Background

UNCDF Global Municipal Investment Financing Programme is designed to increase the ability of local governments and other sub-sovereign entities to address key urbanization challenges through access to sustainable sources of capital financing. The Programme aims to improve resilience and quality of life in LDC cities in Africa and Asia, especially for the poor. In Uganda, MIF will support implementation of the Programme on Integrated Local Finances for Sustainable Urban Development in the Greater Kampala Metropolitan Area (PIFUD). PIFUD aims to strengthen urban governance as well as prosperity and innovation in cities. It is a €4.16 million programme, funded by the European Union and co-led by Kampala Capital City Authority (KCCA) and the Global Fund for Cities Development (FMDV) over a 4-year period (2019-2023).

The program has allocated financing for at least two solar mini grids to be established in partnership with the host Local Governments and private sector within the GKMA. The grids are hoped to generate at least 100 KWp and connect at least 300 households and cause local economic development impact in the locality.  All the eight GKMA Local Governments are eligible to participate in this project and the selection will be competitive based on quality of concept note, feasibility and the site selected. This component is being implemented by the UN Capital development Fund (UNCDF).

UNCDF is, therefore, seeking for services of consultant to support the LG’s and Ministry of Energy and Mineral Development in the design of the two solar minigrids in partnership with private sector mini-grid energy providers.  The assignments among others involves;  identification of appropriate sites, design, development of technical standards, bills of quantities, procurement and supervision of the two minigrids works in the greater Kampala

UNDP will hire a National   Individual Consultant to Design two Mini-Solar Grids, Develop Technical Specifications and Supervise Grid Installation in the Greater Kampala

Duties and Responsibilities

Through this activity an integrated small-scale solar mini-grid energy system is developed with a private operator and local communities, approved by the users and technical and financial sustainability is demonstrated for scaling up. The pilot of two (2) solar-based mini-grids in the GKMA area is equally targeting fishing communities overlooking the lakefront without access to grid electricity. The intervention means these communities will be empowered to participate in the formal economy of the city by giving them access to sustainable energy. By bringing the private sector on board, the intervention will act as a test lab for a sustainable business model for bringing energy to underserved communities. The UNCDF’s financial models, with proven positive results, will be applied to ensure the programme is self-sustaining and is able to be scaled up in other locations.

PIFUD Program Goal: Urban Planning and quality service-delivery is promoted in the Greater Kampala Metropolitan Area (GKMA):

Output: Design and construct of at-least 2 mini-grids (Small scale Institutional and community Solar systems) PPP project in different locations in the Greater Kampala

The consultant shall:

  1. Advise UNCDF on the procedures to take while developing minigrids and the regulatory environment issues.
  2. Assess and together with UNCDF and the project steering commistee, select the most suitable locations to set up the minigrids. The consultant shall visit the potential sites to establish the conditions on the ground to determine the level of suitability of the sites in collaboration with the relevant district stakeholders.
  3. Provide technical inputs towards the overall design, simulation, development of bills of quantities, schematics and the electricity distribution network. 
  4. Demonstrate the cost effectiveness of using mini-grids with respect to the levelised electricity generation.
  5. Develop Terms of Reference (ToRs) and scope of works which will form part of the tender documents to be issued out to potential bidders for mini-grid works and private providers.
  6. Represent UNCDF during the evaluation of the best bidder, respond to any technical inquiries and prepare a report on the findings.
  7. Supervise the construction, commissioning and handover of the mini-grid works in line with the requirements of the tender documents and issue a supervision report on completion of the exercise.

Competencies

  1. Excellent Team Player with good interpersonal skills
  2. Ability to work with minimal supervision
  3. Experience of working in Uganda and Sub-Saharan Africa on similar projects will be an added advantage
  4. Excellent communication and leadership skills.
  5. A registered Engineer in Uganda.

Required Skills and Experience

A bachelor’s degree in Electrical engineering and any other related field. Masters or postgraduate diploma in a similar field shall be an added advantage.

Experience:

  1. A minimum of 10 years’ experience in the energy sector particularly renewable energy and energy efficiency.
  2. At least 3 years’ experience in design, set up and management of mini girds in Uganda
  3. Experience working with international development partners.
  4. Experience in working with private sector solar energy operators
  5.  Deeper Knowledge on solar technology, sizing and installations.
