Background

The National Resilience Programme (NRP) is a unique Programme of the Government of Bangladesh being implemented with Technical Assistance of United Nations Development Programme (UNDP), UN Women and United Nations Office for Project Services (UNOPS). Funded by the Department for International Development (DfID) and the Swedish International Development Cooperation Agency (SIDA), the Programme with USD 12 million, will provide strategic support to sustain the resilience of human and economic development in Bangladesh through inclusive, gender-responsive disaster management and risk informed development. The purpose of the Programme will be to achieve substantial increase in resilience and reduction in disaster risk, loss of lives and livelihoods of men, women, girls and boys and better protection of the health of persons, businesses, and communities in Bangladesh.

 

The Programme consists of four sub-projects or parts. Each sub-project will be implemented by one implementing partner from the Government. These implementing partners are: (1) Department of Disaster Management (DDM) of the Ministry of Disaster Management and Relief, (2) Department of Women Affairs of the Ministry of Women and Children Affairs, (3) Programming Division of the Ministry of Planning, and (4) Local Government Engineering Department of the Ministry of Local Government, Rural Development and Co-operatives.

 

The NRP: DDM part will work towards improving community resilience by creating replicable, cost-effective models for local disaster risk reduction and risk management through social safety nets, Forecast-Based Financing and Earthquake Preparedness and institutionalizing the Flood Preparedness Programme (FPP) that have shown promise in earlier initiatives. The objectives of the Ministry of Disaster Management’s part of the National Resilience Programme (implemented through the Department of Disaster Management) are:

 

  1. To advocate for implementation of the Sendai framework and build necessary capacity to monitor that implementation;
  2. To strengthen disability-inclusive, gender-responsive national capacities to address recurrent and mega disasters (including training of key personnel);
  3. To strengthen disability-inclusive, gender-responsive community preparedness, response and recovery capacities for recurrent and mega disasters.

 

 

 

With regard to objective 1, The Sendai Declaration and the Sendai Framework for Disaster Risk Reduction 2015-2030 (SF) adopted by the 3rd United Nations World Conference on Disaster Risk Reduction 2015, were subsequently endorsed by Member States in the United Nations General Assembly. The SF provides the framework for all-of-society and all-of-State institutions engagement in preventing and reducing disaster risks posed by both natural and man-made hazards and related environmental, technological and biological hazards and risks.
 

 

National Resilience Program (NRP), with the guidance of the Ministry of Disaster Management and Relief (MoDMR), has been supporting in the establishment of SFDRR implementation monitoring and reporting system. The outputs include i) Parliamentary standing committee for MoDMR is sensitized ii) 22 GoB professionals from Ministries, Departments are trained iii) customized Sendai Indicators are drafted with definitions iv) provided data/information against the Target A, B, E, F & G. Required data and information has been uploaded in the Sendai Monitor as per established milestones. It requires now to prepare data set to report against the targets C and D. Besides for the fulfillment of core requirement of the UNDRR, Bangladesh has to conduct a Midterm Review of the Implementation of the Sendai Framework (MTR SF) with practical data and information. The MTR SF (2023) will provide the opportunity to examine lessons from the implementation of the SF framework to date, as well as risk reduction actions made in support of other relevant agreements, conventions and frameworks, and identify potential policy adjustments and new implementation modalities for the second half of the period of the Sendai Framework, that amplify and accelerate efforts to realise its outcome and goal, and those of the 2030 Agenda for Sustainable Development amongst other global agreements, frameworks and conventions.
 

 

Purpose of the Consultancy:

 

The National Resilience Programme (NRP) will continue supporting the Ministry of Disaster Management and Relief, in its role as the government lead ministry in implementing the Sendai framework through capacity building, implementation monitoring and progress reporting. Under this initiative, the consultant will help NRP in finalizing data set for Target C and D, data entry to Sendai monitor, technical capacity building of key GoB professionals.  The assignment also includes reviewing the progress to feed into UNDRR MTR SF requirements.

Duties and Responsibilities

The consultant is responsible to validate the motoring guidelines with customized indicator of Sendai Framework, review the implementation progress of SFDRR for mid-term and provide technical backstopping in reporting through developing capacity.

 

The National Consultant will carry out the following tasks:

  • Consult with Ministry of Disaster Management and Relief, Department of Disaster Management, NRP DDM Sub-project, UNDP, other three sub projects of NRP and other relevant actors (as identified) to determine scopes, method and principles;
  • Review and finalize the Sendai monitoring coordination structures and guideline with MoDMR for its operation
  • Conduct multi-stakeholder consultations to gather data and contents for MTR-SF
  • Technical backstopping to MoDMR to conduct inter-ministerial coordination meeting
  • Gather required data against targets, triangulate and ensure the entry on Sendai Monitor   
  • Develop the training module for different steps of monitoring and reporting and conduct training for with concerned officials of departments on the reporting system
  • Deliver presentation on the findings of the constancy and submission of final report.

 

Transfer of knowledge

Transfer of knowledge will be facilitated through:

  • Close consultation with the Department of Disaster Management (DDM), Ministry of Disaster Management and Relief (MoDMR), other ministries of NRP in assessment design and parameter setting, to ensure that the final product meet their needs;
  • Verification discussion and presentation of initial findings to key stakeholders;
  • Dissemination of assessment findings through Resilience Dialogue Network (National Platform for Disaster Risk Reduction – NPDRR) and it’s convention to a wide range of stakeholders;
  • Publication of report in English.

