Background

UNDP Country Office in Montenegro supports several areas where the Government of Montenegro can successfully leverage digital technologies to make public institutions more inclusive, effective, accountable, and transparent. UNDP CO Montenegro provides support in several streams, helping accelerate the digital transformation in governance, healthcare, education, justice, commerce, and social services.

Hand in hand with trends of the digitalisation globally, UNDP CO interventions and initiatives are now progressively entailing digital components in some part of the intervention, ensuring that digitalisation works for everyone in the society.

Under its current CPD, UNDP Montenegro recognised digitalisation as one of the key enablers to deliver strategic results. Based on its long-standing support in governance and digitalization, UNDP will expand digital capacities and facilitate the co-creation, with partners, of solutions with strong accountability frameworks. These will lead to digitally strengthened and connected institutions, both public and private. In turn this will help to deliver people-centred, effective, and safe services to citizens, and accelerate the green and digital transition, following data interoperability principles.

In that regard, the need for various profiles with IT educational and working background is rising. Therefore, UNDP Montenegro is publishing the call for applications for the experts who would be placed on roster and engaged on ad-hoc basis, as the specific need arises.

Duties and Responsibilities

Objectives of the call: 
The purpose of this call for applications is to establish a roster of qualified candidates that would enable regular access to expertise and qualified IT services on an intermittent basis for various programmes and projects implemented by UNDP Montenegro, thus contributing to the implementation of the Country Programme Document indicators. The objective is to secure high-quality, accurate, reliable, and timely services to the UNDP whenever needed for the successful implementation of activities envisaged under its projects, or upon a particular relevant request. 

This represents a recruitment mechanism which maintains pre-vetted consultants and offers the ability to contract them quickly for support by UNDP. Following the successful review for the roster, candidates will be considered for various short-term assignments with UNDP CO Montenegro in this area. Retention on the Roster of selected experts will be contingent on continuous delivery of satisfactory services.
The reporting, deliverables, timeline, and the scope of work will be agreed on case-by-case basis for a specific project in accordance with the ToR developed for each specific need.

To support UNDP CO work, the consultants recruited to the roster will be recruited to provide services in the following areas in capacity of the profiles as follow:

  • Software Developer
  • IT Infrastructure Specialist
  • Graphical Designer
  • Web Application Developer
  • System Architect
  • System Engineer
  • DevOps Engineer
  • Digital Transformation Strategist/Advisor

Required Skills and Experience

General requirements

  • Experience on projects with public administration will be considered as an advantage for all required profiles
  • Proficiency in English and Montenegrin is mandatory.
  • All candidates need to submit at least three references to prove the previous experience on projects relevant to the position they are applying for.  

1. Software Developer

  • Minimum bachelor's degree in computer science, software engineering, or related field
  • At least 3 years of software engineering or software development experience
  • Hands-on programming experience using PHP OR Python OR Java OR C# or any other relevant programming language or framework or technology stack 
  • Experience managing the software development life cycle
  • Relevant coding experience (examples of previous experience is mandatory) and knowledge of agile methodologies
  • Mandatory previous experience on advanced, complex technical projects.

2. IT Infrastructure Specialist

  • Minimum bachelor’s degree in IT or relevant field
  • At least 5 years of experience in the field of end-user support for a wide range of information technologies
  • Mandatory experience of managing infrastructure, networks and firewalls
  • Strong foundation and experience of Windows server management (incl. Hyper-V) and Azure
  • Experience of infrastructure as code and disaster recovery
  • Mandatory previous experience on advanced, complex technical projects.

3. Graphic Designer

  • Minimum bachelor’s degree in graphic design, fine arts  or relevant field
  • At least 3 years of experience in graphic design
  • Proficiency in graphic design software including Adobe Photoshop, Adobe Illustrator, ChatGPT, MidJourney and other visual design tools
  • Knowledge of media production and communication
  • Portfolio-references of previous work required
  • Mandatory previous experience on advanced, complex technical projects.

4. Web Application Developer

  • Minimum bachelor’s degree in computer science or relevant field
  • At least 3 years of experience in web programming
  • Programming skills and proficiency in front-end development web programming languages such as HTML and CSS, JQuery, and JavaScript
  • Proficiency with libraries: Bootstrap, SASS, jQuery, React, Version control with Git 
  • Knowledge of RESTful APIs is a bonus
  • Good understanding of content management systems and Search Engine Optimization principles
  • Proficient understanding of cross-browser compatibility issues
  • Mandatory previous experience on advanced, complex technical projects.

5. System Architect

  • Minimum bachelor’s degree in computer science or IT-related field
  • At least 4 years of experience with system architect profile
  • Advanced certificates such as Certified Technical Architect, Red Hat Certified Architect, The Open Group Architecture Framework, Cisco Certified Architect, ITIL Master or others will be considered as an advantage
  • Mandatory previous experience on advanced, complex technical projects.

6. System Engineer

  • Minimum bachelor’s degree in computer science or IT-related field
  • At least 3 years of experience with systems engineer profile
  • Mandatory previous experience on advanced, complex technical projects
  • Advanced certificates such as Microsoft Certified Systems Engineer (MCSE), Cisco Certified Network Associate, CompTIA A+, Network+, Certified Information Systems Security Professional (CISSP), Certified Systems Engineering Professional) 
  • Experience in:

- Performance tuning of application stacks (e.g., Tomcat, JBoss, Apache, Ruby, NGINX)
- Cloud experience, especially in AWS (Amazon Web Service), preferred
- Experience with Linux
- Experience with virtualization (e.g., VMware, Virtual Box)
- Network experience.

7. DevOps Engineer

  • Minimum bachelor’s degree in computer science or IT-related field
  • Experience in programming languages 
  • Experience in developing and managing the infrastructure that lets software apps run efficiently and smoothly
  • Experience in management of IT projects
  • Experience in security testing
  • Mandatory previous experience on advanced, complex technical projects.

8. Digital Transformation Strategist

Minimum bachelor’s degree in IT-related field, social sciences, or related fields

  • Experience in delivering and/or developing comprehensive technology and digital transformation strategies
  • Experience in project management and experience in managing large teams
  • Experience with concepts of digital ecosystem, data interoperability and shared platforms for online identification/authentication and online payments considered advantage
  • Experience with provision of recommendations and measures for the development of the transparent and efficient citizen-centred and gender responsive e-services
  • Knowledge of legal frameworks in relation to digital transformation of Montenegro considered advantage
  • Proficiency in data analysis and interpretation
  • Proven knowledge of the local context, experience on projects in Western Balkans will be considered as an advantage
  • Mandatory previous experience on advanced, complex technical projects.

For each of the field of expertise, knowledge of local language is mandatory.
