Background

UNDP Guinea-Bissau is starting the implementation of the new Country Program Document in 2016 (CPD 2016-2020), which was approved by the Board in September 2015, which aims to contribute to the national priorities and to the UN Partnership Framework in Guinea-Bissau.

In order to achieve the planned results, the CPD refers that UNDP will develop a partnership and resource mobilization strategy to take advantage of opportunities created by the Round Table for Guinea-Bissau. UNDP is the leading government partner on environment and climate change, and the strategy will focus on supporting the Government in developing sound project proposals and providing guidance on how to access funds from GEF and the Green Climate Fund. It will rely on a sound communication strategy focused on demonstrating achieved results and UNDP comparative advantages.

In order do better strategize and capitalize on existing funding opportunities, UNDP intends to design a partnership and resources mobilization strategy that takes into account the challenges posed by the international aid development environment, country context and the existing opportunities. The strategy will be followed by an Action Plan for its implementation, that define clear actions to be taken, feasible targets and indicators for its monitoring. This strategy must also explore new aid modalities and actors and outline a systematic and strategic approach to leveraging existing and new partnerships as well as recommend how to diversify the resource base for UNDP activities in the country. It is to note that communications for resource mobilization are closely linked and should be informed by the UNDP External Communications Plan which reorients communications towards resource mobilization.

To this end, UNDP Guinea Bissau seeks a qualified international consultant to develop a partnership and resource mobilisation strategy with a proposed action plan responsive to UNDP’s strategic vision, objectives and results-orientation.

Duties and Responsibilities

The objective of the assignment is to provide the country office with sound, feasible and forward-looking strategy and action plan that guides mobilization of resources and partnerships that enables the achievement of its financial and partnerships targets defined for the successful implementation of the CPD 2016-2020.

The expected result of the consultant work is expected to be:

  • Diagnosis report on the potential/opportunities for UNDP Guinea Bissau resources mobilization based on the current and future trends of aid to the country, UNDP positioning as partner of choice both for donors and Government and the capacity to deliver with efficiency;
  • A comprehensive Partnership and Resources Mobilization Strategy that includes the findings of the diagnosis report, with clear objectives, targets, implementation and monitoring arrangements;
  • An annex that maps global and local donors interest (including non-traditional donors), priorities, funding windows and points to clear actions that should be taken to mobilise funds and develop/maintain relationships with these donors;
  • An annex with the SWOT analysis;
  • A time-bound Action Plan for Resources Mobilization that includes expected results, activities,  roles and responsibilities, budget, monitoring indicators and targets;

In order to achieve this results, the consultant is expected to:

  • Review documents and consult with UNDP senior management and identified staff members to better understand the vision, mission and focus areas of UNDP’s development areas in Guinea Bissau;
  • Review the CPD results and resources framework including the resource mobilization table to better understand how much is needed and for what result area;
  • Gather and analyse data on aid flow trends to Guinea-Bissau in the last 5 years;
  • Map the current active donors in Guinea-Bissau including the current and projected volume of aid, thematic areas of intervention and funding modalities;
  • Collect and analyse data on UNDP Country Office donor resources flow in the past 5 years, thematic areas and level of execution (absorption capacity);
  • Assess the importance and potential of vertical and core funding sources within UNDP;
  • Assess the level of donors views on past, current or potential partnership with UNDP Guinea-Bissau, including their views on UNDP capacity and efficiency to deliver results as well as areas for improvement;
  • Conduct a comprehensive analysis of potential global and local donors to map the feasibility of securing multi-year and thematic funding. Map donor’s strategic areas of interest, funds available, grantees, funding windows, requirements and guidelines and interest in funding key UNDP CPD result areas. Along these lines, also explore opportunities for partnerships (and mobilising and leveraging resources) from emerging donors- the BRIC countries and private sector (foundations)
  • Conduct a SWOT (strengths-weaknesses-opportunities-threat) analysis in line with the mapping of donors
  • Assess Government views on UNDP Guinea Bissau as a partner of choice, including views on where UNDP has comparative advantages as Government partner;
  • Take into account the role of communications for resources mobilisation and make suggestions on how to strengthen this linkage;
  • Organize a workshop to present the Resources Mobilization Strategy advanced draft to development partners, including donors, the government and civil society organizations to gather inputs and get their engagement.

Required Skills and Experience

Academic Qualifications:

  • Master’s degree or its equivalent in Economics, Management, Development Studies, International Relations, Law or other related areas.

Experience:

  • Minimum of 10 years of national/international professional experience in the development sector, preferably in fundraising, resources mobilization, communication, partnership building or development aid management/coordination;
  • Experience of UN system and donor assistance is an asset;
  • Experience in providing advisory services for partnership and resource mobilization strategies design is required;
  • Work experience from a developing country highly desirable;
  • Experience in the use of computers and office software packages as well as web based management systems;
  • Excellent writing, research, analysis and presentation skills.

Language requirement:

  • Excellent knowledge of English and French is required;
  • Portuguese knowledge can be an advantage but not requirement.

Required documents:

Interested individual consultants must submit the following documents/information to demonstrate their qualifications:

  • Proposal:
  • Explaining why they are the most suitable for the work;
  • Provide a brief methodology on how they will approach and conduct the work (if applicable);
  • Financial proposal;
  • Personal CV including past experience in similar projects and at least 3 references.

Lump sum contracts:

The financial proposal shall specify a total lump sum amount, and payment terms around specific and measurable (qualitative and quantitative) deliverables (i.e. whether payments fall in installments or upon completion of the entire contract). Payments are based upon output, i.e. upon delivery of the services specified in the TOR.  In order to assist the requesting unit in the comparison of financial proposals, the financial proposal will include a breakdown of this lump sum amount (including travel, per diems, and number of anticipated working days).

Travel:

All envisaged travel costs must be included in the financial proposal. This includes all travel to join duty station/repatriation travel.  In general, UNDP should not accept travel costs exceeding those of an economy class ticket. Should the IC wish to travel on a higher class he/she should do so using their own resources.

In the case of unforeseeable travel, payment of travel costs including tickets, lodging and terminal expenses should be agreed upon, between the respective business unit and Individual Consultant, prior to travel and will be reimbursed.

  • When using this weighted scoring method, the award of the contract should be made to the individual consultant whose offer has been evaluated and determined as:
  • Responsive/compliant/acceptable; and
  • Having received the highest score out of a pre-determined set of weighted technical and financial criteria specific to the solicitation.
  • Technical Criteria weight; [60%];
  • Financial Criteria weight; [40%];
  • Only candidates obtaining a minimum of XXX point would be considered for the Financial Evaluation.

Evaluation Criteria:

  • Criteria A: Education background - 10pts;
  • Criteria B: Experience as defined in the ToRs - 15pts;
  • Criteria C: Competences as defined in the ToRs - 10pts;
  • Criteria D: Understanding of the ToRs - 15pts;
  • Criteria E: Methodology and overall approach - 30pts;
  • Criteria F: Overall quality of the proposal - 20pts.
