Background

The Environment, Energy and Climate Change (EECC) programme of UNDP aims to contribute to Iraq’s social reconciliation and rebuilding efforts by addressing the root causes, risks and mitigation measures associated with environmental degradation, climate change and disasters shocks. In so doing, UNDP strategy is to capacitate the relevant ministries, departments and the regional authorities to fulfil their legal obligations as well as policy and regulatory commitments to promote environmental sustainability and climate resilience in Iraq.

UNDP is providing targeted support to the communities and local authorities to promote sustainable development through a range activities including raising environmental awareness, disaster preparedness and early warning systems and providing support to the institutional efforts to improve Iraq’s response to natural disaster and climate change through establishment of disaster risk reduction mechanisms including early warning and emergency preparedness.

Duties and Responsibilities

Under the direct supervision of the UNDP DRR Specialist,  the UN Youth Volunteer  will undertake the following tasks:

  • Be responsible for collection, compilation and analysis of information on climate change and environmental threats, pollution and ecological stresses and contribute in preparing analytical briefs on issues relating to environmental management in KR-I.
  • Support implementation of the projects under EECC through facilitating operational issues including HR, Procurement and Finance.
  • Support in mobilizing actions for partnership-building with the regional government, Governorates, municipalities and local communities in KRG for capacity building on sustainable environmental management and climate change adaptation and mitigation;
  • Organize meetings with the partners, stakeholders and vulnerable communities and facilitate the discussion through translation, documentation and preparing meeting minutes, in English,  and Kurdish;
  • Facilitate the process of documenting lessons learned and good practices and dissemination through various knowledge networks;
  • Assist in the development of guidelines to implement the required knowledge management in sustainable environmental in KRG;
  • Any other related activities as assigned by supervisor towards achieving the planned results.

Furthermore, UN Youth Volunteers are required to:

  • Strengthen their knowledge and understanding of the concept of volunteerism by reading relevant UNV and external publications and take active part in UNV activities (for instance in events that mark International Volunteer Day);
  • Be acquainted with and build on traditional and/or local forms of volunteerism in the host country;
  • Reflect on the type and quality of voluntary action that they are undertaking, including participation in ongoing reflection activities;
  • Contribute articles/write-ups on field experiences and submit them for UNV publications/websites, newsletters, press releases, etc.;
  • Assist with the UNV Buddy Programme for newly-arrived UN Youth Volunteers;
  • Promote or advise local groups in the use of online volunteering, or encourage relevant local individuals and organizations to use the UNV Online Volunteering service whenever technically possible.

Competencies

Learning and development are a central part of the UN Youth Volunteer’s assignment and take place before, during and after his or her assignment in the field. Ideally, offering diverse opportunities for learning and development aim to strengthen the volunteer’s skills and competences, improve the quality of the assignment and keep the volunteer’s motivation high.

Learning elements for the UN Youth Volunteer include the development of:

  • Professional skills: including specific competencies and reflection on assignment-related abilities; and on-the-job skills such as time management, problem solving, team building; and career preparedness such as interview skills, CV preparation, job searching.
  • Inter-personal skills: including communication and listening skills; multi-cultural awareness and cultural competency; and conflict and stress management.
  • Volunteering-related skills:  including leadership; civic responsibility; and engagement and active participation.

Beyond the learning opportunities provided by UNV, UNDP Iraq will support knowledge and capacity development in the technical areas that are relevant to the UN Youth Volunteer’s assignment. UNDP will provide, at its expense, UN Youth Volunteers with equal opportunity to participate in training courses and workshops offered to its  personnel. 

Required Skills and Experience

Qualifications, skills, experience:

  • The incumbent must be a dynamic, multi-functional person, who supports UNDP/UNV Iraq with professionalism, dedication and client orientation. The following qualifications are required:
  • University degree in Business Administration, Geography, Social Science, Environment, Disaster Management or related;
  • Job experience: recent university graduates with strong leadership skills and community involvement are encouraged to apply;
  • Experience in workshop delivery;
  • Previous experience in voluntary service;
  • Experience in working with volunteers or civil society organizations an asset, as well as experience of another culture (i.e. studies, volunteer work, internship);
  • Excellent knowledge of environmental management and climate vulnerability/challenges in KRG;
  • Excellent knowledge of Kurdish, Arabic and English;
  • Required competencies include Judgments and Decision Making, Analytical Thinking, Development understanding, Negotiation and Conflict Resolution, Political Awareness;
  • Computer literate; proficiency in MS Office applications (Word, Excel, Powerpoint, etc.).
  • Sound security awareness;
  • Flexible and open to learning and new experiences;
  • Respect for diversity and adaptability to other cultures, environments and living conditions;
  • Motivated to contribute towards peace and development and to serve others;
  • Have affinity with or interest in humanitarian relief, post-conflict situations, volunteerism as a mechanism for durable development, and the UN system.

Note:

UN Youth Volunteers must be between 22 and 29 years for the whole duration of their assignment;
This position will be subject to approval by the Erbil Governor/Deputy Governor (counterpart/head of steering committee) and Minister of Planning (funder of the project);

Conditions of Service

A 12-month contract. Monthly volunteer living allowance (VLA) intended to cover housing, basic needs and utilities, equivalent to US$ 1,031 (VLA rates are periodically reviewed). Life, health, and permanent disability insurance; resettlement allowance for satisfactory service. In addition to specialized trainings for all the UN Youth Volunteers in this programme, the incumbent will have access to US$ 500 per year to undertake additional trainings.
