Background

UN Women, grounded in the vision of equality enshrined in the Charter of the United Nations, works for the elimination of discrimination against women and girls; the empowerment of women; and the achievement of equality between women and men as partners and beneficiaries of development, human rights, humanitarian action and peace and security.

Building on over 40 years of sustained efforts undertaken by women’s organizations, grassroots, international networks, local governments in cities around the world, UN Women launched the Safe Cities and Safe Public Spaces Global Flagship Initiative. This initiative translates to the Safe Cities Free of Violence against Women and Girls Global Programme, currently implemented in 22 cities, to prevent and respond to sexual harassment and other forms of sexual violence against women and girls (SVAWG) in public spaces.

The Port Moresby Safe City Programme (herein referred to as the Programme) is focused on working with city authorities, civil society partners and vendors in making markets safer for women and girls. A scoping study carried out in 2011 found that a large proportion of market vendors, who are mostly female, have experienced or witnessed some form of sexual violence at the markets in Port Moresby. In 2015, the Safe Public Transport Project was initiated to address high reported cases of sexual harassment on and around public transport system. The Safe Public Transport Programme specifically intends to support the provision of safe, reliable and affordable public transport that enables women, youth and children to move freely and safely around Port Moresby.

Rationale

The Safe Public Transport Project currently seeks to hire a national consultant to coordinate the SANAP WANTAIM behaviour change activities in 2017 according to the work plan.

Objectives of the assignment

The key objective of the assignment is to coordinate the work with the youth advocates under the SANAP WANTAIM behaviour change campaign in 2017. The work includes the activities implemented in the three Safe City markets, the women-only buses and two yearly events.

The Safe Public Transport Project currently seeks to hire a national consultant to coordinate the SANAP WANTAIM behaviour change activities in 2017 according to the work plan.

Duties and Responsibilities

Under direct supervision of the UN Women Safe City Programme Specialists, the consultant will perform the following tasks:

Task

Coordinate the SANAP WANTAIM behaviour change activities according to the work plan 2017

  1. Coordinate weekly activities with SANAP WANTAIM youth advocates in three markets: Gordons, Koki and Gerehu
  2. Coordinate weekly activities with SANAP WANTAIM youth in the women only buses operated by Ginigoada, UN Women’s implementing partner.
  3. Coordinate two year events to be conducted in August and November, in coordination with the SANAP WANTAIM youth advocates, local government and related NGOs.
  4. Coordinate weekly meetings, including note taking, arrangement of meetings and agenda.
  5. Participate at the SANAP WANTAIM related meetings as needed with civil society organizations, NCDC gender desk, UN agencies and other partners.

Deliverables

  1. 2 weekly activities implemented in the markets to be achieved monthly in April to December 2017.
  2. 3 weekly activities in the women-only buses /PMVs to be achieved monthly in April to December 2017.
  3. Two key year events implemented in collaboration with  SANAP WANTAIM youth advocates to be achieved in August and November 2017.
  4. Weekly meeting minutes from April to December 2017.
  5. Monthly report documenting all activities implemented in the markets and the buses including participants list , description of activities, and pictures. To be achieved in April to December 2017.

All the documents, training materials and reports should be submitted in written in English language. Upon receipt of the deliverables and prior to the payment of the instalment, the deliverables, related reports and documents will be reviewed and approved by UN Women within one week of submission.

The consultant should fulfil the following requirements:

Education

  • Minimum undergraduate degree with 10 years of work experience;

Experience and skills

  • Experience with development organisations preferred.
  • Experience with local governments and international organisations.
  • Ability to train government officers and youth advocates

Language and other skills

  • Good command of English both written and oral is essential.
  • Computer literacy and ability to effectively use office technology equipment, IT tools, ability to use Internet and email is essential.
  • Ability to communicate in Tok Pisin an advantage.

Inputs

It is not anticipated that official travel will be required for this assignment.

  1. The consultant is expected to work either at the UN Women office, using computer provided by UN Women with access to UN Women office network for printing and scanning.
  2. The consultant will be required to provide their own local communications such as SIM cards and mobile phone.
  3. The consultant will be provided with a UN security briefing and will be required to follow UN security rules and guidance.
  4. The Consultant will arrange private insurance and the cost of which will be included in the financial proposal.
  5. Provide a “Statement of Good Health” (valid for one year) from a recognized physician prior to commencement of work, and take full responsibility for the accuracy of that statement.

Performance evaluation

Contractor’s performance will be evaluated based on: timeliness, responsibility, initiative, communication, accuracy, and quality of the products delivered.

Submission package

  • Personal CV or P11 form, indicating all past experience from similar projects, as well as the contact details (email and telephone number) of the Candidate and at least three (2) professional references.
  • Letter of Interest containing the statement on candidate’s experience in the field.
  • Technical proposal should specify an existing methodology they used in a previous assignment on implementing the saiftipin application in a city.
  • Financial proposal. The financial proposal shall specify a total lump sum amount.

All applications must include (as one pdf attachment) the CV and the financial proposal. Applications without financial proposal will be treated as incomplete and will not be considered for further assessment.

Performance Evaluation

  1. Technical Qualification (100 points) weight; [70%]
  2. Financial Proposal (100 points) weight; [30%]

A two-stage procedure is utilised in evaluating the proposals, with evaluation of the technical proposal being completed prior to any price proposal being compared. Only the price proposal of the candidates who passed the minimum technical score of 70% of the obtainable score of 100 points in the technical qualification evaluation will be evaluated.

Technical qualification evaluation criteria

The total number of points allocated for the technical qualification component is 100. The technical qualification of the individual is evaluated based on following technical qualification evaluation criteria:

  1. Relevant education and skills. Obtainable score of 20 points
  2. Experience with the saiftipin software. Obtainable score of 50 points.
  3. Experience in capacity building. Obtainable score of 30 points.       

Only the candidates who have attained a minimum of 70% of total points will be considered as technically qualified candidate.

Financial or Price Proposal evaluation:

Only the financial proposal of candidates who have attained a minimum of 70% score in the technical evaluation will be considered and evaluated.

  • The total number of points allocated for the price component is 100 which will be weighted as 30% in the cumulative analysis.
  • The maximum number of points will be allotted to the lowest price proposal that is opened/ evaluated and compared among those technical qualified candidates who have attained a minimum of 70% score in the technical evaluation. All other price proposals will receive points in inverse proportion to the lowest price.
  • The candidate with the highest combined score (technical and financial) will be considered for the position.
