Background

As part of the Regional Programme Document (2008-2013), the UNDP Regional Bureau for Africa (RBA) has developed a Regional Energy Project for Poverty Reduction, based in Dakar, Senegal. This project is also responsible for the implementation of the partnership between the UNDP and the Bill & Melinda Gates Foundation to develop the Multifunctional Platforms initiative (MFP).

Under the direction of the Regional MFP Coordinator (Gates Component), who oversees the Programme and, under the direct supervision of MFP Coordinator, the incumbent shall be responsible for the implementation of the project Knowledge Management and Communication activities and, the facilitation and monitoring of the partnerships with the Knowledge and Communication Networks for the effective implementation of the Gates Foundation contribution. She/he will be responsible for the project overall Knowledge and Communication Systems and its alignment with UNDP strategies.

Duties and Responsibilities

As to knowledge management, the incumbent shall:

  • Develop and implement a regional strategy for knowledge management and support the preparation and implementation of knowledge management (KM) national and regional actions;
  • Facilitate experience sharing of national thematic networks and in support to other regional energy project and the RSC experts and practices;
  • Support the organization and coordination of the network of country communication officers;
  • Organize internal/external data and documentation of the programme in a systematic manner;
  • Regularly disseminate relevant thematic information amongst the regional and national experts;
  • Strengthen collaborative work relationship between the Multifunctional Platforms (MFP) network, the Regional Economic Communities (RECs) and other key the African institutions (AU, NEPAD, AfDB), in particular within the context of Sustainable Energy for All (SE4ALL) initiative;
  • Develop a knowledge platform on the Sustainable Energy for All initiative, in conjunction with the Regional Africa Hub (hosted by the AfDB), regional institutions, national institutions, private sector and civil society organizations.

As to communication, the incumbent shall:

  • Develop a regional communication strategy and supervise relevant partners for its effective implementation (publications, media communication, etc.);
  • Support MFP national programmes in the definition and implementation of their communications strategy, aligned with the communication strategy at the regional level;
  • Regularly update the regional web portal and support countries in documenting their web pages;
  • Publish a periodic, regional newsletter (quarterly/six-monthly) on the activities of the project, the UNDP RBA overall actions in support to energy access in SSA;
  • Respond to requests for information from partners and the general public;
  • Provide Communication package in support to the project key events and conferences, as well as partner countries and institutions;
  • Support regional experts in designing and formatting communication and knowledge papers/documents;
  • Provide capacity support to RECs, countries and MFp programmes in populating and updating their specific web pages on the regional portal established by the regional project.

Impact of Results:

Knowledge management:

  • National and regional strategies formulated and implemented, linked with the UNDP RBA KM and communication requirement and quality standards;
  • In support of experts, thematic networks are established (monitoring-evaluation, economic development, training-capitalization, communication, technical and civil society);
  • A database of documentation available and disseminated to national MFP projects (especially through the MFP web site);
  • Regional and national experts are informed of relevant information and documentations, especially in relation to the Sustainable Energy for All initiative (SE4ALL)

Communication:

  • The regional programme and country programmes with coherent communication strategy on energy access and MFP concept;
  • The regional web portal on access to energy services is regularly updated and a periodic newsletter (weekly review, press release, quarterly newsletter) is published;
  • A catalog of the regional project’s publication is developed and updated on a regular basis;
  • Increased awareness on UNDP results, further strengthened through the regional project knowledge management and communication actions.

Required Skills and Experience

Education:

  • Masters or equivalent in development related area with experience in Knowledge management and communication, or postgraduate studies in communication with development related area and Knowledge management experience.

Experience:

  • Minimum of 5 years relevant experience in knowledge management and communication;
  • Knowledge and experience of the West African context, rural development issues, access to energy services issues and SE4ALL;
  • Practical experience in relation to Knowledge Management and UNDP/UN communication strategies;
  • Practical experience on policy advisory services and technical Backstopping in relation to multifunctional platforms in the West African context;
  • Proven capacity to analyze and synthesize;
  • Experience in capitalization is highly desirable;

Language requirements: 

  • Excellent written and spoken communication skills in both French and English.
