Background

The Chapter 12 Commissions, namely, Zimbabwe Human Rights Commission, Zimbabwe Gender Commission, Zimbabwe Electoral Commission, Zimbabwe Media Commission and the National Peace and Reconciliation Commission execute various mandates which contribute to the realisation of the Constitution’s objectives and aspirations. Collectively, the Chapter 12 Institutions serve the common purpose of contributing towards a democratic Zimbabwean society by steering the country towards constitutionalism as a shared value. Further, the Commissions interact significantly with members of the public and are responsible for implementing and redressing various human rights concerns in pursuit of the Bill of Rights in the Constitution. Through their respective mandates, the Chapter 12 Commissions are critical to improving the quality of governance, encouraging transparency and accountability, fostering inclusion, advancing gender equality, strengthening justice and rule of law, and ultimately leading to national unity, peace and reconciliation. The Institutions are expected to be independent regulatory and oversight institutions.

The Country Office would like to engage a consultant to provide technical support to the “support to the Chapter 12 commissions” project to ensure technical coherence across all interventions; to work in close collaboration with established task teams across RUNOs providing strategic thinking, technical advice and innovative approaches to facilitate programme interventions and to provide strategic support to start up the project. Externally s/he works in close collaboration with Chapter 12 commissions at the technical level, multi and bi-lateral donors, Government and civil society ensuring successful programme startup and implementation.

Duties and Responsibilities

The Technical Consultant will be under the direct supervision of the UNDP Deputy Resident Representative with a day-to-day reporting line to the Head of Governance ad Peace Building Unit or designated UN implementing agency

  • Provide technical support in the form of programme development and advisory services in the broad areas of Human Rights, Women’s rights, Peacebuilding, Elections and Media towards project formulation, activities implementation and reporting;
  • Support  inter-agency coordination to achieve a coherent and aligned presence for the Support to the Chapter 12;
  • Technical support to the partners consultations, management and implementation of the Support to the Chapter 12 Commissions project phases;
  • Provide supervisory support to the reporting authorities on programme consultancy work;
  • Provide technical support to the implementation of Programme Quality Assurance Activities and Monitoring and Evaluation activities;
  • Support in building partnerships and support in the development of the resource mobilization strategies;
  • Support the communications and visibility planning and implementation in Chapter 12 implementation.

Specific deliverables:

  • First Coordination Report by end of March 2022;
  • Project Document inclusive of a Results and Resources Framework, Multi-year Workplan and Budget by April 2022;
  • Project TORs and Ideation concept notes for Start Up activities and 2nd Coordination Report by April 2022;
  • Donor Partner progress Reports (Donor Midterm Report) by May 2022;
  • Workshop Reports by May 2022;
  • Knowledge products (Advocacy plan, factsheets, communication plan) and 3rd Coordination Report by June 2022;
  • Project Quality Assurance Reports and 4th Coordination Report by August 2022.

Required Skills and Experience

Education:

  • Master’s degree or equivalent in social sciences, human rights, law, inclusive governance, gender/women's studies, international development, or a related field is required.
  • A project/programme management certification would be an added advantage.

Experience:

  • At least 5 years of progressively responsible development experience that combines programme coordination and strategic planning in the areas of human rights; law, inclusive governance, gender/women's studies, international development;
  • Experience in programme management; planning, implementation, monitoring, evaluation and reporting;
  • Experience of working internationally is an asset;
  • Work experience with at least one UN agency/organization;
  • Experience in multisectoral coordination including with government agencies and/or donors;
  • Experience in leading/managing a team;
  • Experience with donor funded projects is an asset.

Language:

  • Fluency in English is required;
  • Knowledge of at least one local language;
  • Knowledge of the other UN official working language is an asset.

Evaluation criteria:

The Consultant will be evaluated based on qualifications and the years of experience, as outlined in the qualifications/requirements section of the ToR.  In addition, the Consultant will also be evaluated on the following methodology:

Technical Criteria weight: 70%;

Financial Criteria weight: 30%;

The award of the contract shall be made to the Consultant whose offer has been evaluated and determined as: Responsive/compliant/acceptable; and having received the highest score out of a pre-determined set of weighted technical and financial criteria specific to the Terms of Reference.
