Background

The Ministry of Finance and Economic Cooperation (MOFEC), Ethiopia is mandated to manage all public finance and particularly mobilizes and manages climate finance to the CRGE Sectors.  Thus, the Ministry has established national climate finance mechanism, the CRGE Facility to mobilize access, combine and blend financial resources from public, private, domestic and international sources that help to achieve the CRGE vision. The CRGE Facility helps Ethiopia access different forms of climate finances from various sources currently and potentially available and committed to support carbon constrained development strategy of the country. Hence, the facility has been playing a significant role in mobilizing and allocating finances in accordance with the prioritized needs defined by the CRGE strategy.

The CRGE Facility has started receiving financial support from development partners and it is high-time to further strengthen the secretariat with relevant manpower in the area of monitoring and evaluation. This TOR is to hire a Monitoring and Evaluation Specialist who, together with other CRGE Facility team members of MoFEC, will provide the necessary technical advice and expertise required to enable the Facility to fulfill its mandates.

Duties and Responsibilities

  1. Analytical and Technical support
  • Lead on the development process of Monitoring and Evaluation  System in collaboration with the key partners/stakeholders; development partners, CSOs, Think-tanks and CRGE Facility team that will be used as guide by the line ministries in the planning and implementation process of CRGE Facility financed projects and programmes;
  • Support the line ministries on the integration of the CRGE into the national and regional development agenda (GTP) for the effective implementation and achievement of better results;
  • Maintaining and managing the CRGE Facility M&E System with well-defined results, milestones and targets for the implementation of CRGE Facility financed programs and projects;
  • Coordinate periodic and ad-hoc result based monitoring and supervision missions to projects and programs financed by the CRGE Facility, based on approved indicators;
  • Coordinate the terminal evaluation of projects and programs financed by the CRGE Facility by an independent evaluators;
  • Ensure that the terms and conditions for financing and the associated modes of operations of the facility are adhered to;
  • Lead on and ensure the preparation of quarterly, annual and end of programme of the CRGE Facility portfolio reports and submission to contributors and other relevant stakeholders, with a special view to capturing lessons learned and best practices for improving the performance of the Facility portfolio;
  • Undertake follow up monitoring to ensure that M&E mission feedbacks are implemented according to an agreed upon action plan subsequently.
  • Engage with CRGE sectors to ensure that the M&E system and relevant indicators and tools included are fully understood through capacity building trainings at different levels;
  • Provides guidance and support on CRGE Facility M&E system requirements (including results based reporting)
  • Coordinate a Mission Performance Monitoring Plan including assessing the validity of the information and indicators that contribute to plan objectives
  • Develops the M&E plans for the Facility and lead on spot-checks of projects / programmes, as requested by the CRGE Facility Management Committee
  • Disseminates findings to and follow upon by the IEs and EEs 
  • Organizing and lead on mid-term and impact evaluations of Facility financed programmes
  • Assisting management and CRGE Sector ministries in developing program, project and  overall monitoring framework
  • Identifying key issues, lessons learned and best practices in the Facility Financed  programmes and projects
  • Work as a Point of Contact for Monitoring and Evaluation of the Facility and provide guidance to technical teams on issues related to monitoring and evaluation

2. Operations , Management and Implementation

  • Identify challenges, opportunities, priorities and needs for the effective development and implementation of the Facility’s financed portfolios and subsequent implementation at all levels.
  • In collaboration with the CRGE Facility Secretariat team, make sure that implementation of the Facility financed projects through the IEs and EEs  are in line with the agreed upon standards or indicators and  principles;
  • Supervise the investment programmes, review and assess products/services provided by consultants and experts counterparts and notify/advise the head of the secretariat on quality, and recommend appropriate actions to be taken for improvement in light of the Facility M&E log-frame and indicators;
  • Advice on administrative measures and actions required for ensuring the Facility’s recommendations on the M&E findings at all levels;
  • Analyze achievement of developments results and indicators, provide technical and substantive support in setting targets for the realization of the goal of building a climate resilient green economy;
  • Check with contracts, memoranda of understanding and/or other necessary agreements required for the disbursement of funds for approved actions against the set standards CRGE M&E log-frame indicators;
  • Prepare quarterly and annual reports to be submitted to contributors and other stakeholders with a special view to capturing lessons learned and best practices for improving the performance of the Facility portfolio;
  • Lead on regular and ad-hoc monitoring of the Facility Financed project activities the agreed upon log-frame (results and indicators).

3. Capacity Building

  • Provide support and direct technical assistance to sectors and regions to develop M&E systems for their  climate smart strategies and plans;
  • Provide technical support to sectors in MRV and result based monitoring and evaluation;
  • Lead on and provide on the series of capacity building training programmes on Programme & Projects design and management, RBM application in the context of the CRGE strategy, CRGE Facility M&E system;
  • Support the line ministries on the integration process of the CRGE into the national and regional development agenda (GTP) for the effective implementation and better achievement of results;

  • Knowledge and involvement in Multilateral Environmental Conventions negotiations and implementation, in particular the UNFCCC and the Kyoto Protocol as well as the New-market and Non-market based mechanisms, which are under negotiation

Required Skills and Experience

Education:

  • Master's degree or equivalent in social Science, Resource/Environmental Economics, Natural Resources Management or relevant scientific discipline is required. Advanced university degree in other field in combination with additional years of qualifying experience may be accepted.

Experience:

  • A minimum of 8 years of extensive working experience in Managing, coordinating development programmes preferably the multi/bi-lateral programmes at national and regional levels;
  • Track record of successfully working with governments on climate change particularly the CRGE and sustainable development agenda is preferable.
  • Proven experience and knowledge in M&E, Development Effectiveness and cooperation, Climate Change Finance, gender equality and its related issues is an asset and knowledge of government and development partners working procedures;
  • Excellent analytical and writing skills
  • Excellent organizational and communication skills
  • Work experience in an international organization is an advantage
  • Extensive knowledge of UNDP’s policies, procedures and practice is an asset
  • Ability to work as a part of a team, sharing information and coordinating efforts within the team
  • Full computer literacy in internet searching and Microsoft Office programs i.e. MS-Word, MS-Excel and MS-Power Point

Language requirements:

  • Fluency in English and the national language of the duty station.
