Background

UN Action Against Sexual Violence in Conflict (UN Action) unites efforts across the UN system with the goal of preventing conflict-related sexual violence (CRSV), meeting survivors’ needs and enhancing accountability for CRSV. Launched in March 2007, the network currently embraces 24 UN entities, including UN Women as a founding member. 

UN Action, working as one UN, aims to prevent and response to CRSV through a survivor-centred approach. Such an approach includes, but is not limited to meaningfully engaging survivors and meeting their needs, addressing root causes to CRSV, enhancing accountability and justice mechanisms, establishing protective environments propitious for the full enjoyment of survivors’ human rights, self-determination, and personal, social, cultural, political and economic undertakings, including in leadership roles if they so choose.  

The Network is chaired by the Special Representative of the Secretary-General on Sexual Violence in Conflict (SRSG-SVC) and supported by the UN Action Coordinator and UN Action Secretariat, located in the Office of the SRSG-SVC. Every member entity has a dedicated Focal Point at the working level, and a Steering Committee member at the Principal level.  

In 2021, the UN Action Network developed Advocacy and Fundraising Strategies for 2022 – 2026, in line with its 2020 – 2025 Strategic Framework and priorities. On the fundraising front, the overarching goal is to raise $100 million by 2026 for the UN Action window of the Conflict-Related Sexual Violence Multi-Partner Trust Fund (CRSV-MPTF). This is to be done in parallel with advocacy efforts to increase awareness and visibility of UN Action and its products, including the launch of the Stop Rape Now Campaign, as well as to engage with donors who can provide financial and in-kind support and external partners, such as non-governmental organisations and the private sector.  

UN Action, therefore, requires a Consultant to support the UN Action Network to engage in a consolidated approach that combines and interlinks strategic advocacy, communication, resource mobilisation and social mobilisation in order to kickstart the roll-out and implementation of the Advocacy and Fundraising Strategies.  

The purpose of this consultancy is to lead the roll-out of the 2022 – 2026 Advocacy Strategy and Fundraising Strategy. This Consultant will specifically help with key activities that the Network have planned for 2023, in line with its 2022 – 2023 Workplan, including: i) the launch of the Stop Rape Now campaign; ii) showcase of UN Action exhibition at the UNHQ; and iii) strategic outreach with external partners and donors. 

Under the direct supervision of the UN Action Coordinator, the consultant is responsible for providing coordination, communication and executive support to the UN Action Secretariat.

Duties and Responsibilities

In consultation with the UN Action Secretariat, the UN Action Network and other relevant stakeholders, the Consultant will support the development and implementation of key advocacy and fundraising activities of the UN Action Network. These activities must fully integrate components of advocacy, communications, social mobilisation and fundraising to bolster support to UN Action’s work to prevent and respond to CRSV.  

As part of the process of implementing the Advocacy and Fundraising Strategies 2022 – 2026, the Consultant will support the:  

Development and Implementation of the Stop Rape Now Campaign 

  • Provide technical support to UN Action and the selected creative agency in the development and implementation of the Stop Rape Now campaign, its project brief/strategy and projected outputs, ensuring that the needs of UN Action are accurately and effectively reflected in the campaign.  
  • Lead all meeting preparation and coordination with the creative agency and the UN Action Secretariat, the UN Action Advocacy Core Group, and the wider-UN Action Network Focal Points. 
  • Act as the main Focal Point of UN Action with the creative agency for all activities,  including for interviews with relevant stakeholders that are needed for the development of the campaign project brief. 
  • Develop the campaign’s implementation roadmap at the international and regional levels, outlining clear objectives, target activities, deliverables and indicators, as needed.  
  • Conduct a review assessment at the 3 and 5 month marks after the campaign’s launch. 

 

Showcasing of UN Action Exhibition in the UNHQ 

  • Finalise, in coordination with the UN Action Advocacy Core Group, the written content and graphic design/layout for UN Action’s exhibition for Summer 2023.  
  • Act as the main Focal Point of UN Action to liaise with all relevant departments, including Office of Legal Affairs, the UN Cartography Unit, and others, to ensure UN- clearance of exhibition content. 
  • Coordinate with featured partners of the exhibition to confirm content, logistics and layout of the exhibition.  
  • Support the UN Action Network organise an event for the exhibition’s launch with high-level representatives from Member States, UN entities, and external partners – in line with 0.1.06 of the 2022 – 2023 Network Workplan to organise an event for the purposes of fundraising and advocacy. 
  • Work with the Communications Officer of the OSRSG-SVC to maximise public and private engagement, including with the media and other key stakeholders.  
  • Conduct an impact assessment for the exhibition and lead all necessary follow-up with partners and interested parties. 

 

Strategic Outreach with External Partners and Donors 

  • Support the UN Action Secretariat with outreach to and maintaining of relations with external partners, including non-governmental organisations and the private sector, and donors for the purpose of advocacy and fundraising. 
  • Research and identify potential funding or in-kind support sources.
  • Support technical and high-level meetings and missions for the purposes of advocacy and fundraising through the preparation of trip books, background notes, talking points and presentations.
  • Develop communications products tailored to different audiences to effectively and strategically promote the work of the UN Action Network.

The Consultant will also support the overall work of the UN Action Secretariat and perform any other tasks required by the supervisor and management

Required Skills and Experience

Education: Advanced University Degree (Master’s degree or equivalent) in political affairs, social science, communications, international relations, international law and/or related field.

 

Experience:

  • A minimum of 2 years of work experience in advocacy, strategic communications, social and community mobilisation and outreach is required.  
  • Experience working on conflict-related sexual violence and/or gender-based violence is required. 
  • Working and maintain relations with external partners is desirable.  
  • Experience organising UN events is desirable. 
  • Prior experience in the UN system is an asset. 

Language: Fluency in English, both oral and written, is required.
