Background

UNDP Bangladesh has been a key facilitator in Bangladesh’s remarkable development story since it first arrived in 1972. Since then, UNDP has assisted Bangladesh’s progression from a war zone, beset by environmental and political instability, to an ever more dynamic, youthful and resilient emerging economy with distinct promise. UNDP Bangladesh has been a valuable partner throughout this process, acting as an honest broker and a helpful catalyst in promoting transformational changes in the lives and livelihoods of the people of Bangladesh.

UNDP is helping Bangladesh to graduate from Least Developed Country (LDC) status by 2018, and to meet its Sustainable Development Goals by 2030. To help the people of Bangladesh reach these ambitious targets, UNDP Bangladesh has developed a comprehensive new country programme for the years 2017-2020. This programme is based on broad and inclusive consultations with community, government, civil society, and donor country representatives. In line with the United Nations Development Assistance Framework (UNDAF), UNDP Bangladesh will focus on three priorities:

  • Ensuring economic growth is inclusive and supports economic opportunities, particularly for women.
  • Improving social policies and programmes, with a focus on good governance and structural inequalities; and
  • Building resilience and improving environmental sustainability.

In support of these priorities, UNDP focuses on several crosscutting themes that inform work across a spectrum of individual projects. The position will primarily support the Country Office Directorate and assist the communications team in writing stories.

Duties and Responsibilities

  • Work closely with the Programme/projects of UNDP to assess project activities and updates, and produce written communication content on:
  1. Gender Equality
  2. Environment
  3. Poverty Alleviation
  4. Clean Energy
  5. Good Governance
  6. Crisis Prevention and Resilience
  • Designing and creating artworks on UNDP’s six signature solutions highlighting project works.
  • Support the communications team in media mobilization prior to any event.
  • Editing any writeups when required.
  • Developing content for 12 bi-weekly update focusing on project and programme activities for general dissemination.

Required Skills and Experience

Educational:

  • At least Bachelor’s degree in Arts/Social Science/Development Studies or any other relevant field.

Experience:

  • Minimum 2 (two) years of experience on creative writing and designing in the fields related to social development or fields relevant to development sector work
  • Minimum 2 (two) years of prior experience of working in or with International NGOs, UN Agencies or development sector organizations
  • Minimum 2 (two) National/International publications or features on human rights or social development topics
  • At least 2 (two) years of work experience in Illustration/Graphic Design/Animation/Painting or Photography

Language: Strong competencies in Bangla and English language speaking and writing are required.

Institutional Arrangement:

The national consultant is expected to keep contact with UNDP Bangladesh communications team and relevant project managers to accomplish the tasks with overall guidance and supervision from the Head of Communications.

Timeframe and deadlines:

Duration of the assignment will be 108 working days over 06 months.

Reports:

The activities done by the incumbent will be regularly monitored by the Head of Communications, UNDP Bangladesh.

Duty Station and expected places of travel: Dhaka.

Tentative Payment Schedule:

The incumbent will be paid on deliverable basis.

Financial Proposal

Total lump sum:
The financial proposal shall specify a total lump sum amount, and payment terms around specific and measurable (qualitative and quantitative) deliverables (i.e., whether payments fall in installments or upon completion of the entire contract). Payments are based upon output, i.e. upon delivery of the services specified in the TOR. In order to assist the requesting unit in the comparison of financial proposals, the financial proposal will include a breakdown of this lump sum amount (including travel, per diems, and number of anticipated working days).

Travel

All envisaged travel costs must be included in the financial proposal. This includes all travel to join duty station/repatriation travel. In general, UNDP should not accept travel costs exceeding those of an economy class ticket. Should the IC wish to travel to a higher class, he/she should do so using their own resources.

In the case of unforeseeable travel, payment of travel costs, including tickets, lodging and terminal expenses should be agreed upon, between the respective business unit and Individual Consultant, prior to travel and will be reimbursed.

Consultant will be paid on a daily rate basis after submission of the report in line with the schedule mentioned below:

Cumulative analysis

The award of the contract should be made to the individual consultant whose offer has been evaluated and determined as:

  1. responsive/compliant/acceptable, and
  2. Having received the highest score out of a pre-determined set of weighted technical and financial criteria specific to the solicitation.

In this methodology, the maximum number of points assigned to the financial proposal is allocated to the lowest price proposal. All other price proposals receive points in inverse proportion. A suggested formula is as follows:

Recommended Presentation of Offer

Interested individuals must submit the following documents/information to demonstrate their qualifications.

a) Duly accomplished Letter of Confirmation of Interest and Availability using the template provided by UNDP;

b) Personal CV or P11, indicating all past experience from similar projects, as well as the contact details (email and telephone number) of the Candidate and at least three (3) professional references;

c) Brief description of why the individual considers him/herself as the most suitable for the assignment and a methodology on how she/she will approach and complete the assignment.

d) External links and proofs of relevant work against the work experiences mentioned in the Personal CV or P11, annexed to the technical proposal.

e) Financial Proposal that indicates the all-inclusive fixed total contract price, supported by a breakdown of costs, as per template provided

f) Suppose an organization/company/institution employs an Offeror and he/she expects his/her employer to charge a management fee in the process of releasing him/her to UNDP under Reimbursable Loan Agreement (RLA). In this case, the Offeror must indicate this at this point and ensure that all such costs are duly incorporated into the financial proposal submitted to UNDP.
