Organizational Context 

UN Women, grounded in the vision of equality enshrined in the Charter of the United Nations, works for the elimination of discrimination against women and girls; the empowerment of women; and the achievement of equality between women and men as partners and beneficiaries of development, human rights, humanitarian action, peace and security. Across the globe, UN Women has a triple mandate of normative support, UN system coordination on gender equality and women’s empowerment, and operational.

In Indonesia, UN Women works with government, civil society organizations (CSOs), academia, the media, and the public and private sectors to address national priorities of gender equality and women’s empowerment. Placing the advancement of women’s rights at the centre of our work, UN Women Indonesia focuses on (1) Ending violence against women, (2) Promoting women’s human rights, (3) Women’s economic empowerment (4) Women contribute to and have greater influence in building sustainable peace.

As the specialized UN Agency on gender equality and the empowerment of women, UN Women in Indonesia is also working alongside other UN Agencies to ensure that commitments on gender equality and gender mainstreaming are translated into UN works and programmes to achieve Sustainable Development Goals across the country. UN Women programmes in Indonesia are guided by the Strategy Note 2021-2024, which is aligned with UN Sustainable Development Cooperation Framework (UNSDCF) signed between the Minister of National Planning and UN system in the country. 

In line with the Indonesia Country Office Strategic Note and Bi-annual Work Plan (BWP), the Governance thematic area of UN Women is responsible for providing technical support to government, and civil society organizations in the areas of gender responsive governance, women’s leadership and participation, gender statistics, gender responsive laws and policies, planning, and budgeting, women’s access to justice, and in strengthening of global normative frameworks as one of the Entity’s systemic outcomes to address the root causes of gender inequality. 
Reporting to G/WPS Programme Analyst, and the overall supervision of the Programme Manager for Governance, Peace, and Resilience (GPR), the Programme Analyst provides programme support to the effective management of UN Women programmes in Indonesia CO by contributing to the programme design, formulation, implementation and evaluation.  The Programme Analyst supports the delivery of UN Women programmes by analyzing results achieved during implementation and supporting appropriate application of systems and procedures. The Programme Analyst works in close collaboration with the programme and operations team, UN Women HQ staff, Regional Office of Asia and the Pacific, Government officials, Members of Parliament, multi and bi-lateral donors and civil society ensuring successful UN Women programme implementation under portfolio.      

Duties and Responsibilities

Key Functions and Accountabilities

Contribute technically to the development of programme strategies in the area of Governance

  • Provide technical inputs to the design and formulation of programme/ project proposals and initiatives related to Governance 
  • Coordinate and maintain cross-programme coordination with other UN Women programme teams to ensure alignment, collaboration, and mainstreaming of governance in the implementation of UN Women’s triple mandates. 

Provide technical support to the implementation and management of the Governance thematic area

  • Provide inputs to the annual workplan and budget as required;
  • Coordinate and monitor the implementation of programme activities;
  • Coordinate the call/request for proposals, including the organization of technical review committees, and capacity assessment of partners; 
  • Represent UN Women in relevant meetings, conferences, networking, and coordination events with key stakeholders.

Provide technical assistance and capacity development support to project/programme partners

  • Provide technical support to and technically oversee the implementation of programme activities with partners; 
  • Identify opportunities for capacity building of partners and coordinate and facilitate technical/ programming support and trainings to partners as needed.

 

Provide technical inputs to the monitoring and reporting of the programme/project

  • Monitor progress on programme activity, results and indicators; 
  • Monitor the implementation of proposals by responsible partners;
  • Provide inputs to quarterly reports, donor reports and other reports on outputs, results outputs and outcomes.

 

Contribute to building partnerships and resource mobilization strategies

  • Provide inputs to resource mobilization strategies; analyze and maintain information and databases; 
  • Provide inputs to relevant documentation such as project summaries, conference papers, briefing notes, speeches, and donor profiles. 
  • Support UN Women in building partnership and coordination on the thematic area of governance aligning with government, UN and Donor priorities. 
  • Coordinate and liaise with strategic partners including UN agencies, government institutions, members of parliament, civil society, and stakeholders at the national and local levels.

 

 

Provide inputs to advocacy, knowledge building and communication efforts

  • Provide technical inputs to background documents, briefs and presentations related to Governance thematic area;
  • Coordinate and support the organization of advocacy activities and campaigns events, trainings, workshops and knowledge products;
  • Provide inputs to the development of knowledge management products on.
  • Provide technical support on inter-agency coordination related activities by providing inputs to background reports and briefs on Governance thematic area to achieve coherence and alignment of UN Women Programmes with other UN Agencies and other development partners in Indonesia

Required Skills and Experience

Recruitment Qualifications

Education and certification:

  • Master’s degree or equivalent in social sciences, human rights, gender/women’s studies, international development, or a related field is required.
  • A first-level university degree in combination with 6  years of qualifying experience may be accepted in lieu of the advanced university degree.
  • A project/programme management certification (such as PMP®, PRINCE2®, or MSP®) would be an added advantage.

 

Experience:

  • At least 2 years (for Master Degree) and 6 years (for Bachelor degree) of relevant work experience in development programme/project implementation, coordination, monitoring and evaluation, donor reporting and capacity building is required.
  • Experience in the governance thematic area is desirable.
  • Experience coordinating and liaising with government agencies and/or donors is desirable.

 

Language Requirements:

  • Fluency in English and Bahasa Indonesia is required.
  • Knowledge of another official UN language is desirable (French, Arabic, Chinese, Russian or Spanish).
