Background

Placing women’s rights at the centre of all its efforts, UN Women will lead and coordinate United Nations System efforts to ensure that commitments on gender equality and gender mainstreaming translate into action throughout the world. It will provide strong and coherent leadership in support of National priorities and efforts, building effective partnerships with government, civil society and other relevant actors.

In Nepal, UN Women's programme focuses on women's leadership in peace, security and humanitarian action, economic empowerment of women, and gender responsive national planning and budgeting processes, to contribute to achieving the goal of gender equality and empowerment of women.

The Women, Peace and Security (WPS) Unit of UN Women Nepal is responsible for providing technical support to the government, development partners and civil society organizations in the areas of women, peace and security including implementation of Nation Action Plan (NAP) on United Nations Security Council Resolutions (UNSCRs) 1325 and 1820. The Unit operates within the framework of UNSCRs 1325 and its subsequent seven resolutions, Convention of Elimination of Discrimination Against Women (CEDAW), Beijing Platform for Action (BPfA), Sustainable Development Goal (SDG), SG’s Seven Point Action Plan on Gender Responsive Peace Building, UN Peace and Development Strategy for Nepal, and the Nepal United Nations Development Assistance Framework 2013-2017 (UNDAF).

In order to reinforce the on-going efforts in the implementation of the NAP on UNSCRs 1325 and 1820, Nepal Country Office has been implementing the “Strengthening Implementation of the Women, Peace and Security Agenda in Nepal: Towards Implementation of National Action Plan on UNSCRs 1325 and 1820 (SIWPSAIN)” project, funded by the Government of Finland. The project is being executed by UN Women and implemented through a number of partners from the government, national and local level Civil Society Organization (CSOs), technical institute, UN agencies etc.  Currently, the final evaluation of the SIWPSAN project is on-going and there are a few project activities remaining to be accomplished. In addition to this, the WPS Unit is also planning to organize various sharing meetings and workshops to share the learnings of the projects and the knowledge products which are being developed by the project. The main aim of such sharing workshops is to highlight findings and recommendations, and discuss how the upcoming peace building projects could learn from the past projects, especially relating to the peace building priorities, economic recovery initiatives for conflict affected women and girls, NAP localization etc. In addition to WPS work, the Unit is also responsible for activities under gender responsive humanitarian response, recovery and disaster preparedness.

With the purpose of providing technical and logistic support to the unit, especially during the sharing of its learning and knowledge products, supporting the project partners to implement recommendations of the exit strategy, supporting in compiling information for the final report of the project and supporting the phase out and final evaluation of the project, organizing different events, reporting of the upcoming meetings, UN Women is recruiting a local consultant to be based in the Kathmandu. She/he will work in close collaboration with the programme and operations team of Women, Peace and Security Unit of UN Women Nepal and its UN, CSO, Development partners.

Duties and Responsibilities

Under the overall supervision of the Unit Manager of WPS Programme, the consultant will be responsible for providing technical, logistic and coordination support to the WPS Unit in the upcoming meetings and events and also for the implementation of the remaining activities of the SIWPSAN project. He/she will work in close collaboration with the operations and programme/projects’ staff to exchange information and ensure consistent service delivery and work in a proactive manner to enhance women’s empowerment and gender equality.

The consultant will perform the following tasks:

  • Provide logistic and coordination support to the Women, Peace and Security Unit to organize various events planned under the SIWPSAN Project;
  • Support the project partner to implement the exit strategy to sustain the gains of the project;
  • Support drafting donor report;
  • Provide necessary support to the evaluation team for undertaking the final evaluation of the SIWPSAN project;
  • Support in organising knowledge sharing events;
  • Conduct field visits to monitor and compile the information from the field;
  • Support partners (Saathi, MoWCSW, IoM, SFCG and UNDP) and stakeholders in quality assurance and reporting.

Key Deliverables

The consultant will be responsible for the following deliverables:

  • Monthly work plans;
  • Reports from responsible partners (Saathi, MoWCSW, IoM, SFCG and UNDP) of SIWPSAN project;
  • Event/workshop completion reports;
  • Meeting minutes of key meetings;
  • Mission reports;
  • Donor reports.

Duration of the Assignment and Duty Station:

The duration of this assignment will be up to 31 December 2016. The main duty station of this position for the assignment is UN Women County Office Nepal. The consultant may need to travel to the project districts as and when required. 

Schedule of Payments:

Payment will be made on monthly basis dependent upon the satisfactory performance of the consultant. The monthly payment will be based on UN National Consultant Fee structure.

Required Skills and Experience

Education:

  • Master’s degree in social sciences, communication, political, media or international affairs (i.e. international development studies, gender/women's studies, and human rights).

Experience:

  • At least 3 years working experience in the field of event management, logistic management, communication and information management;
  • Expertise and experiences working in women, peace and security, gender responsive peace buidling in the post conflict setting would be an added advantage;
  • Sound knowledge of international standards on gender equality and women’s empowerment and related instruments;
  • A proven ability to liaise with a myriad of stakeholders and partners, including government, civil society, international organizations and grassroots organizations;
  • Prior experience of working with UN/development agencies will be an asset.

Language:

  • Fluency in written and spoken English and Nepali is required.

Evaluation Process:

The technical component is evaluated on the basis of its responsiveness to the Terms of Reference (ToR).

Technically qualified consultants may be contacted for an interview.

The award of the contract will be made to the individual consultant whose offer has been evaluated and determined as:

  • Responsive/ complaint/ acceptable, and
  • Having received the highest score in technical evaluation.

Technical evaluation criteria (including minimum qualifications):

  • Qualification (Max 10 points)
  • Expertise and experience in event management, communication and information management (Max 25 points)
  • Familiarity with women, peace and security agenda, gender responsive peacebuilding issues (Max 25 points)
  • Knowledge of international standards on gender equality and women’s empowerment and related instruments (Max 25 points)
  • Work experience in similar assignments with development agencies (Max 15 points)

Maximum total technical score amounts to 100 points. Only candidates who have passed over the mandatory criteria and have accumulated at least 70 points under the technical evaluation will qualify to the next round of the evaluation.
