Background

The conflict in Eastern Ukraine has been ongoing for more than one year, making the humanitarian situation increasingly complex. In spite of Minsk agreement on 26th August 2015, both sides have been shelling on each other especially along the contact line and there is not the serious risk of it becoming a frozen conflict. According to OCHA and WASH cluster, approximately 3.1 million people are in need including IDPs and people on both sides of contact line in Donetsk and Luhansk. More than 700,000 people along contact line and 2.1 million in NGCA of Donetsk and Luhansk have limited and interrupted access to safe water for drinking, cooking and hygiene.

Under close supervision and technical guidance, collects information, maintains records and prepares documentation and correspondence pertaining to programme activities.

Duties and Responsibilities

1. Provides programme and administrative assistance to programme officers in support of the related component through organizing data and information, controls plans for the monitoring of projects/programme implementation, following up on pending matters, taking appropriate action on routine matters. Initiates and/or follows up on matters for assigned projects/programmes in the absence of the supervisors; identifies and refers items requiring attention/decision by another professional in the absence of a responsible officer;

2. Assists the programme officers to maintain continuous and effective liaison with governmental and nongovernmental organizations for coordination of programme issues and activities. Advises counterparts on legislative rules and procedures. Makes arrangements for visits to project sites for the government and other partners, and provides information and briefing on project activities and status. Trains counterparts in the elaboration of cash/supply assistance requests and financial/technical reporting;

3. Performs in accordance with ToA: drafts in Vision all types of requisitions and payment requests in line with project inputs, ensuring the correct coding, etc. Summarizes information reflecting current obligations and future programme and/or budgetary implications. Makes recommendations to supervisors concerning projects adjustments, ensures that activities are in line with plans of action;

4. Maintains programme files and archives, prepares drafts of the requested by programme officers’ reports, information, proposals, ensures the tracking of the documents, timely responses to the requests, letters, inquiries, etc. Performs other related duties as assigned to support the programme implementation;

5. May be required to carry out specific operational/control tasks for programme/project implementation;

6. Performs other duties, as required.

Required Skills and Experience

EDUCATION

Completion of Secondary Education

WORK EXPERIENCE

Five (5) years of progressively responsible secretarial or administrative work, of which at least one year is closely related to support of programme activities. Experience in international organizations / United Nations will be an asset.

LANGUAGE PROFICIENCY

Working knowledge of English, Russian and Ukrainian
