Background

The joint programme, Strengthening Georgia’s Food and Energy Resilience is implemented by UNDP, FAO, ILO and UNECE, with UNDP as the lead agency and under the overall coordination of the UN RC Office. The programme is funded Joint SDG Fund’s Development Emergency Modality in response to the unfolding global food, energy and financing crises. The overall aim of the programme is strengthening Georgia’s resilience to food and energy crises and protection of the livelihoods of those most vulnerable to the impact of these crises. This will be attained by joint UN support towards the following outcomes: (1) Strengthened systemic capacity of Government of Georgia to conduct and make use of sound data collection and analysis for designing effective food and energy crisis mitigation responses; and (2) Improved access of vulnerable people to the food and sustainable, affordable energy sources. To effectively implement the activities of the UNDP under the programme, UNDP is seeking to contract Local Consultant.

Duties and Responsibilities

The overall goal of this assignment is to assess the institutional formation and function capacities of relevant state institutions (Ministry of Environmental Protection and Agriculture (MEPA) and Ministry of Economy and Sustainable Development (MOESD)) for utilizing the analytical tools for assessment of impact of food and energy prices and other factors on vulnerable population and achieving SDG targets 1 and 2, developed in the framework of the present program. Specifically, Local Consultant will be expected to undertake the following tasks (but not limited to) in close consultation and coordination with the UNDP team and local experts working on assessment of impact of food and energy prices and other factors on vulnerable population and achieving SDG targets 1 and 2:

Familiarization with joint programme documents, e.g., project files, workplan, log frame, etc.
Develop detailed workplan.
In consultations with local consultants of the program, develop detailed methodology for institutional and functional capacity assessment of the Ministry of Environmental Protection and Agriculture (MEPA) and Ministry of Economy and Sustainable Development (MOESD) in relations to food/energy security management.
Conduct institutional and functional capacity assessment of the Ministry of Environmental Protection and Agriculture (MEPA) and Ministry of Economy and Sustainable Development (MOESD) in relations to food/energy security management .
With close consultations and feedback from the UNDP’s team, deliver the final programme reports in English, separately for both state institutions.

All materials delivered to IRDG, including reports should be in English. The Local Consultant will work together with under the direct supervision of and in consultation with the UNDP Economic Development Team Leader.

Required Skills and Experience

Education

Advanced university degree in public administration, public policy, economics or other related discipline (minimum requirement) - 10 Points

Experiences:

At least 5 years of work experience in research and policy analysis (minimum requirement) - 10 Points
At least 1 years of work experience in institutional capacity assessment (minimum requirement) - 15 Points

Evaluation :

Individual consultants will be evaluated based on the Cumulative analysis:

Individual consultants will be evaluated against combination of technical and financial criteria. Technical evaluation stage encompasses desk review and interview of applications. Experts not meeting any of minimum technical qualification requirements will be automatically excluded from the list of candidates for further technical evaluation. Maximum obtainable score is 100, out of which the total score for technical criteria equals to 70 points (70%) and for financial criteria 30 (30%). Technical criteria composed of desk review (40 points) and interview (30 points). Offerors who pass 70% of maximum obtainable scores of the desk review (i.e. 40 x 70% = 28 points because of a desk review of applications will be invited for the interview. Those offerors who pass 70% of maximum obtainable scores for interviews of (i.e. 30x 70% = 21 points) will be considered as short-listed offerors and requested to provide financial proposals.

Financial Proposal:

Short-listed Offerors will be requested to provide financial proposal. The financial proposal shall specify a total lump sum amount (with indication of specific sub-components of the payment, including daily fee, travel costs, living allowance etc.), and payment terms around specific and measurable (qualitative and quantitative) deliverables. The total amount quoted shall be all-inclusive and include a breakdown of all cost components required to perform the deliverables identified in TOR. All envisaged travel costs (ticket, insurance, communication and living allowance fees) must be included in the financial proposal as well.
