Background

UN Women, grounded in the vision of equality enshrined in the Charter of the United Nations, works for the elimination of discrimination against women and girls; the empowerment of women; and the achievement of equality between women and men as partners and beneficiaries of development, human rights, humanitarian action and peace and security.

UN Women, through the WPS Programme, provides support to the Government of Timor-Leste in implementing its commitments on promoting gender equality and women’s rights in line with international, regional and national normative and legal frameworks, including the Convention on the Elimination of All Forms of Discrimination against Women (CEDAW) and its Concluding Observation 2023, Beijing Platform for Action, UNSCR 1325, National Strategic Plan (2011-2030) and the NAP 1325.  In partnership with the Ministry of Interior, UN Women has been providing technical support to national security institutions and line ministries in the NAP 1325 structure in strengthening their capacities to plan, implement, finance, monitor and report their commitments in the NAP 1325 at both national and sub-national levels, in collaboration with the civil society organizations.

In the past decade, UN Women has been providing support to the Government of Timor-Leste and civil society organizations to promote gender mainstreaming in national security policies and reforms and advance women’s meaningful leadership in decision-making processes at all levels, towards accountable policy implementation, gender-responsive conflict prevention and peacebuilding, and to promote services that meet the security needs of women and girls in Timor-Leste. UN Women is working to promote the integration of women’s voices and concerns in peace and security policy formulation, implementation and monitoring, and promoting collaborative partnership and coalition-building among state, civil society and development partners for enhanced impact of conflict prevention, peacebuilding, and protection efforts across sectors.

In November 2022, the ASEAN agreed, in principle, to admit Timor-Leste as the 11th member of the ASEAN. A road map for the full membership of Timor-Leste in the ASEAN was adopted in May 2023. Timor-Leste demonstrates its full commitment in advancing regional WPS agenda and promoting the WPS localization in Timor-Leste. UN Women continues its support to Timor-Leste in preparing the accession to the ASEAN, and implementing the second NAP 1325 contributing to ASEAN’s Regional Plan of Action on WPS. In addition, UN Women works with the Government of Timor-Leste and the civil society to promote and strengthen regional and cross-sectoral exchange of experience, lessons learnt and good practices on WPS and humanitarian actions.

In this regard, UN Women Timor-Leste seeks to recruit a Programme Specialist (P2) to provide technical support in fostering gender equality in all aspects of governance, peace and security.

Reporting to Head of Office, the Programme Analyst contributes to the effective management of UN Women programmes in the Country Office by providing substantive inputs to programme design, formulation, implementation and evaluation.  The Programme Specialist guides and facilitates the delivery of UN Women programmes by monitoring results achieved during implementation and ensuring appropriate application of systems and procedures and develops enhancements if necessary.  The Programme Specialist works in close collaboration with the programme and operations team, UN Women HQ personnel, Government officials, multi and bi-lateral donors and civil society ensuring successful UN Women programme implementation under portfolio.

Duties and Responsibilities

1.  Contribute technically to the development of programme strategies in the area of Governance, Peace and Security

  • Provide substantive inputs to the design and formulation of programme/ project proposals and initiatives;
  • Identify areas for support and intervention related to the programme.

2.  Provide substantive technical support to the implementation and management of the Governance, Peace and Security programme

  • Provide technical inputs to the annual workplan and budget;
  • Lead the implementation of programme activities;
  • Lead the coordination of the call/request for proposals, including the organization of technical review committees, and capacity assessment of partners;
  • Review, coordinate and monitor the submission of implementing partner financial and narrative reports;
  • Train partners on Results Based Management and monitor implementation.

3.  Provide technical assistance and capacity development to project/programme partners

  • Coordinate and provide technical support in the implementation of programme activities; Develop technical knowledge products
  • Maintain relationships with national partners to support implementation and expansion of the Governance, Peace & Security programme;
  • Identify opportunities for capacity building of partners and facilitate technical/ programming support and trainings to partners, as needed.

4.  Provide technical inputs to the monitoring and reporting of the programme/ project

  • Monitor progress of implementation of activities and finances using results based management tools;
  • Draft reports on monitoring missions, programme results s, outputs and outcomes;
  • Provide substantive inputs to the preparation of donor and UN Women reports.

5.  Provide substantive technical inputs to the management of people and finances of the Governance, Peace and Security programme

  • Monitor budget implementation and make budget re-alignments/ revisions, as necessary;
  • Provide substantive inputs to financial reports;
  • Supervise Programme Associates, Assistant and consultants.

6.  Provide substantive inputs to building partnerships and resource mobilization strategies

  • Provide substantive inputs to resource mobilization strategies; analyze and maintain information and databases;
  • Prepare relevant documentation such as project summaries, conference papers, briefing notes, speeches, and donor profiles;
  • Participate in donor meetings and public information events, as delegated.

7.  Provide technical support to inter-agency coordination on Governance, Peace & Security to achieve coherence and alignment of UN Women programmes with other partners in the country

  • Provide substantive technical support to the Representative on inter-agency coordination related activities by drafting background reports and briefs.

8.  Provide substantive inputs to advocacy, knowledge building and communication efforts

  • Develop background documents, briefs and presentations related to Governance, Peace & Security;
  • Coordinate and organize advocacy campaigns, events, trainings, workshops and knowledge products;
  • Coordinate the development of knowledge management methodologies, and products on Governance, Peace and Security.

Required Skills and Experience

Education and certification:

  • Master’s degree or equivalent in social sciences, human rights, gender/women's studies, international development, or a related field is required
  • A first-level university degree in combination with two additional years of qualifying experience may be accepted in lieu of the advanced university degree.
  • A project/programme management certification would be an added advantage

Experience:

  • At least 2 years of progressively responsible work experience in development programme/project implementation, coordination, monitoring and evaluation, donor reporting and capacity building;
  • Experience in the Governance, Peace and Security is desirable;
  • Experience coordinating and liaising with government agencies and/or donors is desirable.
  • Knowledge of Timor-Leste context is desirable. 

Language Requirements:

  • Fluency in English is required;
  • Knowledge of Tetum is desirable.
  • Knowledge of the other UN official working language is desirable (French, Arabic, Chinese, Russian or Spanish).
