Background

In hierarchy of United Nations Office in Geneva, position is located in Information and Telecommunication Services Service, Service Delivery Section, Infrastructure and Projects Unit. Mandated to provide ICTS services to Geneva based UN entities.

Under the guidance of the Chief, Infrastructure and Projects Unit and direct supervision of Team Leader, the Project Operations Manager acts as an advisor to the Team Leader. Develops and tests assigned use cases while fixing reported bugs in supported Information systems.

This includes ICT and common services consistent with UN rules and regulations. The main role is to lead and coordinate projects development, ensuring smooth functioning of the ICT /programmes and project operations in UNOG, consistent services delivery and constant evaluation and readjustment of the operations to take into account changes in the operating environment as and when needed.

Duties and Responsibilities

As a member of the UNOG ICTS team, ensures that strategic direction of operations is focused on achievement of the following results:

  • Full compliance of operations with UN/UNDP rules, regulations and policies, implementation of the ICTS Vision and Ethical standards and project operational objectives, achievement of ICTS management targets and monitoring of achievement of results in terms of developed use cases, number of newly introduced bugs and known error software issues;
  • Establishment of collaborative arrangement with other team members, a Client relationship orientation for assigned projects;
  • Active participation in other ICTS/SDS processes like Change and Release management, Incident and Problem management following ITIL best practices;
  • Delivery of assigned project tasks under PRINCE2 project management methodology;
  • Knowledge building and sharing with regards to management and operations in the UNOG ICTS, organization operations staff trainings, synthesis of lessons learnt/best practices, and sound contributions to ICTS knowledge networks and communities of practice.

 

Ensures effective and accurate financial resources management and guidance of an Administrative Assistant and the Team Leader focusing on achievement of the following results:

  • Excellent complex problem solving skills in the enterprise scale systems. Especially in international organizations;
  • Proper management and accountability for the ITC project development activities. Monitor project progress and align activities in order to deliver without breaching deadlines at high quality;
  • Advanced experience in following technologies Java, javascript, Flex, Hibernate, Spring framework, Python, DB Engines MySql and/or MS SQL;
  • Advance knowledge of UML (Use Cases and software modeling)
  • Experience in software versioning and source control in large to medium software development distributed teams. Collaboration tools like Jira;
  • Strong knowledge of ITIL and PRINCE2.

 

Ensures forward-looking information and communication management and advice to UNOG Information and Communication Technology Services (ICTS) focusing on achievement of the following results:

  • Use of UMOJA ERP functionality for improved business results and improved client services;
  • Identification of opportunities and ways of converting business processes into web-based systems to address the issues of efficiency and full accountability; Maintenance of a secure, reliable infrastructure environment for ICT supported systems and adequate planning for disasters and recoveries;
  • Identification and promotion of different systems and applications for optimal content management, knowledge sharing, information provision and learning including UN Staff Medical Insurance, Conference management system, web-based office management system, etc.

 

Ensures strategic human resources management implementation of ICTS HR policies in the field focusing on achievement of the following results:

  •  Compliance with UNDP human resources policies and strategies;
  • Advise ICTS HQ on optimal staffing of the office and projects;
  • Actively participate in recruitment processes in accordance with UN rules and regulations, appropriate use of different contractual modalities, contracts management, performing the function of HR Manager in ICTS HR system;
  • Establishment and maintenance of proper performance management and staff development systems within the Office. Implementation of the Universal Access strategy on learning ensuring access of staff to role appropriate learning activities.
  • Administratively manage and support other members of the team as per the UN rules and regulations.

UNDP Certification programmes Prince2 and ITIL

Required Skills and Experience

Education:

Master’s Degree or equivalent in Computer Science, Mathematics or related field.

Experience:

5 years of relevant experience at the national or international level in providing software development services and/or managing development projects. Experience in the application and usage of computers and office software packages, experience in handling of web based management systems and ERP systems. Experience of accrual accounting, health insurance and IPSAS is highly desirable. Experience in event/conference management systems is desirable. 

Language:

Fluency in English, both oral and written.
