Background

AMICAALL Tanzania operates in United Republic of Tanzania (URT), in 24 cities and municipalities and 10 new members (district/ town councils). The headquarters is in Dar es Salaam city and its office is at the City Council of Dar es Salaam one of the founder member.

The UNV with Programme Officer position will be working at the head office.

Key strategies and activities of AMICAALL include the following:

  •  Advocacy for legislation aimed at enhancing an effective HIV response at all levels of city, Municipality as well as ensuring accountability for its implementation and to ensure that all advocacy activities are human rights and gender responsive;
  • Ensure involvement of  key population (CSW, MSM, IDUs) in HIV prevention interventions, sexual and gender based violence reduction;
  • Promotion of right  based and gender responsive approach in HIV campaigns and  programming by high level  leaders, key stakeholders  and partners to address  stigma, denial and discrimination at all levels and sectors of society;
  • Build technical capacity of Councils, CSOs and Private sectors to implement work place programmes as well as Community interventions;
  • Strengthen lower level structures (multisecoral AIDS Committees) for planning and coordination of the multi sectoral HIV and AIDS response at the local level;
  • Forge sustainable partnerships and collaboration at national, regional and International levels to promote HIV and AIDS response in cities and municipal councils;
  • Support effective Monitoring and Evaluation to track progress towards attainment of the desired results and impact on Multi sectoral  HIV and AIDS initiatives;
  • Build strength, creativity and determination of City/Municipality/ Communities to find their own solutions to reduce their vulnerability to HIV and AIDS;
  • Strengthening of AMICAALL secretariat by providing the necessary and appropriate financial, human and physical resources for the implementation of the strategic plan through combined, coordinated and sustained efforts;
  •  Host Agency: UNAIDS (based at AMICAALL).

Organizational Context:    

The UNV Programme Officer will be interacting regularly with the following key strategic partners/ organizations:

  • TACAIDS, the overall Coordination body for HIV and AIDS Multisectoral responses in the country with Vision of “to have a society in which our children can grow up free from the threat of HIV/AIDS” and mission statement of “to provide strategic leadership and to coordinate the implementation of a national multi-sectoral response to HIV/AIDS leading to the reduction of further infections associated diseases and the adverse soci-economic effect of the epidemics”.
  • Ministry of Regional Administration and Local Government, this ministry has a Vision of an influential institution in facilitating provision of quality services in Regional Secretariat (RSs) and Local Government Authorities (LGAs) with Mission of to “create an enabling environment by formulating and overseeing the implementation of decentralisation by devolution (D-by-D), rural and urban development policies, legislations, guidelines and standards in order to facilitate RSs and LGAs to provide quality services to the community”.
  • Members of AMICAALL (cities, municipal councils, towns and district councils-lead by Mayors and Council Chairpersons) are hosted in this ministry.
  • Other important LGA coordination bodieswith partnerships MoU with AMICAALL;
  • ALAT is an autonomous membership based organized which brings together and unifies all the urban and district councils in Tanzania Mainland. ALAT roles include fostering and promoting smooth Local Government Development in Tanzania, and representing Local Authorities views at national and international fora. In discharging its mandate ALAT interface with the Government, the Parliament and regional government structures. ALAT has a members strength of all 178 urban (City, Municipality, Town) and District Councils;
  • Tanzania Cities Network (TACINE) is a Non-Governmental Organization which aims at documenting and analyzing data on the situation in Tanzania’s cities development challenges which provide bases for policies and strategies at both National and City level across the government spheres.

Description of tasks:

Under the direct supervision of the AMICAALL Programme Director who is an overall manager of the Programme (or in his/her absence of the AMICAALL Chairperson),the UNV Programme Officer will undertake the following tasks:

Overall responsibility

Overall responsibility is to co-ordinate HIV activities of the members (cities and municipal council) including those of the affiliated networks, and to support the implementation of the ALLIANCE Strategic Plan.

Duties and Responsibilities

Detailed Responsibilities of AMICAALL Programme Officer:

  • Support the development of new ALLIANCE strategic action plan for 2016-2020 with a focus on 2016/2017;
  • Support implementation of ALLIANCE strategic action plan, provide guidance, monitoring and follow up support to Councils teams and relevant stakeholders;
  • Participate actively in the mobilization and allocation of funds according to ALLIANCE Strategic Plan;
  • Provide technical support to Councils on HIV and AIDS related issues according to demands;
  • Guide Councils in preparation and conducting of advocacy meetings ,and identification of useful IEC materials;
  • Identify councils with best practices of multi-sectoral and effective responses and circularize it as necessary;
  • Act as main liaison officer with the TACAIDS Regional Coordinators, Council HIV/AIDS Coordinators, District AIDS Coordinators, Council Multisectoral AIDS Committees, ALAT, TACINE, potential development partners and CSOs and HIV and AIDS related networks;
  • Report regularly to ALLIANCE Executive Committee on progress and challenges in implementing the ALLIANCE action plan;
  • Organize regularly AMICAALL statutory meetings and act as the secretary of the Executive Committee and general meetings.

Required Skills and Experience

Education:

  • Degree in development studies,  community development, other  social sciences or  public health;
  • Strong computer proficiency (Word, Excel, Internet, Power point etc.).

Experience:

  • Extensive experience of not less than 3 years work in HIV and AIDS programing;
  • Experience in program/ project monitoring and evaluation, in writing reports and evidence basedproposals;
  • Experience in managing and dealing with a large team (30councils);
  • Experience in building capacities, in designing, conducting and facilitating trainings, i.e. workshops, seminars;
  • Good uunderstanding of the Local Government Authorities  (LGAs)  structures and  system;
  • Ability to work well and cooperate with AMICAALL Leadership, stakeholders, development partners, Regional and City  and Municipal councilkey staff;
  • Strong computer proficiency (Word, Excel, Internet, Power point etc.);
  • Self-motivated and able to work well under minimal supervision or without direct supervision;
  • Productive, punctual and strong work ethic;
  • Ability to work well with limited resources in a sometimes challenging environment.

Language:

  • Written and oral fluency in Swahili andEnglish, and strong ability to translate between English and Kiswahili.
