Background

This assignment will support the implementation of the GEF funded “Promoting Carbon Reduction Through Energy Efficiency (EE) Techniques in Iraq” project. The main objective of the project is to promote low carbon development in Iraq through supporting the design of a regulatory framework for enhancing Energy Efficiency (EE) in buildings and the creation of an enabling environment for its operationalization. The development challenge which the project aims to address is the need for rapid expansion in the buildings sector, as part of the post-war reconstruction effort, while minimizing the load on the readily strained fuel-based electricity network. The business as usual scenario is that the development in the buildings sector will lead to higher GHG emissions.

The project’s theory of change relies on the assumption that the essential ingredients for enhancing EE in buildings are present in Iraq, but require (1) proper integration in the procedure followed by public partners due to lack of streamlined intra-government collaboration on EE and limited technical and administrative capacity; (2) a focal point with a trained team dedicated to promoting EE in buildings; (3) standards and guidelines for the interventions promoted and the ways to assess them; and (4) effective communication with private partners and end-users on EE practices and benefits. Hence, the project builds upon existing work and develops a national framework within which past, present and future EE-related policies become aligned, complementing Iraq’s efforts to reduce GHG emissions and bringing maximum benefit to the people of Iraq.

One of the main activities of the project is to retrofit two buildings in Baghdad to make them energy efficient and to serve as showcases for capacity building activities and awareness campaigns. The first building is located within the facilities of Baghdad University (Al Jadriya site) with a total area between 500 - 1080 m2. This site is planned to accommodate the first ever Energy Efficiency Center (EEC) in Iraq. The second building is the Directorate of Training under the umbrella of the Ministry of Education were at least 500 m2 will be retrofitted.

Duties and Responsibilities

1. Objectives

The objective of the consultancy is to support UNDP in implementing its project “Promoting Carbon Reduction Through Energy Efficiency (EE) Techniques in Iraq” to achieve the following:

  • Develop the assessment and retrofit design for the selected buildings
  • The assessment will be used to identify the retrofitting activities required for the EEC building, and the second piloting building, for both to become a showcase for best practice in EE in buildings. This assessment will also be used to develop the detailed Procurement Plan for the project.
  • Work carried out by the consultants needs to be based on the recommendations of the related action plans prepared by the project, which will be provided to the consultant upon commencement of the assignment
  • The retrofit design shall include all required preliminary architectural and general engineering designs, drawings, calculations, plans, BOQs with cost estimates.

2. Key Tasks and Responsibilities

The International Energy Efficiency Retrofitting Expert for Buildings will act as an international expert with the following responsibilities:

1) Collect necessary data for developing the assessment and retrofit design

    The consultant will be provided with:

  • Maps for project area relevant locations.
  • National requirements regarding the targeted facilities.

The Consultant has to collect design data from all sources and not only depend on reviewing the given baseline data as well as providing breakdown of prices from recent projects of relevant nature preferable in the region. Furthermore, the consultant the consultant shall review and study all collected data, reports, plans, maps, drawings, etc with the purpose of being fully familiarized with the project area and conditions, identifying information gaps, arranging for additional data requirements collection, field investigations and finally commencing the engineering services.

2) Stakeholders Consultations

For the stakeholder's consultation/engagement purpose, the consultant shall ensure to involve the project female and male stakeholder throughout the project phases by the different activities (scoping session, meetings, interviews, etc.), taking into account conducting the approvals from the by the Government of Iraq (GoI), including the Ministry of Environment, Baghdad University the Directorate of Training. Documentation of the scoping session participants and discussions during the session shall be provided in a separate annex.

In order to ensure a coherent approach the consultation should cover overall requirements in all aspects including:

  • Architectural and civil setup.
  • Mechanical and electrical setup.
  • Surface areas.
  • Utilities’ requirements.
  • Minimum standards.
  • Design standards and performance criteria.
  • Others.

Following completion of this task, the consultant is expected to have developed a full idea regarding site requirement that may evolve into a design concept.

3) Assessment of the retrofitting needs

The assessment will include the retrofitting activities required for the EEC building, and the second piloting building, for both to become a showcase for best-practice in EE in buildings. This assessment will also be used to develop the detailed Procurement Plan for the project. The final assessment will be based on stakeholders review.