 

METHODOLOGY

The consultant is expected to come up with a detailed methodology for accomplishing the tasks, taking into consideration the nature of outputs and outcomes. The consultancy should involve literature review, group and individual consultations/interviews followed by module and capacity building. Appropriate consultation tools/questionnaires/schedules should be developed in consultation with NRP team before the commencement of the assignment. The consultant (s) will be responsible for reviewing literature, finalizing the methodology, developing data collection tools, engaging & imparting training to enumerators (if needed), gathering data, analyze them and drafting the report.

Institutional arrangements and other terms

The consultant will under the supervision of NRP DDM Project Manager, with guidance on DRM & Inclusion issues with the Disaster Preparedness Specialist, NRP Programme Coordination and Monitoring Team. NRP shall be the owner of all existing ‘Intellectual Property’ and any Intellectual Property embodied in materials, printed matters, deliveries or reports performed or created in relation to and for the purpose of this assignment. ‘Intellectual Property’ includes the items like patents, copyrights, design, models, trademarks, confidential information etc. whether or not registered.

Documents

The Consultant will prepare and submit the documents mentioned above in the assignment deadline dates.  Further work, or revision of the documents, may be required if is considered that the report does not meet the UNDP and the government’s standards, TOR, there are errors of fact or the document is incomplete or not of an acceptable standard.

 

Inputs

The NRP: DDM will provide office space for desk works and the consultant is expected to bring his/her own required computer and accessories.  S/he is also expected to spend 50% of his/her time of the assignment at NRP Office. NRP: DDM will facilitate meetings and access to key stakeholders.

 

 

Travel and lodging

The assignment may not require any field visit.  However, the field visit outside Dhaka will be determined by NPR project, if needed. In general, UNDP doesn’t accept travel costs exceeding those of an economy class ticket. Should the IC wish to travel on a higher class he/she should do so using his/her own resources. In the case of unforeseeable travel, payment of travel costs including tickets, lodging and terminal expenses should be agreed upon, between the respective business unit and Individual Consultant, prior to travel and will be reimbursed.

Travel and DSA

No DSA will be paid for IC in this assignment, the contract agreement is all inclusive. If unforeseen travel outside the duty station not required by the Terms of Reference is requested by UNDP, and upon prior agreement/approval the Consultant may plan for the visit. In such cases daily subsistence allowance will be given as per standard rate of UNDP.

Competencies

 

  • Ability to work independently with Government Officials, UN, INGOs/NGOs, academia and development partners;
  • Vast understanding and knowledge on Bangladesh’s disaster management context, plans, framework national plan – Five Year Plan and international drivers such as SFDRR, SDG, Paris Agreement, CEDAW etc. for disaster and climate risk management;
  • Sound knowledge on gender responsive and disability inclusive DRR and development issues; 
  • Understanding and experiences on the analysis of cost –benefit of disaster risk reduction;
  • Ability to meet deadlines and work under pressure;
  • Demonstrable analytical skills;
  • Integrity and modelling of UN corporate values;
  • Ability to engage with high ranking Government Officials and provide policy advisory support services;
  • Proficiency in operating computer, MS Packages and internet knowledge; Good English skills.

 

Required Skills and Experience

Academic qualifications:

 

Advanced university degree (Master's degree or equivalent) in social science, public administration, disaster risk reduction, risk management, environmental sciences, urban planning, economics, finance, or other relevant discipline is required. A first-level university degree combined with an additional two years of qualifying experience may be accepted in lieu of an advanced university degree.

 

Experience: 

 

  • At least 7 (seven) years of proven professional experience in the areas of disaster risk reduction, sustainable development, environmental management, climate change, public governance or financing, economic development or combination thereof is required.
  • Minimum 2 (two) years of experience in engaging governments / stakeholders and facilitating multi-stakeholder consultations (in-person and virtual) and relationship management is required.
  • Expertise in research / review and analysis, and the preparation and production of reports is required. Please share a list of publications/ reports etc.
  • Assignments/reports/publications or experience reflecting knowledge and understanding of institutional, reporting, and legislative frameworks for disaster risk management or related fields in Bangladesh is required.
    Language: - Fluency in written and spoken English is required.

 

FINANCIAL PROPOSAL

 

Lump sum contracts

 

The financial proposal shall specify a total lump sum amount, and payment terms around specific and measurable (qualitative and quantitative) deliverables (i.e. whether payments fall in installments or upon completion of the entire contract). Payments are based upon output, i.e. upon delivery of the services specified in the ToR. In order to assist the requesting unit in the comparison of financial proposals, the financial proposal will include a breakdown of this lump sum amount (including travel, per diems, and number of anticipated working days).

When using this weighted scoring method, the award of the contract should be made to the individual Consultant whose offer has been evaluated and determined as:

  1. responsive/compliant/acceptable, and
  2. Having received the highest score out of a pre-determined set of weighted technical and financial criteria specific to the solicitation.

Financial Evaluation: (Total obtainable score – 30)

All technically qualified proposals will be scored out 30 based on the formula provided below. The maximum points (30) will be assigned to the lowest financial proposal. All other proposals receive points according to the following formula:

e) Suppose an organization/company/institution employs an Offeror and he/she expects his/her employer to charge a management fee in the process of releasing him/her to UNDP under Reimbursable Loan Agreement (RLA). In this case, the Offeror must indicate this at this point and ensure that all such costs are duly incorporated into the financial proposal submitted to UNDP.
