UN Women has been in Afghanistan for two decades. UN Women’s programming approach is informed by analysis of the political, economic and humanitarian situation, risks to and capacities of partner organizations, and needs of Afghan women and girls. UN Women Afghanistan currently has four key programme priorities: (1) Gender in Humanitarian Action, (2) Ending Violence Against Women, (3) Women’s Economic Empowerment, and (4) Women, Peace and Security.
Reporting to the EVAW Programme Manager, the EVAW Programme Management Specialist (Operation Support) leads and guides the EVAW Team and fosters collaboration with the ACO operations team, and a client-oriented approach. The incumbent will provide close guidance to the EVAW programme staff who perform adjunct operations functions, ensuring that such staff are knowledgeable of rules and procedures governing programme finances, donor reporting, and personnel.
Duties and Responsibilities
- Support the effective management of the EVAWG Programme Annual Work Plan, procurement and delivery for FY 2023
- Develop the annual workplan for the EVAW Team and oversee its implementation and monitoring of the EVAW Proramme;
- Provide advice and support to the EVAW team on operational issues;
- Participate in review meetings and assess the managerial and operational capacities of EVAW implementing partners in collaboration with the programme and office operations team;
- In collaboration with ACO Operations team, manage the implementation of EVAW budget, financial, procurement, and HR as per Corporate policies, procedures and guidelines
- Ensure a continuous and up-to-date flow of information between the EVAW and Operations Team;
- Analyze and ensure alignment of project budgets with logical framework matrices and work plans;
- Ensure that the EVAW programme annual work plan is correctly and completely entered in RMS, shared with UN Women offices under the MCO jurisdiction and that corresponding budgets are correctly and completely entered in QUANTUM;
- Ensure the effective utilization of RMS and QUANTUM at all stages of the project cycle and provide training support and advice to programme staff on the appropriate use of QUANTUM and RMS and on UN Women business processes, rules and procedures;
- Monitor and support all aspects of the project cycle (initiation, programme delivery, close out) for the Pacific Partnership in accordance with the relevant project documents and advise the Programme Manager on necessary steps to remain compliant with the project document and UN Women program management requirements;
- Provide, as needed, to Program partners on Results Based Management, work planning and budgeting.
2. Ensure the effective administrative and financial management of the programme:
- Ensure full compliance with UN Women rules, regulations, and policies on procurement and financial activities, financial recording/reporting system and follow-up on audit recommendations; implementation of effective internal controls, proper functioning of a client-oriented financial resources management system;
- Co-Supervise the Finance Officer and Program Associates Mentor and coach staff;
- Exercise oversight over the EVAW programme operations and guide and control the use of programme financial resources in close collaboration with the Finance Officer;
- Monitor core and non-core funds budget expenditures and financial delivery including through the analysis of monthly budget monitoring/financial delivery reports and the preparation of recommendations to address challenges identified;
- Identify and investigate operational and financial problems and develop and implement solutions to address them;
- Oversee the management of Partners Agreements including the disbursement of funds and assist Responsible Parties in fulfilling the responsibilities of the project and budget monitoring using best practices, including on the preparation of financial and narrative reports;
- Oversee the correct flow and storage of program files including legal documents and binding agreements;
- Oversee the development of procurement and travel plans;
3. Programme monitoring, evaluation and reporting:
- Oversee the implementation of the EVAW Programme Monitoring and Evaluation Framework and the monitoring of progress against the frameworks and performance indicators;
- Provide technical advice, and where needed, develop, coordinate and provide training on results-based management, monitoring and results based reporting to UN Women EVAW programme staff and programme partners;
- Gather information and prepare reports on progress of programme implementation for UN Women corporate reports and ensure the timely completion of quarterly and annual reporting in RMS;

Required Skills and Experience
Education and certification:
- Master’s degree or equivalent in Business Administration, Public Administration, Finance, HR, or related field is required.
- A first-level university degree in combination with two additional years of qualifying experience may be accepted in lieu of the advanced university degree.
Experiance:
- At least 5 years of progressively responsible experience at the national or international level, in office management, operations or finance;
- Experience in leading a team is an asset;
- Experience in working in a computer environment using multiple office software packages, experience in handling of web based management systems and ERP systems, preferably PeopleSoft;
- Experience of accrual accounting, IPSAS or IFRS is highly desirable;
- Experience with UN operations systems.
- Experience in the use of ATLAS is a strong asset.
Language Requirements:
Fluency in English and Dari / Pashto are required
Knowledge of the other UN working knowledge is an asset.
