Background

UN Women, grounded in the vision of equality enshrined in the Charter of the United Nations, works for the elimination of discrimination against women and girls, the empowerment of women, and the achievement of equality between women and men as partners and beneficiaries of development, human rights, humanitarian action and peace and security. Placing women’s rights at the center of all its efforts, UN Women leads and coordinates United Nations system efforts to ensure that commitments on gender equality and gender mainstreaming translate into action throughout the world. It provides strong and coherent leadership in support of Member States’ priorities and efforts, building effective partnerships with civil society and other relevant actors.

In Nepal, UN Women's programme focuses on women's leadership in peace, security and humanitarian action, economic empowerment of women, and gender responsive national planning and budgeting processes, to contribute to achieving the goal of gender equality and empowerment of women.

Duties and Responsibilities

Under the overall guidance of the Country Representative and direct supervision of the Deputy Country Representative and in close consultation with Unit Managers; the incumbent is responsible for helping to translate UN Women Nepal Country Office (NCO) strategic plans into effective programmes and results by supporting the formulation of strong programme documents and reports. The scope of work requires substantive experience and in-depth understanding of results-based management (RBM) for efficiency and effectiveness.

Key activities:

  • Lead capacity strengthening sessions for NCO staff on project planning, implementation and results reporting using the human rights based approach (HRBA) to programming;
  • Draft concept notes and proposals for resource mobilization in close collaboration with the thematic units;
  • In close consultation with Unit Managers, support the preparation and editing of NCO quarterly, annual and donor reports and ensure:
    • Results based reporting - Reporting must include progress on outcomes, outputs and indicators; where activities are reported, they are accompanied by strong result statements;
    • Deepen analysis where needed in consultation with NCO colleagues;
    • Appropriate use of language;
    • Completeness of documents and annexes;
    • Consistency with previous reports submitted;
    • Regional Office/headquarter, partner feedback is addressed.

Deliverables:

  • Comprehensive concept notes;
  • Comprehensive project documents;
  • Edited quarterly, annual and donor reports including a note summarizing the changes;
  • HRBA training package (presentations and relevant resource material);
  • Pre and post capacity assessment reports of learning sessions for NCO personnel.

Time frame:

  • Drafting concept notes and editing quarterly reports and donor reports - 2 days for each
  • Drafting project documents: 4-5 days for each

Payment Schedule: Payment will be made on monthly basis based on the invoice submitted by the consultant as per the agreed number of work days for the assignments and upon  satisfactory performance of the consultant which will be certified by her/his supervisor. The daily consultancy rate will be determined based on SSA guidelines of the UN Women for International Consultant.

Travel and Accommodation expenses: UN Women will bear the full cost of travel and accommodations for official missions as per the UN Women standard guidelines.

Required Skills and Experience

Education

  • Master’s Degree in international development studies, gender/women’s studies, economics, political science, related social sciences, or related discipline.

Experience

  • Minimum 7 years of relevant work experience on issues related to project design, monitoring and reporting.
  • Proven expertise in the area of gender equality and the empowerment of women.
  • Experience in working with government, donors or the UN previously is an asset.
  • Proven track record in policy analysis, development work in the area of gender equality and women’s empowerment.

Language skills

  • Excellent command of written and oral English.

Evaluation and Selection Criteria

Criteria for selection will be based on the following assessment followed by the satisfactory reference check of the candidate:

  • Required degree and qualification (10 points);
  • Minimum experience relevant to the assignment (20 points);
  • Working knowledge and experience in the area of gender equality and the empowerment of women (20 points);
  • Work experience in policy analysis, development work in the area of gender equality and women’s empowerment (20 points).
  • Written sample (30 points).

In July 2010, the United Nations General Assembly created UN Women, the United Nations Entity for Gender Equality and the Empowerment of Women. The creation of UN Women came about as part of the UN reform agenda, bringing together resources and mandates for greater impact. It merges and builds on the important work of four previously distinct parts of the UN system (DAW, OSAGI, INSTRAW and UNIFEM), which focused exclusively on gender equality and women’s empowerment.
