Project Description:

The Greater Tumen Initiative (GTI) (originally known as the Tumen River Area Development Programme –TRADP), is an intergovernmental cooperation mechanism in Northeast Asia, supported by the United Nations Development Programme (UNDP), with a membership of four countries: People’s Republic of China, Republic of Korea, Mongolia and Russian Federation.

In 1995, member governments signed formal agreements to establish the intergovernmental cooperation mechanism, aimed at strengthening economic and technical cooperation, and attaining greater growth and sustainable development for the peoples and countries in Northeast Asia and the Tumen River area in particular.

Since its creation, the GTI has remained a unique intergovernmental platform for economic cooperation, fostering peace, stability and sustainable development in Northeast Asia. It is playing a significant role in expanding policy dialogue and strengthening a business-friendly environment in the region, therefore contributing to the improvement of living standards through the development of infrastructure and the promotion of trade and investment.

In 2005, the member countries agreed to assume the full ownership, and focus on the promotion of regional cooperation in the key sectors of economy: energy, transport, tourism, trade & investment, environment and agriculture.

In recent years, GTI member countries recognized the importance to expand cooperation in wider areas, and agreed to establish the new mechanisms under the GTI framework. In this connection, the Northeast Asia Local Cooperation Committee, NEA EXIM Bank Association, GTI Research Institutions Network, and NEA Business Association were established.

Currently, GTI is in the process of legal transition to an independent international organization. The discussion on legal texts is undergoing.

Duties and Responsibilities

 

Under the supervision of the Director of GTI Secretariat, the incumbent shall coordinate and assist in preparing and organizing GTI events and activities, and provide management support on administrative and personnel matters.  

 

Scope of Work:

  1. Events organization:

  • Manage logistic arrangement for organizing GTI events including Consultative Commission Meeting, annual Sectoral board/committee meetings, project workshops and other events, such as:
  • Managing overall logistic plans for participants in cooperate with the hosting party, including flights, accommodations, meeting venue, airport pick-up and send-off, meals, technical tours, visa, etc.
  • Negotiating with various suppliers
  • Attracting and communicating with participants
  • Supporting programme officers to prepare agendas, invitation letters, meeting materials, meeting minutes, and e-news, etc.

   2. Administration support:

  • Make travel arrangements for the staff of the Secretariat, including visa, flights, hotel, etc. 
  • Support in office operational procurement when needed.

   3. Other Responsibilities 

         To perform other duties as required by the supervisor.

 

Expected Outputs/deliverables:

  • Deliverable 1: Assist in organizing the GTI 1st Workshop of Inward & Outword process and Workshop for Distributed Generation and Hydrogen Economy or National Coordinators Meeting. (estimated 15 working days)
  • Deliverable 2: Assist in organizing the GTI 11th Energy Board Meeting back-to-back with UNESCAP-GTI Webinar on Energy Cooperation in North-East Asia, and 15th GTI Tourism Board Meeting. (estimated 15 working days)
  • Deliverable 3: Assist in organizing the 2nd Workshop of Inward & Outword process and 5th NEA Policy Dialogue on Industrial Parks.  (estimated 15 working days)
  • Deliverable 4: Assist in organizing the 11th GTI NEA Local Cooperation Committee Meeting, the 9th LCC Logistics Sub-Committee Meeting and the 3rd Marine Cooperation Sub-Committee Meeting, and 2023 Meeting of North-East Asia Business Association. (estimated 15 working days)
  • Deliverable 5: Assist in organizing the GTI 7th Working-level Meeting of GTI Research Institutions Network and 14th Working-level Meeting of North-East Asia EXIM Banks Association. (estimated 10 working days)
  • Deliverable 6: Assist in organizing the GTI 8th Agriculture Committee Meeting and 9th Environmental Board Meeting. (estimated 15 working days)
  • Deliverable 7: Assist in organizing the GTI 3rd Workshop of Inward & Outword process and 12th Transport Board Meeting. (estimated 15 working days)
  • Deliverable 8: Assist in organizing the GTI 4th Workshop of Inward & Outword process and other events based on demand (estimated 15 working days)
  • Deliverable 9: Assist in organizing the GTI Consultative Commission Meeting. (estimated 15 working days)

Competencies

Institutional Arrangement:

The Event Consultant reports to the Finance and Admin Associate or Director and support with programme officers.