4) Developing Preliminary Designs and Cost Comparison:

Prepare all required preliminary architectural and general engineering designs, drawings, calculations, plans, BOQs with cost estimates etc.  for all components including:

  • Site layout plans including all facilities and utilities, etc.
  • Detailed architectural, structural, mechanical, electrical and drawings for the site facilities under the scope of work.
  • Designs and full technical specifications for the retrofitting materials in alignment with the Iraqi building code
  • Electrical utilities.
  • Mechanical utilities.
  • Internal & external infra-structure.
  • Information for the local and International contractors and suppliers, who have experience with such work and can supply the required material and equipment

5) Discuss Preliminary Designs and Cost Comparison with stakeholders:

  • Discuss restrictions on placement of retrofit elements, relative to building appearance and functionality concerns.
  • Discuss the proposed concept preliminary design with the Client and Design Supervisor.
  • Discuss and propose detailed temporary measures to be taken during the construction and phasing plans in order to minimize disruption of the public services in the buildings.
  • Analyse and assess the performance of retrofitted building to ensure that the required performance is satisfied.
  • Prepare a preliminary cost comparison analysis by using the calculation of the reconstruction cost for each existing building, and cost of retrofitting. When calculating the reconstruction cost of a building, same size and functionality shall be assumed.

6) Developing the final retrofit design

The final assessment and design shall respond to any comments from the stakeholders including Baghdad University and the Directorate of Training under the Ministry of Education and UNDP as well as being in line with international best practices.

The consultancy will be for a period of 6 months. The assignment will be managed under the UNDP Project Manager and the overall oversight of EECC pillar head.

The consultant is also required to make him/herself available to attend remote/ virtual meetings / discussions via skype/ zoom or other relevant modality for planning meetings (in person)/ feedback meetings convened by Project Manager, head of the pillar, and the UNDP oversight team.

The International Energy Efficiency Retrofitting Expert for Buildings must be able and willing to collaborate and assist other team members.

4. Duration

The contract is effective from the date of signature by UNDP Iraq and the consultant. Estimated 30 working days extended over 6 months between December 2022 – May 2023, with at least one mission for 5 days travel to Baghdad, Iraq, if situation allows.

 

Competencies

REQUIRED COMPETENCIES, QUALIFICATIONS AND EXPERIENCE:

Qualifications, skills, and professional experience of the International Energy Efficiency Retrofitting Expert for Buildings should include the following:

  • Hold at least bachelor’s degree in civil engineering, environmental engineering or related fields
  • Minimum ten (10) years of experience in developing retrofitting designs for building
  • Experience in conducting retrofitting for buildings
  • Experience in developing need assessments for retrofitting buildings
  • Experience with certified energy audits for buildings
  • Experience in MENA region in energy efficiency retrofitting of buildings
  • Previous work experience with UN agencies
  • Excellent oral and written command of the English
  • Arabic language is an asset

UNDP reserves the right to withhold all or a portion of payment if performance is unsatisfactory, if work/outputs is incomplete, not delivered or for failure to meet deadlines.

The award of the contract shall be made to the individual consultant whose offer has been evaluated and determined as:

  • Responsive/compliant/acceptable, and
  • Having received the highest score out of a pre-determined set of weighted technical and financial criteria specific to the solicitation.

Financial Evaluation (30%):

The following formula will be used to evaluate financial proposal:

p = y (µ/z), where

p = points for the financial proposal being evaluated

y = maximum number of points for the financial proposal

µ = price of the lowest priced proposal

z = price of the proposal being evaluated

 

Documents to be included when submitting the proposals:

Interested consultant must submit the following documents/information to demonstrate their qualifications in one single PDF document:

  • Personal CV or P11, indicating all past experience from similar projects, as well as the contact details (email and telephone number) of the Candidate and at least three (3) professional references.
  • Financial Proposal (must use this template: Offeror’s letter to UNDP confirming interest and availability and Financial Proposal) shall be submitted with a price proposal
    • Lumpsum Fee – The contractor shall propose an all-inclusive lumpsum fee followed by a cost breakdown, which should be inclusive of his professional fee, local communication cost and insurance (inclusive of medical health insurance and evacuation).
    • DSA/Living Allowance – The Consultant shall be separately paid the Living allowance/DSA as per applicable UNDP rate. Deductions from DSA shall be made as per applicable UNDP policy when accommodation and other facilities are provided by UNDP. An estimated provision in this regard shall be included in the contract. The consultant need not quote for DSA in Financial Proposal.
    • The total professional fee shall be converted into a lump-sum contract and payments under the contract shall be made on submission and acceptance of deliverables under the contract in accordance with the schedule of payment linked with deliverables and at the end of assignment (refer to the Description of Responsibilities).
