Background

In last few decades, disaster risk management in Bangladesh has shifted from relief and rehabilitation to pro-active approaches (disaster risk reduction) with increasing disaster induced economic loss and damage. In order to address this problem through mainstreaming disaster and climate change related risk knowledge into national development planning process, the National Resilience Programme of Programming Division (NRP-PD) part with the support of UNDP developed an ex-ante Disaster Impact Assessment tool and framework (DIA) and Disaster Risk Information Platform (DRIP) for assisting government officials to identify long-term nature and impact of disaster and climate change related risks with potential measures for making sustainable projects.

 

 

DIA is a mainstreaming tool to screen Development Project Proposals (DPP) prepared by different Ministries or government departments for risks due to disaster and climate change. The tool will  enable to determine at the formulation level whether the proposed development initiatives can increase the intensity, frequency and extent of existing disaster risks or generate new risks, and the probable impact disasters on the sustainability of the project. The DIA tool and framework has been  developed to address the section 24.3 (Future disaster management, climate change) and Section 31 (Risk Analysis and Mitigation Measures) of the DPP which requires data and information about disaster events in project area, climate change impacts and potential mitigation measures. Importantly, the decision of developing DIA toll and framework was made in the 2015 meeting of National Disaster Management Council (NDMC), the apex body to provide policy guidance towards disaster risk reduction and emergency response management in Bangladesh, headed by the Prime Minister.  Subsequently, the revised Standing Order on Disasters (SOD) of 2019 incorporates DIA as an essential tool for disaster risk reduction and makes responsible Bangladesh Planning Commission to include DIA into development project proposal for gender responsive, disability inclusive and risk informed development.

 

DRIP is a specialized software application, aims to strengthen the institutional capacity of the Government of Bangladesh for assessing, understanding, and communicating disaster and climate related risks, with the goal of integrating disaster risk information into development planning & budgeting, policies, and programs. This platform/interface is designed to provide necessary disaster and climate risk data and information to conduct ex-ante Disaster Impact Assessment (DIA), ensuring disaster resilient development in the country. This platform provides data and information for disaster and climate risk and vulnerability assessment, and potential climate change adaptation options as well as disaster risk mitigation measures to address identified risks and vulnerabilities caused by the project and in project implementing areas. 

 

 DRIP will faciliate to carry out  the DIA during the development of DPPs (Development Project Proforma). Therefore, the isntitutionalisation of DRIP is closely linked with the acceptance of DIA within government policies, programmes and plans and linking DRIP with other digitalization initiatives of development planning. DIA is already integrated into feasibility study report template (section 4 & 5 of the report template), which is developed by Planning Division. DIA tool and Framework is also included in the draft Guideline for DPP Approval and Revision, which is under process of approval by the National Econmic Council. The platform is developed following a data ecosystem approach connecting with other digitalization initiatives, such as ADP Management System (AMS), Strengthening Digital Processing of Projects (SDPP). The aim of this assignment is to develop strategies to institutionalize DIA & DRIP into Annual Development Programme (ADP) Formulation and Implementation Process for promoting risk-informed development planning and thus, resilient public investment in Bangladesh.  The assignment will strongly be based on the review and increased understanding of the  DPP formulation process and systems, both in the Planning Commission and the sponsoring ministries to understand the gap in integration of disaster and climate change in DPP,

 

OBJECTIVE OF THE ASSIGNMENT:  

The key objective of this assignment is to develop strategies and piloting of mainstreaming DRR and CCA into ADP formulation and implementation process. Therefore, the national consultant will identify gaps and opportunities for integration of DRR and CCA into existing practices of DPP formulation and implementation process, and cost assessment of DRR & CCA for DIA actions. The consultant will develop strategic actions for intergrading DRR & CCA into AMS and piloting for ADP 2022-23. Moreover, the consultant will draft a guideline for developing a standard DPP in consideration of disaster and climate change using DIA and DRIP. The consultant will closely work with the AMS and DRIP development team of Programming Division  and have consultations with relevant  stakeholders s from relevant sector divisions in the Planning Commission and ministries and departments.  It is expected that this analysis would provide more realistic, ie ex ante,  assessment of disaster and climate finance through the national budget setting process.

