UNDP Bangladesh has been collaborating with the Government of Bangladesh and local communities across Bangladesh the country since 1972, to reduce poverty, strengthen the country’s resilience in the response to climate change and natural disasters, and build capable, inclusive and responsible governance institutions.

Prior to Covid 19 pandemic, Bangladesh has made solid strides in poverty reduction over the last few decades. However, impacts of Covid-19 combined with stringent containment measures have seriously impacted the country’s long-standing macroeconomic stability, disrupted people’s livelihood, and raised poverty in 2020. The pandemic has overstressed the country’s fragile heath system, education, human development, basic public services delivery and social upliftment.

Mitigating the pandemic is challenging in Bangladesh because of multiple vulnerability transmission channels, including Bangladesh is the second most densely populated country with about 60 million urban slum dwellers.

UNDP Bangladesh, together with all development actors, especially the GoB, is fighting to mitigate the pandemic based on ‘whole of the society’ and ‘leaving no one behind (LNOB)’ principles. Under the leadership of UNRC, UNDP is the technical lead in crafting a robust and integrated multisectoral early recovery plan over next 12/16 months, encompassing all UN agencies.

In view of responding to the needs from different projects to create social media content for UNDP Bangladesh, UNDP Bangladesh seeks to hire a "National Consultant for producing static and motion graphics " for providing timely and qualitative design services.

INSTITUTIONAL ARRANGEMENTS

  • The National Consultant will work for all the projects of UNDP Bangladesh, with guidance from the Head of Communication.
  • The Consultant will use his/her own equipment, UNDP will not provide any laptop/computer, camera or any other IT equipment.
  • Travel for the assignment is not envisaged; In case of unforeseen travel, the consultant will with prior written consent from the Head of Communications will be eligible for payment of travel costs (inclusive of terminal costs) including tickets, according to UNDP policies. He/She will also be eligible for Daily Subsistence Allowance in line with UNDP’s policies.

Duties and Responsibilities

SCOPE OF WORK

The national consultant will be working based on assignments from the communications, including but not limited to:

  • Deliver 48 static visual content for different social media platforms;
  • Deliver 02 Motion Graphic Contents on SGDs, leave no one behind, six signature solutions, human development report. Etc.
  • Deliver 02 infographic content highlighting the impacts of different projects;
  • Design 02 publications/ reports/ knowledge products;
  • Deliver 02 animated video content for national and international day celebrations;
  • Produce 08 visual and 02 Motion graphics content and 01 explainer content for social media campaign;
  • Deliver 02 creative graphics for the UNDP website/ Facebook/ Instagram cover;

Required Skills and Experience

QUALIFICATION:

Minimum Bachelor’s degree in Mass Communication & Journalism/ Media Studies/ Communications/ Graphic Design/ Fine Arts or any other related field from an accredited academic institutions.

EXPERIENCE:

  • Experience in designing at least 05 static contents on different development issues like climate change/environment/gender equality/human rights/biodiversity for INGO/UN agency’s social media channel;
  • Experience in designing at least 02 visual contents on different national and international day celebration for any INGO/UN agency’s social media channel;
  • Experience in designing at least 02 visual Contents for any social media campaign of UN/INGOs;
  • Proven experience of using adobe illustrator/InDesign/photoshop after effect and premiere pro.

Impact of Results:

The key results have an impact on advancing the outreach goals of country office communication outlined in the Strategic Plan.

Language Requirements: Fluency in Bangla and English is required.

Supervision and Performance Evaluation.

The National Consultant will be working with UNDP under direct supervision of the Head of Communication, who will be responsible for reviewing the performance and approve the deliverables of the incumbent.

Timeframe and deadlines:

The assignment will be for 100 working days over a period of 6 months(tentative).

Reports:

The incumbent will be paid on deliverables basis. The incumbent will be paid in 2 installments, after completing each of the activities.

Duty Station: The consultant shall be stationed in Dhaka (Home based) for the assignment. Any field missions if requires, will be arranged by UNDP country office and based on prior discussion and planning.

Financial Proposal

Total lump sum:

The financial proposal shall specify a total lump sum amount, and payment terms around specific and measurable (qualitative and quantitative) deliverables (i.e. whether payments fall in installments or upon completion of the entire contract). Payments are based upon output, i.e. upon delivery of the services specified in the TOR. In order to assist the requesting unit in the comparison of financial proposals, the financial proposal will include a breakdown of this lump sum amount (including travel, per diems, and number of anticipated working days).

EVALUATION

Individual consultants will be evaluated based on the following methodology:

1. Cumulative analysis

The award of the contract should be made to the individual consultant whose offer has been evaluated and determined as:

  • Responsive/compliant/acceptable, and
  • Having received the highest score out of a pre-determined set of weighted technical and financial criteria specific to the solicitation.

* Financial Criteria weight; [30%] Only candidates obtaining a minimum of 49 points (70% of the total technical points) would be considered for the Financial Evaluation

In this methodology, the maximum number of points assigned to the financial proposal is allocated to the lowest price proposal. All other price proposals receive points in inverse proportion. A suggested formula is as follows:

Interested individuals must submit the following documents/information to demonstrate their qualifications.

Duly accomplished Letter of Confirmation of Interest and Availability using the template provided by UNDP;

  • Personal CV or P11, indicating all past experience from similar projects, as well as the contact details (email and telephone number) of the Candidate and at least three (3) professional references;
  • Brief description of why the individual considers him/herself as the most suitable for the assignment.
  • Financial Proposal that indicates the all-inclusive fixed total contract price, supported by a breakdown of costs, as per template provided below:

Suppose an organization/company/institution employs an Offeror and he/she expects his/her employer to charge a management fee in the process of releasing him/her to UNDP under Reimbursable Loan Agreement (RLA). In this case, the Offeror must indicate this at this point and ensure that all such costs are duly incorporated into the financial proposal submitted to UNDP.
