Background

In 2012, after a long and troubled transition, a new political dispensation was found in Somalia, with the adoption of the Provisional Constitution, the selection of a new parliament, the election of a president and formation of a new government. The Federal Government and the newly emerging Federal Member States, Puntland and Somaliland face enormous challenges as it sets out to strengthen its public sector institutions in order to fulfill its mandate and deliver services to the Somali people. The long civil war and looting destroyed physical infrastructure, equipment and the institutional memory of most government agencies and ministries. There is a lack of clarity on the mandate and functions across Federal Government institutions and between the federal and subnational levels of government. Clear institutional mandates and policy frameworks are mostly absent and lead to competing and overlapping functions. Staff capacity is low across the whole spectrum of government institutions with limited mechanisms to identify and redress these capacity gaps.

The UNDP implements a series of projects ranging from community support to civil service management, to federal, state and district level planning to economic development and environmental affairs. The implementation of these projects is partially taken forward through expert consultancy services, where these experts are expected to work with the national partners, most often in the partner premises.

UNDP is looking to conclude a Long Term Agreement with a company that would be in the position to source and recruit suitably qualified Consultants (both national and international) for the specific positions, logistical support services (including transportation and accommodation) and, provide duty of care for these Consultants while they are operational within all regions of Somalia.

Duties and Responsibilities

Objectives of the assignment:

The objective of the assignment is to develop the Scope of Work and evaluation criteria for the UNDP tender process which will include an initial Expression of Interest and pre-qualification exercise for the above mentioned Long Term Agreement; actively participate in responding to offeror’s requests for clarifications and lead the prequalification and eventual evaluation of proposals.

The scope of work:

  • Undertake a rapid needs assessment for the variety of skills and expertise required for consultancy services that UNDP requires to implement the projects;
  • Review the specific duty of care requirements including, but not limited to, accommodation, transportation, insurance etc. in the different regions and localities in Somalia;
  • Develop criteria for a (a) pre-qualification exercise and (b) Scope of Work (RFP) for the solicitation process to identify one or more companies that would be able to;
  • provide quality consultancy services from both national and international experts;
  • Logistical support services;
  • Provide full duty of care services for the Consultants under their contractual arrangements for deployment within UNDP requested areas of support.

Assist UNDP during the tendering process with:

  • Responding to queries that may arise during the tender process and during the review by UNDP’s Advisory Committee on Procurement;
  • Lead the Technical Evaluation Team to evaluate the companies expressing their interest and the eventual proposals of offerors;
  • Assist UNDP in developing the Long Term Agreement.

Required Skills and Experience

Academic Qualifications:

  • Master or Bachelor degree in public sector management, business management, procurement or similarly relevant degree;

Years of experience:

  • Master degree with a minimum of 10 years of relevant experience;
  • Bachelor degree with minimum of 15 years of relevant experience.

Specific areas of expertise:

  • Procurement procedures for consultancy services, with demonstrated experience in developing full solicitation documents, and demonstrated experience with tender evaluations as member or chair of evaluation panels;
  • Excellent understanding of UNDP procedural environment, especially related to human resource management, consulting, duty of care, fragile/conflict countries.
