Background

UN Women, grounded in the vision of equality enshrined in the Charter of the United Nations, works for the elimination of discrimination against women and girls; the empowerment of women; and the achievement of equality between women and men as partners and beneficiaries of development, human rights, humanitarian action and peace and security. Placing women’s rights at the center of all its efforts.

UN Women is seeking qualified Gender and Humanitarian Advisors for the Surge Capacity Roster. The overall purpose is to strengthen gender equality and the empowerment of women in UN’s prevention and response to humanitarian crisis, and to improve targeting to reach those left furthest behind.   

The Surge Gender and Humanitarian Advisors, under the supervision of the UN Women Representative in the selected country, and in close collaboration with the UN Women Head of the Humanitarian Unit, will assist the UN Women Country Office in the strategic engagement with the Humanitarian Country Team (HCT), Clusters, National Partners and in the development of a UN Women Humanitarian Strategy and Action Plan for the selected country, in line with the Global UN Women Strategic Plan, covering response, recovery, preparedness and link to DRR. He/she will promote the strategic positioning of the UN Women Representative, in close collaboration with the GenCap deployed, within the humanitarian coordination as well as contribute to assessments as well as development and initial implementation of  initiatives to address the multifaceted needs of the selected country’s affected population in the emergency and recovery periods. He/she will also support the UN Women Country Office in the development of project proposals and appeals to target relevant funding opportunities.

Duties and Responsibilities

1. Technical leadership and Strategic Planning:

  • Advise, support, guide and provide substantive inputs to ensure the formulation of gender sensitive UN humanitarian response in the emergency, recovery and post emergency development stages;
  • Conceptualize the country office approach in the humanitarian area proposing a strategy and action plan with concrete actions for the short and medium term and ways to implement within the context of the CO Strategic Note and AWP; including linking to DRR;
  • Identify the role that potential partners at the local level could play towards ensuring implementation of a gender sensitive humanitarian responses during the emergency and recovery periods, as well as in engagement in prevention of future disasters; and engage with them for appropriate action;
  • Actively participate in country level programming processes, particularly in assessments and recovery planning efforts to ensure that the UN Women is strategically placed within UN humanitarian and recovery context and is playing a strategic and catalytic role in joint efforts/joint programmes with other UN agencies;
  • Assist the UN Country Team (UNCT)/ HCT to secure expertise that will ensure commitment, quality control and resources for gender equality programming;
  • In close coordination with the Gender Theme Group (GTG) and the Cluster System, support the development and use of gender analysis and collection of sex and age disaggregated data and promote its institutionalization;
  • Support the development of a UN Women proposal in the joint appeals.

 

2. Inter-Agency Coordination Support:

  • In partnership with GenCap, the GTG and the Clusters, participate and provide gender related inputs to the interagency UN coordination mechanisms, governmental mechanisms and other relevant sectoral level processes focusing on humanitarian issues including the various assessments;
  • Provide linkages with the gender machinery and the GTG for a sustainable approach to coordination efforts in the humanitarian action.

 

3. Strategic partnership building and resource mobilization:

  • Propose programmatic areas of cooperation with and approach relevant UN Agencies, Government institutions, bi-lateral and multi-lateral donors, private sector, civil society, women’s organisations in particular, and other specialized humanitarian partners such as the Red Cross, World Vision etc., to establish a partnership  based on strategic goals of UN Women, and country priorities in DRR and  humanitarian action.

 

4. Capacity Building:

  • In collaboration with the GTG, develop capacity strengthening initiatives targeting relevant stakeholders including country office staff, technical staff in other UN organisations, women’s organisations and other key partners.

 

5. Programme Design and Resource Mobilization

  • Support the Country Office in its development and/or strengthening of crisis response and recovery programming, based on identified, viable service gaps and the contextualized outcomes, outputs and activities of UN Women’s Leadership, Empowerment, Access and Protection (LEAP) flagship programme.
  • Identify viable sources for resource mobilization and promote UN Women’s role in ensuring targeted, catalytic actions in crisis prevention, recovery and humanitarian programming through joint efforts/joint programs with other UN agencies.
  • Formulate quality donor-proposals based on UN Women’s identified humanitarian programming priorities.

 

6. Advocacy and Communication:

  • Support UN Women’s advocacy efforts to help raise awareness and stimulate action in addressing specific needs of displaced women and girls and advancing gender equality and women's rights in the targeted country, especially in the most affected districts;
  • Identify opportunities and contribute to resource mobilisation through contribution to proposals;
  • Develop Gender Alert, SitReps, press release or other communication pieces as agreed with supervisor.

Competencies

Functional Competencies:

  • Substantive knowledge and experience related to current policies and practices in the fields of gender equality and humanitarian action; including humanitarian coordination;
  • Ability to conceptualize and convey strategic vision from the spectrum of humanitarian and development experience;
  • Strong communications skills, with proven expertise in writing cogent and convincing policy and programme documents;
  • Good knowledge of the UN system;
  • Proven ability to advocate and provide policy advice;
  • Ability to lead strategic planning, programme development and implementation, results-based management and reporting;
  • Proven analytical and problem solving skills;
  • Good planning, goal-setting and prioritization skills including ability to work under stress;
  • Effectiveness in establishing and fostering good relations with government counterparts, UN agencies, donors, and NGO partners;
  • Ability to leverage information technology, executive information systems, management techniques and tools for optimal office performance.

Required Skills and Experience

Education:

  • Master’s degree or equivalent in social sciences, international relations, public administration, gender issues, or other development-related fields

Experience:

  • A minimum of 7 years of experience in humanitarian and recovery programming preferably in the area of gender equality, including in disaster/conflict and post-disaster/conflict settings;
  • Assessment experience would be an asset;
  • Substantive and technical experience in inter-agency coordination, experience working with governments, donors and civil society organizations internationally and in the field.

Language: 

  • Fluency in written and spoken English;
  • Knowledge of the other UN official working language is an asset.
