Background

UN Women is the UN organization dedicated to gender equality and the empowerment of women.

The organization upports UN Member States as they set global standards for achieving gender equality and women’s empowerment, and works with governments and civil society to design laws, policies, programmes and services needed to implement these standards. It stands behind women’s equal participation in all aspects of life, focusing on five priority areas: increasing women’s leadership and participation; ending violence against women; engaging women in all aspects of peace and security processes; enhancing women’s economic empowerment; and making gender equality central to national development planning and budgeting. UN Women also coordinates and promotes the UN system’s work in advancing gender equality and women’s empowerment (GEWE).

UN Women Regional Program Men and Women for Gender Equality aims to respond to new challenges and opportunities raised by the uprisings in the Arab region regarding gender equality and women’s empowerment. It seeks to understand the root causes of gender inequalities and to address them through an innovative bottom-up approach. The findings from the International Men and Gender Equality Survey in the Middle East and North Africa Region (IMAGES MENA) featuring Egypt, Lebanon, Palestine, and Morocco as well as the momentum of the implementation of the SDGs though a gender responsive will be captured upon.

Under the overall guidance and direct supervision of the Programme Manager - with support from the UN Women communication team, a consultant will be recruited for developing a youth advocacy toolkit to engage youth in advocating and communicating for gender equality, including by engaging young men and strengthening youth civil society networks to advocate for gender equality.

Duties and Responsibilities

Service Overview:

UN Women Regional Office for Arab States in Cairo requires professional services to develop a self-learning toolkit for young women and young men (age 15-29) in support of advocacy for gender equality and women empowerment, with an accompanying facilitators guide. The toolkit will build on existing regional/international youth friendly materials and advocacy tools and have a strong focus on the engagement of young men and boys. The draft toolkit will be presented by the consultant to a group of young people in the region for their feedback and the final draft will be field tested with young women and young men in the region. The toolkit should be maximum 50 pages long including suggestions for graphic design. The facilitators guide should be maximum 25 pages long.

The Objectives of the Youth Toolkit:

  • Provide young men and women with a robust background and arguments for making the case for gender equality towards civil society, NGO/UN, governments etc.;
  • Strengthen youth civil society networks to undertake a structured approach towards advocating for gender responsive action and to promote GEWE, including by the engagement of young men at the regional and national levels.

The youth friendly toolkit will provide:

  • Background information on gender including gender concepts and tools, IMAGES MENA research findings, the 2030 Agenda and the Sustainable Development Goals (SDGs), etc.;
  • Steps, guidance and tools for developing, implementing, and monitoring and evaluating an advocacy strategy to promote GEWE at regional, national and local levels; including a focus on youth led advocacy towards engendering the sustainable development agenda;
  • Guidance on how to mainstream gender within existing advocacy efforts undertaken by youth networks in the region such as advocacy around peace building, education and youth employment;
  • Guidance on how to engage young men and boys in gender equality;
  • Guidance on how to use communication to strengthen the messages and mobilize communities for social change and gender equality;
  • Guidance on effective social media advocacy to promote GEWE;
  • Regional and global case studies of young women’s and young men’s action to achieve gender equality.

Deliverables / Payment schedule:

  • 50% after completion of a draft toolkit;
  • 50% upon the delivery of an approved toolkit in English.

 Responsibilities of UN Women and the Consultant:

a) UN Women shall provide:

  • Programme information and editorial guidance to the Consultant to enable him/her to understand the deliverables required.

b) The Consultant shall provide on time and with the expected quality, in English:

  • An outline of the toolkit and a work plan for the implementation of this consultancy (in the application);
  • A draft toolkit and facilitators guide;
  • A final field tested toolkit and a final facilitators guide.

The Consultant shall abide by the UN Women editing and branding Policy and Guidelines.

Required Skills and Experience

Education:

  • A master degree in International Development, Gender and Development, Human Rights, Public Administration or other related Social Sciences.

Experience:

  • At least 8 years working experience in the field of advocacy and communication;
  • At least 3 years’ experience of working on issues of gender equality, and preferable on the engagement of boys and men in gender equality;
  • Relevant experience of developing toolkits and advocacy and communication materials;
  • Experience in working and engaging young women and young men and developing youth friendly products.

Experience:

  • Excellent command of written and spoken English including the ability to convey complex concepts and recommendations, in a clear and persuasive style tailored to match different audiences;
  • Knowledge of Arabic and French is an asset.

Evaluation Criteria:

Individual consultants will be evaluated based on the following methodology:

Only candidates obtaining a minimum of 49 out of the 70 points in the technical evaluation would be considered for the Financial Evaluation.

Technical Criteria (Weigh 70%):

  • Criteria 1: Experience in policy advocacy and in developing advocacy tools or toolkits (30 points)
  • Criteria 2: Experience working on communications in issues relating to gender equality and preferable from the MENA region (10 points).
  • Criteria 3: Experience of working with youth and in developing youth friendly products (30 points)

Financial (Weigh 30%) (Lowest financial proposal):

Contract will be awarded to the technically qualified consultant who obtains the highest combines score (financial and technical). The points for the Financial Proposal will be allocated as per the following formula:

(Lowest Bid Offered*)/(Bid of the Consultant) x 30?*"Lowest Bid Offered" refers to the lowest price offered by Offerors scoring at least 49 points in technical evaluation.