The success of the meeting and project depends on the timely delivery of each component. The Contractor should ensure timely identification of potential risks and signal any delays in deliverables. The contract will be effective immediately upon signature by UNDP.

The present ToR may be subject to modification, without changing the overall objective and the scope of work, on the basis of mutual consultations and acceptances from both parties. UNDP will hold the copyright of the assignment deliverables.

 

Scope of Price Proposal and Schedule of Payments

Expert must send a financial proposal based on Lump Sum Amount. The total amount quoted shall be all-inclusive and include all costs components required to perform the deliverables identified in the TOR, including professional fee, living allowance and any other applicable cost to be incurred by the IC in completing the assignment. The contract price will be fixed output-based price regardless of extension of the herein specified duration. Payments will be done upon completion of the deliverables/outputs and as per below percentages:

  • Total of 9 installments: upon satisfactory completion of one of the deliverable 1 -9 each

In general, UNDP shall not accept travel costs exceeding those of an economy class ticket. Should the IC wish to travel on a higher class he/she should do so using their own resources.

In the event of unforeseeable travel not anticipated in this TOR, payment of travel costs including tickets, lodging and terminal expenses should be agreed upon between the respective business unit and the Individual Consultant prior to travel and will be reimbursed.

Travel costs shall be reimbursed at actual but not exceeding the quotation from UNDP approved travel agent. The provided living allowance will not be exceeding UNDP DSA rates. Repatriation travel cost from home to duty station in Bangkok and return shall not be covered by UNDP.

 

Duration of the Work:

The duration of this assignment is expected to commit to a maximum of 130 working days for a period of March 2023 – February 2024.

 

Duty Station:

The consultancy is office-based in Beijing.

 

Competencies/requirements:

Education:

  • Bachelor’s degree or above in international economy, public and/or business administration, Human Resources Management, International Relations, with the thorough training in secretarial or clerical duties preferred.

Experience and required skills:

  • Programme assistance working experience for one year or above, preferably with international organizations, and experience in organization of meetings and event, particularly international events, would be preferred.Knowledge of sustainable development, social dimension of environmental management issues, climate mitigation and adaptation or climate risks and impacts issue are required.
  • Excellent computer skills with MS Office (e.g. Word, Excel, PowerPoint, Outlook).

Language:

  • Excellent communications and drafting skills in English and Chinese. Skillful language skills of other GTI member countries’ languages (Russian, Mongolian or Korean) would be an asset.

Competencies:

  • Knowledge of Northeast Asia, particularly that of GTI activities would be preferred.
  • Effective team player with excellent interpersonal skills; highly self-motivated and detail-oriented.
  • Ability to perform in a multicultural environment.

 

Required Skills and Experience

Criteria for Selection of the Best Offer

Evaluating offers will be based on Combined Scoring method – where the qualifications and methodology will be weighted at 70% and combined with the price offer which will be weighted at 30%. The award of the contract shall be made to the individual consultant whose offer has been evaluated and determined as a) responsive/compliant/acceptable;  and b) having received the highest score out of set of weighted technical criteria (70%), and financial criteria (30%).

The technical criteria may include the process of interview and desk review.

Financial score shall be computed as a ratio of the proposal being evaluated and the lowest priced proposal received by UNDP for the assignment. Only candidates obtaining a minimum of 0.49 points (70% of the total technical points) would be considered for the Financial Evaluation. Incomplete proposals may not be considered.

Recommended Presentation of Proposal: 

  1. CV
  2. Offeror's Letter of Confirmation of Interest and Availability using the provided by UNDP(Please find the link on the top/bottom of the page);
  3. Brief description of approach to work/technical proposal of why the individual considers him/herself as the most suitable for the assignment, and a proposed methodology on how they will approach and complete the assignment, as per template attached to the Offeror's letter of Confirmation of Interest template; (max 1 page)
  4. Financial Proposal must be “all inclusive” and expressed in a lump-sum for the total duration of the contract. The term “all inclusive” implies all cost (professional fees, travel costs, living allowances etc.). Financial Proposal supported by a breakdown of costs, as per template attached to the Offeror's letter of Confirmation of Interest template.  If an applicant is employed by an organization/company/institution, and he/she expects his/her employer to charge a management fee in the process of releasing him/her to UNDP under Reimbursable Loan Agreement (RLA), the applicant must indicate at this point, and ensure that all such costs are duly incorporated in the financial proposal submitted to UNDP. 

Incomplete applications will be excluded from further consideration.
