Background

UN Women, grounded in the vision of equality enshrined in the Charter of the United Nations, works for the elimination of discrimination against women and girls; the empowerment of women; and the achievement of equality between women and men as partners and beneficiaries of development, human rights, humanitarian action and peace and security.

To support member states in implementing the 2030 Agenda, UN Women’s Flagship Programme Initiative, ”Making Every Woman and Girl Count” (MEWGC) aims to affect a radical shift in the availability, accessibility and use of data and statistics on key aspects of gender equality and women’s empowerment. The Programme envisions a multi-year and multi-country programme of work, supported by global and regional activities linking normative and technical work on gender statistics at the global level to the regional and national levels through three interlinked areas of work:

  • Building a supportive policy and institutional environment for the localization and effective monitoring of the Sustainable Development Goals (SDGs);
  • Increasing the quality, comparability and regularity of gender statistics to address national data gaps and meet reporting commitments under the SDGs; and
  • Ensuring that gender statistics are accessible to users in governments, civil society, academia and the private sector, to strengthen adequate demand for their production.

Under the supervision of Chief of the Research and Data Section of UN Women, the Chief Statistician/ Global Programme Manager will lead and manage the work of the statistics team, establish plans of action to achieve concrete results, advocate, network and build partnerships, as well as innovate, manage knowledge and capacity building.

Duties and Responsibilities

Lead the planning and reporting of the MEWGC and UN Women’s statistical work:

  • Provide strategic leadership to strengthen and position UN Women’s work on statistics; ensure that the priorities respond effectively to the evolving capacity development needs of member states, UN Women and its partners;
  • Lead the planning of projects and activities to ensure timely and comprehensive implementation of MEWGC and ensure that the implementation of MEWGC follows strict quality standards, as established under the Fundamental Principles of Official Statistics and the Principles Governing International Statistical Activities;
  • Oversee all aspects of monitoring and evaluation of MEWGC, to assess/strengthen performance accountability, coherence and delivery of concrete and sustainable results;
  • Keep abreast of national/regional/global development trends/priorities in the area of gender statistics to determine strategies and priorities to achieve sustainable and effective implementation of the programme.

Manage the people and finances of the MEWGC and UN Women’s statistical work:

  • Supervise Research and Data team members working on statistics by providing them with clear objectives and goals, direction and guidance to enable them to perform their duties responsibly, effectively and efficiently; Plan and ensure timely performance management and assessment of the Team;
  • Establish the annual work plan and coordinate the long-term work planning of the statistics team; set priorities/targets and performance measurement. Monitor work progress and ensure results are achieved according to schedule and performance standards and results-based management;
  • Oversee the programmatic and administrative tasks necessary for the implementation of MEWCG, including preparation of budgets, reporting on budget/programme performance, recruitment/selection of staff, evaluation of staff performance, and preparation of inputs for results-based budgeting.

Lead the advocacy, networking and partnership building for Making Every Woman and Girl Count:

  • Build, maintain and strengthen UN Women’s relationships with key partners, including international agencies and civil society organizations;
  • Promote and publicize the work of UN Women in gender statistics. Initiate resource mobilization and ensures that the organization’s resources are being spent in accordance with its objectives;
  • Participate and/or represent UN Women in inter-agency discussions and planning on gender statistics and related issues to ensure organizational position, interests and priorities are fully communicated and considered by partners;
  • Consistently liaise with clients and partners to assess progress and to determine required action/interventions to achieve results.

Provide support to the mobilization of resources for MEWGC:

  • Develop and manage the partnerships needed to raise resources for MEWGC, including with governments, donors, international agencies, civil society and philanthropic organizations and the private sector;
  • Identify and develop opportunities for non-core resource mobilization and advise project teams on appropriate strategies and approaches to seize them;  
  • Working with the Partnership Division, contribute substantively to the development of communication strategies and activities for maximum communication impact and outreach to promote awareness, establish partnership/alliances and support fund raising for MEWGC.

Innovation, knowledge management and capacity building:

  • Lead communities of practice to facilitate knowledge sharing, improve coordination, support normative advances and contribute to improvement of gender statistics in all areas;
  • Promote critical thinking and innovative approaches and good practices for timely and sustainable implementation of programs/projects initiatives through advocacy and technical advisory services;
  • Institutionalize and disseminate best practices and knowledge learned;
  • Lead/plan/implement capacity building initiatives to enhance the competencies of clients/stakeholders to promote sustainable results on programs/projects; undertake training activities including delivering lectures on selected topics to support capacity development.

Required Skills and Experience

Education:

  • Master’s degree (or equivalent) in development related disciplines, gender, economics, statistics, development or other social science fields is required.

Experience:

  • At least 10 years of progressively responsible experience in the area of gender statistics;
  • Proven experience in advocating for the improved production and use of gender statistics;
  • Proven record of writing and/or publishing on policy and programmatic aspects of gender equality thematic areas including conducting and directing research, data collection and publication;
  • Management experience is a requirement including proven strong people management skills.

Languages:

  • Fluency in English is required;
  • Knowledge of the other UN official working language is an asset.
