Common Services Radio Operator in Gaziantep

The United Nations System in Gaziantep seeks a candidate (Turkish national only) for the position of the Common Services Radio Operator, responsible for supporting the United Nations Emergency Communications System, UN Missions tracking and all voice and data communications associated with the implementation of safety and security regulations and procedures for UN personnel in Gaziantep and Eastern, South-eastern and Mediterranean (ESEM) regions. The incumbent will also be responsible for assisting in provision of the administrative services.

Under the overall guidance and supervision of the Security Advisor/Field Security Coordination Officer, the Common Service Radio Operator monitors and supports the Emergency Communication System, UN Mission tracking and all voice and data communications associated with implementation of the safety and security regulations and procedures for UN personnel in Gaziantep, East, South, 10km border belt and Mersin province. The incumbent also assists in provision of the administrative services.

 

Common Service Radio Operator is responsible for reporting and communicating with the agencies located in the region. Common Services Radio Operators operate on shift basis.

Duties and Responsibilities

Communication System Support

 

  • Supports radio communications between the United Nations agencies, ensuring Emergency Communication System in the region is functional at all times.

 

  • Performs daily/weekly HF and UHF radio checks with UN agencies located in the region.

 

  • Responsible for voice and data traffic to and from the Radio Room.

 

  • Monitors HF and UHF radio communications and keep track of UN staff and vehicle movements.

 

  • Provides support to users of practical radio equipment operating guidance before and during missions to increase communications effectiveness.

 

  • Maintains a radio log, checks all radio UHF repeater bases and HF bases, and registers all mobile radio network coverage in the field.

 

  • Manages movement control. Maintains necessary details on itineraries and location of all UN staff travelling on mission.

 

  • Ensures that the ECS in the region is compliant with Country Minimum Operating Security Standards (CMOSS) with respect to telecommunication, radio equipment and satellite phones.

 

  • Maintains and updates radio call-signs, contact details and other related security information and works in collaboration with the Common Service Radio Room in Ankara.

 

  • Assists with and provides technical guidance on maintenance and repair of communications equipment in the region.

 

Information Management Services

 

  • Informs UNDSS immediately of any incident/accident received via the communication network and accurately identifies exact location/grid references of all incident/accidents.

 

  • Monitoring and recording media news.

 

  • Ensures GPS coordinates of all UN premises and staff residence addresses are up-to-date.

 

  • Maintains and monitors the Geographical Information System.

 

Administrative Support Services

  • Performs other additional duties as assigned by the UNDSS.

Impact of Results

The key results have a direct impact on the timely and effective implementation of UN security support at the Regional level through the efficient communication of information and instructions, particularly during emergencies. 

 

  • The functions and associated key results ensure UN Security Management System policy compliance and support operational capacities in all programme areas in the region.

Required Skills and Experience

 

Education

 

An undergraduate degree is desirable

 

 

Experience

 

Minimum 24 months of relevant experience in radio communications, access control systems and general office logistics and administration. Expertise in current computer systems and office software packages (MS Word, Excel and Power-point), and graphic information systems. Experience in handling web-based management systems. Experience of security related matters is desirable. An Amateur Radio Operators License recognised by the Government of Turkey is also desirable.

 

 

Language Requirements

 

Fluency in English and Turkish, both written and oral is a minimum requirement.
