Background

UNDP through the Economic Recovery and Resilience Programme intends to stimulate the Albanian Economy through competitiveness of small-and medium sized enterprises, support of Albanian Institution with innovative and effective tools, and employment. The overall objective of the project is to increase competitiveness and resilience of SME and MSME in Albania. The project is developed based on the Albania earthquake PDNA recommendations and it is also in line with promoting the implementation of “UN Albania Covid-19 Socio- Economic Recovery & Response Plan”. The above objective will be attained through working with private sector and coordinating and cooperating with public institutions to implement two tested methodologies (In Motion and Supplier Development Programme) that boost micro and small enterprises and SMEs. One key ingredient of the project will be the support of the recently laid off workers with reskilling and upskilling to match with the rethinking of the activities and especially the ways of delivering the products and services of the private sector. In addition, the project will provide the support and the necessary measures for the development of an online platform that incorporates transparency, business analysis and promotion, and growing opportunities for businesses.

Duties and Responsibilities

The graphic designer experts are expected to work with the team of the Economic Recovery and Resilience Program to implement the In Motion programme and support its visibility.

The graphic designers will be mainly responsible to elaborate and strengthen the commercial image of 25 businesses (each consultant) in selected areas of Albania through group training sessions and personalized technical assistance on site that will result in the creation of a logo and its applications per business, in accordance with UNDP guidelines and in coordination with the business consultant who will be providing business technical assistance.

In particular, the graphic designer is expected to:

  1. Provide a group training about the following concepts: the enterprise commercial image and its functions.
  2. Elaborating or strengthening the commercial image of every enterprise identified as beneficiary of “In Motion Program”, for a total of 25 enterprises.
  3. Supporting UNDP project team in the process of printing of the elaborated and approved the commercial image applications for the same 25 enterprises.
  4. Supporting UNDP project team in the process of applications in every business (for a total of 25 enterprises).
  5. Photographically recording the business progress (before and after the intervention).
  6. Creating 2 booklets for the In Motion program. The booklet will contain pictures of the supported businesses before and after the implementation and a short description for each business.

 

Deliverables

 

The expected deliverables for this individual consultancy will be as follows:

 

  • Design brief formats of reports, statistic info graphs of programme results, etc.
  • Report of the activities performed under the “In Motion Program”, using the tools provided by the same methodology. (Attendance sheets for the workshops and work minutes). Every report will correspond to a stage of the methodology, for a total of three (3) reports as indicated in the table below:

Report of the performed activities in the process of technical assistance to micro and small enterprises. This report will at least contain:

  • Presentation of logos and commercial image applications approved by each entrepreneur.
  • Indication for the printing process of each developed graphical element.

4 months after the start of the contract

Stage 3: Business innovation and renovation

Report of the performed activities in the process of technical assistance to micro and small enterprises. This report will at least contain:

  • Control sheet of installation and delivery of the commercial image of each entrepreneur
  • Enterprise photo at the end of the “In Motion Programme” activities.
  • Design and create a booklet for the new businesses that will be supported by the consultant.

5 months after the start of the contract

The graphic designer experts are expected to work with the team of the Economic Recovery and Resilience Program to implement the In Motion programme and support its visibility.

Required Skills and Experience

Academic Qualifications

 

University degree in graphic design or any related field.

 

Work Experience

 

  • Experience in at least 2 assignments in the areas of graphic or industrial design.
  • Previous experience in projects or contracts connected to the development of the commercial image of micro and SMEs as well as productive associations will be an asset.

 

Language

 

  • Full working knowledge of English and Albanian, including excellent report writing and presentation skills.

 

UNDP applies a fair and transparent selection process that would consider both the technical qualification of Individual Consultants as well as their financial proposals. The contract will be awarded to the candidate whose offer:

 

  • Is deemed technically responsive / compliant / acceptable (only technically responsive applications / candidates will be considered for the financial evaluation)
  • And has obtained the highest combined technical and financial scores.

 

Technical Criteria - 70% of total evaluation – max points: 70

 

Criteria A: Advanced university degree or equivalent – max 20 points

Criteria B:  Experience in at least 2 consultancies/projects in the areas of graphic or industrial design – max 20 points

Criteria C: Previous experience in projects or contracts connected to the development of the commercial image of micro and SMEs as well as business associations – max 20 points

Criteria D: Full working knowledge of English and Albanian - max 10 points

 

Financial Criteria - 30% of total evaluation – max 30 points
