the consultant.
Duration of the Work and Duty Station: The assignment is for a total of 80 working days from its commencement, between February 2022 and June 2022.(Tentative). Workstation will be based at UNDP, Country Office in Dhaka, Bangladesh. Travel and DSA: No DSA will be paid at the duty station. If unforeseen travel outside the duty station not required by the Terms of Reference is requested by UNDP, and upon prior agreement/approval, such travel shall be UNDP’s expenses and the individual contractor shall receive a per-diem not to exceed United Nations daily subsistence allowance rate in such other location(s). Payment Milestone linked with deliverables:
Price Proposal and Schedule of Payments Consultant must send a financial proposal based on Lump Sum Amount. The total amount quoted shall be all-inclusive and include all costs components required to perform the deliverables identified in the TOR, including professional fee, travel costs, living allowance (if any work is to be done outside the IC´s duty station) and any other applicable cost to be incurred by the IC in completing the assignment. The contract price will be fixed output-based price regardless of extension of the herein specified duration. Payments will be done upon completion of the deliverables/outputs and as per below percentages- In general, UNDP shall not accept travel costs exceeding those of an economy class ticket. Should the IC wish to travel on a higher class he/she should do so using their own resources. Lodging, meals and transport cost for field visit related to this assignment will be paid by the project as per UN standard. In the event of unforeseeable travel not anticipated in this TOR, payment of travel costs including tickets, lodging and terminal expenses should be agreed upon, between the respective business unit and the Individual Consultant, prior to travel and will be reimbursed.
