Background

UN Women, grounded in the vision of equality enshrined in the Charter of the United Nations, works for the elimination of discrimination against women and girls; the empowerment of women; and the achievement of equality between women and men as partners and beneficiaries of development, human rights, humanitarian action and peace and security.

For 2024 and 2025, UN Women Cambodia Office focuses its programme actions on contributing toward the achievement of planned output results that are in line with United Nations Sustainable Development Cooperation Framework (UNSDCF) as well as global Strategic Plan outputs and outcomes of the UN Women. In doing so, the high level actions include the provision of support to the government, women organisations as well as gender advocate movements/networks to address gender inequality causes through the development of the fourth National Action to Prevent Violence Against Women (4th NAPVAW) and its monitoring framework, building national understanding of Women Peace Security, implementation of policies, tools and standard procedures for more gender-responsive actions in climate change and disaster risk reduction (DRR) and labour governance, the transformation of negative social norms via strengthening community-based women networks and movements and advocacy by using a normative framework such as CEDAW, Security Resolution 1325, Sandai and Beijing Declaration and Platform for Action.

The Empower project: Women for Climate-resilient Societies is a unique partnership between UN Women and UN Environment, supported by the Swedish International Development Cooperation Agency that aims to ensure that climate action and disaster risk reduction in Asia-Pacific respond to gender equality and human rights. From 2018 to 2022, EmPower phase I was implemented regionally across Asia and the Pacific, with national footprints in Bangladesh, Cambodia and Viet Nam. During the first phase of the project, a gender responsive Nationally Determined Contributions (NDCs) (2020) has been reviewed and updated through the leadership of the Government of Cambodia, with contributions from the project, a guideline to integrate gender in inclusive disaster management was developed and adopted by the National Committee for Disaster Management, the Gender and Climate Change Action Plan (2019-2023) have been developed and adopted for implementation, 108 Government officials were trained on integrating gender in their work on climate change and disaster management and 28 women-focused organizations and civil society organization are empowered to influence decision-making on climate change, renewable energy and disaster risk reduction.

EmPower phase II (2023-2027) aims to scale up for regional implementation and generate new regional commitments and national policies, financial mechanisms and tools, methodologies, evidence, and knowledge to further impact. The project will contribute to the overall Impact: “People in Asia-Pacific are less vulnerable to the impacts of climate change and experience greater gender equality and the full enjoyment of their rights, including equal access to a clean, healthy and sustainable environment.” EmPower aims to achieve the outcomes bellow:

  • Outcome 1: Asia-Pacific actors increase action on gender responsive climate change adaptation and mitigation.
  • Outcome 2: Women in all their diversity and other marginalized groups are represented as key environmental actors in climate and DRR decision-making
  • Outcome 3: Women and other marginalized groups in Asia-Pacific secure climate-resilient livelihoods

EmPower approach is to expand decision-making spaces, raise awareness and support the prevention and response to gender-based violence (GBV) in the context of climate change and disaster. This includes empowering women and girls through amplifying their voice and sharing their stories. EmPower seek to not only explore women experience as the passive victims of the climate change and disaster but as change agents and the leaders for climate change action and disaster management.

Reporting to National Programme Officer, the Programme Associate works with and provides support to the members of the Programme Team in the development and implementation of effective programmes consistent with result framework of the EmPower and mandates of the UN Women.  The Programme Associate contributes to financial management, including provision of analysis on spending plan, necessary operational, administrative and programmatic support. She/he works in close collaboration with the operations, programme and projects’ staff in the country program and regional staff as required for resolving complex finance-program related issues and exchange of information.

Duties and Responsibilities

1.  Provide advanced administrative and logistical support to the formulation and management of programmes:

  • Provide advanced administrative support and technical inputs in the preparation of programme work plans, budgets, and proposals on programme implementation arrangements;
  • Provide technical guidance to executing agencies on routine delivery and reporting of programme supported activities and finances;
  • Contribute to the development or update of standard operating procedures, guidelines, checklists, templates and business processes in programme and project management;
  • Review programme data from programmes/projects reporting and result tracking;
  • Identify sources, and gather and compile data and information for documents, guidelines, speeches and position papers;
  • Provide technical input to the programme workplan, budget and day-to-day implementation;
  • Coordinate the collection of information for the audit of programmes/ projects and support implementation of audit recommendations.

2.  Provide advanced administrative support to the financial management of the Programme Unit:

  • Create projects in Quantum system, prepare budget revisions, revise project awards and status; and determine unutilized funds and the operational and financial close of a project; 
  • Monitor budget preparation and the finances of programmes/projects; prepare periodic reports; finalize FACE forms; 
  • Review financial reports; prepare non-PO vouchers for development projects; 
  • Maintain internal expenditures control system; post transactions in Quantum system; 
  • Create requisitions in Quantum system for development projects; register good receipts in Quantum system; 
  • Process payment for consultants. 

3.  Provide advanced administrative support to the Programme Unit:

  • Oversee all logistical, administrative and financial arrangements for organization for meetings, workshops, events, and missions; 
  • Oversee travel arrangements for the Programme Team, including travel requisitions and claims;  
  • Prepare public information materials and briefing packets; 
  • Liaise with high level officials on administrative issues;  
  • Prepare and assemble briefing materials and prepare power-point and other presentations; contribute inputs to the materials; 
  • Provide guidance and training to Programme Assistants.

4.  Provide administrative support to Resource Mobilization:

  • Prepare cost-sharing and other agreements;
  • Organize, compile and process information from donors, and programme team, as inputs to various databases and documents. 

5. Facilitation of knowledge building and knowledge sharing:

  • Coordinate the organization of training, learning events, workshops, meetings and dialogue as part of the implementation of the project;
  • Coordinate and support project partners to sort out operations related issues, including training for responsible parties on financial reporting;
  • Maintain effective communication and good rapport with project beneficiaries, partners and stakeholder to enable efficient programme implementation;
  • Organize and co- facilitator and co-lead the workshop and events with orientation and consultation with project manager;
  • Support synthesis of lessons learnt and best practices related to programme management and finance;
  • Support the monitoring and knowledge management of the programme.

6.  The incumbent performs other duties within their functional profile as deemed necessary for the efficient functioning of the Office and the Organization.

Required Skills and Experience

Education and Certification:

  • Completion of secondary education is required.
  • Bachelor’s degree in Business or Public Administration is an asset. 

Experience:

  • At least 7 years of progressively responsible experience in administration or programme management/support; 
  • Experience in provide administrative and procurement support for programme implementation;
  • Experience in working in a computer environment using multiple office software packages;
  • Experience in the use of quantum is an asset;
  • Experience in supporting a team;
  • Experience in coordinating and working with government agencies and CSOs in Cambodia context.

Languages:

  • Fluency in English and Khmer is required. 
  • Knowledge of another official UN language is desirable (French, Arabic, Chinese, Russian or Spanish).
