Background

Under the direct supervision of the Emergency Coordinator (EC), the Emergency Program Officer (EPO) is responsible for the planning, implementation, monitoring and evaluation of emergency preparedness and response initiatives within the UNFPA mandate in the Southern Sudan programme, with a particular focus on capacity-building for national institutions, organizations and structures. As such, this position will ensure that within its mandate, the UNFPA Southern Sudan office meets the organization's humanitarian programmatic and operational commitments defined within the Humanitarian Principles.  In this capacity, s/he will work closely with the UNFPA programmes, operations staff, Ministry of Health, and key partners at the central and state levels.

Duties and Responsibilities

  • Support the implementation of the UNFPA Southern Sudan emergency program at the Juba and state levels and ensure that results and targets concerning training, RH supply pre-positioning, state and national planning and preparedness are achieved. Areas of responsibility within the Emergency Program include; a) managing day to day aspects of internal organization of the office; b) maintenance of the emergency program’s information system and data collection; c) monitoring procurement, logistics and finance processes; d) capacity-building technical assistance and surge capacity for UNFPA staff, government and other partners; e) M&E; f) supporting EC in internal and external communication and coordination efforts;
  • Liaise with staff within UNFPA in programme sections, operations staff and key partners to facilitate timely and efficient implementation of quality emergency programming activities;
  • Assist the EmergencyCoordinator in the annual review and roll-out of the UNFPA Southern Sudan Preparedness Plan, program strategy and in the development and utilization of standardized tools (rapid assessment; supply/kit dissemination and tracking, essential population data, M&E plan, report templates etc) for use in emergency settings;
  • Help strengthen national emergency preparedness and response capacities by planning and facilitating trainings for key government and NGO counterparts. Provide post-training follow-up support and other forms of technical assistance to key partners and coordination bodies, particularly at the state level;
  • In close collaboration with the RH Program team and the Emergency Program Officer, facilitate the establishment of RH (coordination mechanisms at state level;
  • Monitor and report on the needs, priorities and scope of interventions in the area of emergencies for UNFPA Southern Sudan, including monitoring program activities and the implementation of the preparedness plan in line with UNFPA’s mandate;
  • Represent UNFPA Southern Sudan in government and non-governmental meetings related to emergency management and preparedness and response as required. Advocate for the rights of women, reproductive rights, and prevention and response to gender-based violence in emergency and humanitarian settings within these;
  • Perform any other duties as may be assigned by the Emergency Coordinator.

Required Skills and Experience

Education:

  • Master University degree in, public health, medical sciences, social sciences or other related field is required;
  • Those with a post-graduate qualification in a public health related field have an added advantage.

Experience:

  • Five years progressively responsible professional work experience in emergency and/or humanitarian programmes at national and/or international level;
  • Field experience in emergency programme planning, management or evaluation a distinct advantage. Relevant UN, government or international NGO experience an asset;
  • Experience planning and facilitating training and other capacity-building initiativesbut especially inMinimum Initial Services Package for RH, Emergency Obstetric Care and related areas.

Language:

  • Fluency in English is required;
  • Knowledge of Arabic is desirable.
