Background

UN Women is the UN organization dedicated to gender equality and the empowerment of women. A global champion for women and girls, UN Women was established to accelerate progress on meeting their needs worldwide. UN Women supports UN member states as they set global standards for achieving gender equality and works with governments and civil society to design laws, policies, programmes and services needed to implement these standards. It stands behind women’s equal participation in all aspects of life, focusing on five priority areas: (1) increasing women’s leadership and participation; (2) ending violence against women; (3) engaging women in all aspects of peace and security processes; (4) enhancing women’s economic empowerment; and (5) making gender equality central to national development planning and budgeting. UN Women coordinates and promotes the UN system’s work in advancing gender equality.

The Ending violence against Women (EVAW) section is part of the Policy, Programme and Intergovernmental Division at UN Women Headquarters in New York. The section is responsible for a number of functions including policy and technical advice and support to regional and country offices on EVAW, supporting the normative work on EVAW at the global level and developing and managing global level programmes.

The purpose of this consultancy is to provide technical inputs to the Ending Violence Against Women Section to implement the approach to pivot to the field and strengthen the link between global policy trends with programming at the country and regional level as well as coordinate the operations of country offices in the implementation of EVAW programmes. The consultant will implement the policy and programming for the trafficking in persons portfolio under the guidance of the Spotlight programme Policy and Programme Advisor from the EVAW section.

 

Duties and Responsibilities

Key Deliverables

  1. Coordinate support provided to country offices implementing Spotlight with project closure.

  2. Provide technical guidance to country offices on implementation of EVAW programmes in Afghanistan and the Caribbean (and any other programmes) including guidance on resource mobilization through in- person and remote support.

  3. Implement the policy and programme work of the trafficking portfolio by representing UN Women in interagency forums and work, designing and developing training as required, supporting country offices in growing their trafficking work and mobilizing resources for global trafficking programmes. 

  4. Provide technical guidance to the EVAW section in resource mobilisation efforts including putting together information packages on the results of the global EVAW work, working with Partnerships Section to develop donor briefs tailored to EVAW work and supporting donor liaison. 

  5. Coordinate the integration of EVAW work into the development and implementation of the humanitarian development peace nexus. Specifically, this includes providing technical guidance to the Ukraine & Afghanistan offices to develop and deliver EVAW programming, including anti-trafficking work.

On-going Activities

  1. Organize webinars and calls with colleagues in country offices in relevant topics
  2. Coordinate and facilitate sharing of information on relevant programmes and policy work
  3. Provide technical support to country offices for the rollout of new initiatives
  4. Support organizing of events, meetings and others in relation to the work of the EVAW Section
  5. Support the development of relevant guidance for country offices in relation to VAW
  6. Support with drafting of briefing notes as needed
  7. Any other activities as requested by the Chief of Section

Required Skills and Experience

  • Master’s degree in human rights, gender, international development, or related field
  • At least 5 years of experience in programmes related to gender equality and women’s empowerment
  • Substantial knowledge of violence against women and gender equality issues
  • Strong research and drafting skills
  • Excellent attention to detail and organizational skills
  • Excellent oral and written command of English
  • Previous experience with the UN, governmental agencies or other international organizations is an asset
  • Previous experience in developing countries in programme management is an asset
