A. Background Information

Global Fund and the UNDP have been providing capacity development interventions to the Ministry of Health and Child Care as far back as 2010. The purpose of the Capacity Development plan has been to strengthen the capacity MOHCC and other implementing entities in preparation of transitioning Principal Recipient functions from UNDP to national entities when circumstances permit. The Capacity Development plan has been strengthening functional capacities required by national entities to effectively implement national responses and manage Global Fund grants for HIV, TB and Malaria in the following areas:

1. Financial Management and Systems, including risk management.
2. Procurement and Supply Management.
3. Monitoring and Evaluation.
4. Governance and Program Management, including SR Management and                                                                                                                                                                                                                                                                                                                                                                                                                                                            5. Policy Development

The specific Monitoring and Evaluation capacity development objective is to ensure a robust health information system which supports the delivery of health care by providing information that is required for measuring the performance of service delivery at each health facility in the country. One of the areas being supported under Monitoring and Evaluation is Health Information. The Zimbabwe Health Information

Systems Strategy (2009-2014) was reviewed by MoHCC and stakeholders in

April 2015 with Technical Assistance from University of Oslo. The findings and recommendations from the End Term Review are to be used for the development of revised National Health Information Systems Strategy. The strategy should be in place before the end of 2017.

As part of the Capacity Development programme the MOHCC wishes to recruit a consultant to develop a Health Information Systems Strategy (HIS) 2016-2020 and a Costed Operational Plan 2016-2020.

Duties and Responsibilities

A. Project Description 

The consultant is required to:

  1. review the Health Information Systems (HIS) Strategic Plan (2010-2014)
  2. lead the process of validating the findings of the End Term Review;
  3. To develop the HIS Strategic Plan for 2016 to 2020  
  4. To cost the HIS Strategic Plan for 2016 to 2020.

B. Methodology/ Scope of Work

The consultant will work in close collaboration with the Ministry of Health and Child Care (MoHCC)-PCU, EDC Department and UNDP. The scope of work for the Consultants will include but not be limited to:

i.             Lead the process of validating and adopting the End Term Review process

ii.            Undertake stakeholder mapping and analysis;

iii.           Undertake a situation analysis of the HIS management and stakeholder framework, activities and operations to date;

iv.           Through a consultative process and application of an appropriate tool of analysis, identify focus areas and develop strategic objectives and key result areas for the same;

v.            Review the institutional capacity, organizational set-up, HIS systems in place and the identified strategic objectives and key result areas; and make recommendations;

vi.           Propose a strategy for achieving the strategic objectives and key results;

vii.          Develop a Results and Resources Framework for the strategic plan period;

viii.        Hold key informant and stakeholder meeting(s) to validate the draft Strategic Plan

ix.           Finalize the HIS Strategic plan and submit to the MOHCC and UNDP

Deliverables/ Outputs

                                                                   

1.      Produce a report from the review of the HIS Strategic Plan for 2010 – 2014 and validation of the end Term review thereof - Estimated Duration - 5 days - 20% Payment Upon Completion.

2.     HIS Strategic Plan for 2016 – 2020 - Estimated Duration - 20 days - 50% Payment Upon Completion.

3.      Costed HIS Strategic Plan for 2016 – 2020 - Estimated Duration - 5 days - 30% Payment Upon Completion.

 

TIMELINE, REPORTING & QUALITY CONTROL FOR THE ASSIGNMENT

Scope of Price Proposal and Schedule of Payments

  • Daily Fee.
  • MOHCC working hours are from 8am to 5pm from Monday to Friday except weekends and official holidays

Institutional Arrangement

  • On a day to day basis, the consultant will be working with and directly reporting to the MOHCC-PCU Department-Monitoring and Evaluation  Manager and Department of Epidemiology and Disease Control
  • The MOHCC has the overall responsibility of the project, where they will certify every deliverable and completion of work.
  •  The MOHCC shall be responsible for the coordination of meetings and other activities for the consultant
  • UNDP-CD Programme  Unit is the contract manager
  • Global Fund is the  project sponsor;
  • Progress reporting will be done at the end of each milestone or on an ad-hoc basis as the situation may require.

Skills and Competencies:

•              Ability to work with multiple teams and minimal supervision;

•              Must be result-oriented, a team player, exhibiting high levels of knowledge on informatics with tact, diplomacy and integrity;

•              Demonstrate excellent interpersonal and professional skills in interacting with government and development partners;

•              Skills in facilitation of stakeholder engagements/workshops;

•              Evidence of having undertaken similar assignments;

•              Experience in research, health informatics, policy development, management and programming-related work.

•              Sound knowledge of the government wide e-Governance, national statistics, public and private sector health processes, procedures and reporting systems

•              Excellent organizational and administrative skills

•              Excellent analytical and strong communication skills both written and spoken

•              Excellent Monitoring and Evaluation Skills

Required Skills and Experience

Education

  • At least a master’s degree in a relevant field in the area of health informatics, strategic planning, public policy, development studies, monitoring and evaluation
  • A post qualification training in epidemiology, information management, strategic planning is an added advantage

Experience

  • At least five years professional experience in strategic planning, health informatics and management
  • Demonstrated experience in working with government partners and other stakeholders in public health development programs especially in the area of capacity development and strategic development and Health Information management
  • Demonstrated experience in working with the MOHCC, or a public health delivery system

Language requirement:

Proficient in both written and spoken English Language.