 

SCOPE OF WORK

The scope of the consultancy is as follows:

 

  • Prepare and submission an inception report incorporating a draft methodology and time bound work plan for the assignment;
  • Analyze earlier initiatives for mainstreaming DRR and climate change issues in the national development planning process and identify critical gaps for institutionalizing disaster and climate change risk assessment and financing tools;
  • Review the DPP formulation systems and processes, both in the Planning Commission and the sector ministries to understand how  disaster and climate are being integrated, and the challenges in incorporating this knowledge in the project design and appraisal;
  • Analyze the trend of inclusion of DRR and CCA sensitive projects in last 5 ADPs;
  • Select DPPs from 03 sectors of ADP to review their existing cost assessment methods & practices for DRR and CCA;
  • Organize consultation with relevant ADP sectors, to share the findings of cost assessment for DIA actions, and propose a harmonized approach for economic assessment and costing  of DRR related actions;
  • Develop necessary strategic actions and piloting for integrating DRR & CCA related cost into AMS and piloting for the ADP 2022-23;  
  • Draft a guideline for preparing a standard DPP considering integration of disaster and climate change related risks to development planning and implementation process; and
  • Submission of all final reports incorporating feedbacks discussed in the draft report sharing workshop (Final text as a Word document, including table of contents, photo captions and credit information, appropriate in-text citation, and reference for the report).

SUPERVISION AND PERFORMANCE EVALUATION:

The consultant will work with close collaboration of Project Director of NRP-Programming Division Project Manager of NRP-PD will act as key contact person for carry out this assignment.

 

DOCUMENTS:

The consultant will prepare and submit the documents mentioned above at the assignment deadline. Revision or improvements of the documents may be required if it is considered that the report does not meet the UNDP and GoB standards, and any deviations from TOR, or any factual errors found or the document is incomplete.

 

INPUTS:

The NRP-Programming Division Part will provide office space for desk works if needed. The consultant needs to arrange own computer/laptop in performing works.

 

DUTY STATION  

The consultant’s duty station will be in Dhaka. The NRP- Programming Division Part will provide office space for desk works, if needed. The consultant should take all safety measures related to COVID-19 during the field visit or any other activity of the consultancy.

 

Note that no DSA and travel cost will be paid at the duty station. In general, UNDP should not accept travel costs exceeding those of an economy class ticket. Should the IC wish to travel to a higher class, he/she should do so using their own resources. However, if unforeseen travel outside the duty station not required by the Terms of Reference is requested by UNDP, and upon prior agreement/approval, such travel shall be UNDP’s expenses and the individual contractor shall receive a per-diem not to exceed United Nations daily subsistence allowance rate in such other location(s).

Required Skills and Experience

Academic qualification

  • Advanced University degree (Masters or equivalent and above) in any subject. Preference in Disaster and Climate Change, Spatial Planning, and Economics/ development studies will be given priorities.

Experience

  • Minimum 10 years of working experiences with the government of Bangladesh in Development Planning and Budgetary system
  • At least 05 years of experience on mainstreaming disasters and climate change into development planning related work.
  • At least 03 years working experience in the field of Project Formulation and Public Finance Management including Climate Finance.
  • Knowledge of National Budget Setting Process, including Annual Development Programme, Five Year Plans and Climate Budgeting
  • Good understanding of relevant public policies and the policy reform agenda in the area of disaster management and climate change by the government.

 

Lump sum contracts

The financial proposal shall specify daily fees and total fees and payment terms around specific and measurable (qualitative and quantitative) deliverables (i.e. whether payments fall in installments or upon completion of the entire contract). Payments are based upon output, i.e. upon delivery of the services specified in the TOR.

Financial Evaluation: (Total obtainable score – 30)

 

All technically qualified proposals will be scored out 30 based on the formula provided below. The maximum points (30) will be assigned to the lowest financial proposal. All other proposals receive points according to the following formula:
