Background

UN Women, grounded in the vision of equality enshrined in the Charter of the United Nations, works for the elimination of discrimination against women and girls, the empowerment of women and the achievement of equality between women and men as partners and beneficiaries of development, human rights, humanitarian action and peace and security.

UN Women is mandated to lead and coordinate UN efforts to ensure commitments on gender equality and gender mainstreaming. It provided strong technical support to the government of the United Republic of Tanzania on the implementation of global norms and standards on gender equality and women’s empowerment through effective partnerships with national mechanisms including partnerships with civil society, development partners, media, private sector, and other key stakeholders.

The UN Women Country Office in Tanzania is implementing its Strategic Note for the period 2023 – 2027.  The Operations Unit is undergoing multiple recruitments to strengthen its capacity including Finance to strengthen oversight of financial services to Country Office, therefore there is a need to recruit a consultant to perform financial tasks.   The Finance consultant will support the provision of financial services for the Tanzania Country Office, which will collectively ensure that the office has sufficient support to smoothly deliver the CO results. Under the guidance and supervision of the Operations Manager, the Finance Associate Consultant will provide consulting services to the country office in finance to ensure high quality, accuracy, and consistency of country office delivery. The Consultant promotes a client-oriented approach consistent with UN Women rules and regulations. The Consultant works in close collaboration with the Operations and Programme Staff in the Country Office and with UN Women Regional Office and HQs staff to exchange information and always ensure consistent service delivery and compliance with UN Women rules and regulations.

The Consultant will work under the direct supervision of the Operations Manager. The consultant will liaise effectively with the country office buyers, operations assistant and finance associates in the implementation of the work.

Duties and Responsibilities

  • Carry out capacity assessments of finance function of Implementing Partners and their ability to meet financial reporting requirements.
  • Provide guidance to Implementing Partners on request for preparation of FACE forms in accordance with UN Women rules and procedures.
  • Support proper and timely processing of Implementing Partners advances to NGOs and Government partners, in accordance with UN Women policy.
  • Track outstanding advances and ensure prompt follow up of overdue liquidations.
  • Review of FACE forms received including, obtaining, and reviewing expenditure against source documents maintained by the Implementing Partners, raising any significant issues with the supervisor and project manager for resolution.
  • Follow up with audited partners to ensure they prepare follow up action plans to implement audit recommendations and correction of weaknesses and other issues identified by auditors.
  • Support Programme Officers in partner budget planning and review for input into FACE forms.
  • Any other urgent additional support required by the Representative in relation to finance as deemed necessary.

Required Skills and Experience

Required Qualifications, Experience, and skills:

  • Completion of secondary education required.
  • Bachelor’s degree in finance, Accounting or related field is an asset.
  • At least 7 years of progressively responsible experience in finance management
  • Experience in working in a computer environment using multiple office software packages.
  • Familiarity with the UN business processes and practices essential.
  • Prior relevant work experience with UN Women / UNDP is a plus.

 

Language:

Fluency in oral and written Swahili and English is required.
